Regional Manager Grants and Contracts position plays a significant role in developing overall strategy & framework for “risk and compliance management” and provides oversight for effective implementation. The position will be based in the region and will collaborate with relevant Atlanta-based units, Regional Management Units and Shared Services Center to effectively and timely identify risks or issues and manage mitigation response actions related to grants and contracts compliance oversight to a diverse portfolio of agreements including grants, contracts and sub-awards. The Manager plays a substantial role in award management oversight and award and sub award policies’ governance in relation to CARE’s restricted donors’ awards including institutional donors such as US Government, European Union, Global Fund, private corporations, foundations and other major gifts donors. The Manager support extends from pre-award proposal development efforts, review and negotiations of awards to set-up, and post-award monitoring of grants and contracts. The position will provide advice and interpretation of donor rules and regulations pertaining to CARE program implementation, guide and develop risk management strategies for managing agreements/sub agreements portfolios, review new agreements and support award negotiations, agreement/sub agreement monitoring and compliance oversight. The Manager will implement compliance program support and response within the region by working with the regional management, Country Offices, Shared Services Center and CARE units in Atlanta to mitigate risks and respond to issues recorded on the Country Office risk registries. The Manager will contribute to building organizational capacity and technical knowledge of grants, contracts and sub agreements and subcontracts regulations and requirements and build greater capability in award and sub-award management across the organization that is aligned with CARE’s program and partnership approaches. This position works in a complex operating system that requires her/him to work closely with Country Director, Assistant Country Director, Regional Director, Deputy Regional Directors, SSC Budget and Grants Team and other CARE International members to ensure that CARE’s grants and contract proposals and agreements portfolio complies with donor regulations in all phases of the program management cycle. The position will contribute to maintaining CARE’s position as a partner of choice to USG, EC, DFID and other donors through stewardship of the compliance program, reducing risks, improving systems, reducing exposure to unallowable costs and audit findings.

Primary Responsibilities:

Primary Skills:

  • Masters degree in Business Administration, Management, Finance or equivalent work experience
  • At least 5 years of experience demonstrating knowledge of international nonprofit grants and contracts management and compliance practices working with and interpreting applicable donor rules and regulations
  • Demonstrated experience with managing and providing training on US Government, European Union, World Bank funded or Global Fund awards and sub awards in an international development or humanitarian context
  • Demonstrated experience with contracts and grants training delivery and facilitation. French Fluency (written and oral)
