Living Water International exists to demonstrate the love of God by helping communities acquire desperately needed clean water, and to experience “living water”—the gospel of Jesus Christ—that alone satisfies the deepest thirst.

In 1990, we set out to help the church in North America be the hands and feet of Jesus by serving the poorest of the poor. More than a billion people in the world live on less than a dollar a day. At least 785 million people lack access to safe drinking water.

For all practical purposes, these statistics refer to the same people; around the world, communities are trapped in debilitating poverty because they constantly suffer from water-related diseases and parasites, and/or because they spend long stretches of their time carrying water over long distances.

In response to this need, we implement participatory, community-based water solutions in developing countries. Since we started, we have completed over 20,000 water projects (and counting!). We currently serve the thirsty in seventeen countries outside of the US with a majority of these in Africa.

The Regional Monitoring, Evaluation & Learning (MEL) officer plays a key role in helping affiliates, partners and Africa regional service team (RST) members design and plan quality programs, make better decision, increase accountability and learn. This comes through collaboratively supporting Africa staff to build MEL systems, tools, and capacity, provide technical assistance, facilitate, organizational learning, and increase the transparency and accessibility of Living Water’s program data.

Key Tasks and Responsibilities

1. Design and Project/Program planning

a. Support Africa affiliates in the WASH Program Area design processes (identification, studies, design writing and baseline

b. Support staff in completing Monitoring, Evaluation and Learning (MEL) portion of Grants and Locally generated funds.

c. Participate in writing project proposals, concepts and idea notes.

d. In liaison with global and Regional Service Team (RST) lead strategic and annual planning in Africa.

e. Review MEL portion of annual plans and Budgets

f. Prepare regional Annual plans

2. Leadership and Capacity building

a. Develop/improve MEL policies, systems, processes, and tools collaboration with Global and regional and country teams

b. Deliver training and technical assistance on MEL to key staff in country offices, RST, focused on research methodologies, data collection, data analysis, MEL plans, Log frames, developing knowledge products, Program management, evaluations, among others.

c. Lead Africa region community of practice in support of Technical Working Groups (TWG) agenda

d. Support the recruitment and orientation of the M&E Staff and Evaluators for projects/Affiliates.

3. Monitoring

a. Devise/improve and ensure countries implement monitoring strategies, tools and systems that ensure key indicators and quality standards are regularly followed and reported on.

b. Hold quarterly review meetings with MEL and program teams in Africa to make sense of production data.

c. Verifying and validating at least 10% of the data reported.

d. Ensure up to date databases that provide real-time accurate and complete information on WASH program implementation and resource utilisation.

e. Update of indicators and ensure minimum standards for measurement of project impact and program excellence are followed.

f. Support RST and affiliates in monitoring and report on grant compliance especially quality and quantity agreed in the grant contracts.

4. Evaluations

a. Contribute to /enhance and ensure Africa region applies global standards, results frameworks, and tools for program evaluations.

b. Support affiliates in planning implementing project/ WPA evaluations.

c. Manage regional implementation of the Most Significant Change technique in Africa

d. Support RST in the country program reviews based on the quality standards.

e. Provide technical assistance to country offices in the selection of local M&E experts and external evaluators

5. Documentation, Research and Reporting

a. Co-ordinate and facilitate action research on important issues in the water and sanitation sector as identified by LWI country office learning and innovation agenda

b. Support in-country efforts to develop local learning systems and production of learning products on regular basis for dissemination in-country and internationally within LWI and its stakeholders.

c. Provide technical assistance to country offices in grant reporting and assist in drafting, monitoring implementation, reporting and signing of technical agreements with external stakeholders or partners.

d. Lead the periodic review of affiliate and partner reports.

e. Write Africa regional annual reports and other special project reports.

f. Steward ad hoc research projects, studies, in furtherance of the learning agenda

g.Assist field offices in information sharing and knowledge management databases and use of Innovative, efficient, and effective monitoring and evaluation methods, user-friendly systems for data collection, analysis, and reporting; and effective strategies for reflection on and dissemination of lessons learned;

h. Assist field offices in information sharing and knowledge management databases

Knowledge and Experience

· A Degree in either of the following – Water Engineering; Statistics; Public Health; Social Sciences; Development Studies or a related field.

· A post graduate qualification in Monitoring and Evaluation is required.

· At least five (7) years Development working experience in an INGO setting, with at least two (5) of the 7 years being field experience managing Monitoring, Evaluation, and Learning work.

· Experience in project cycle management (PMD Pro preferred or willing to commit to getting certified within 6 months of employment)

· Practical, hands-on skills in managing a Monitoring and Evaluation system including development of an M&E system, its review, tools development, and Information management and reporting.

· Thorough understanding and experience in quantitative and qualitative data collection methods, including sampling, survey design, interviews, focus group discussions, data analysis, and application of these methods to project monitoring and evaluation standards in Water, Sanitation and Hygiene;

· Experience in at least two M&E design frameworks (Logical frameworks, Theory of Change, or Outcome Mapping);

· Proven computer skills (MS Word, Excel, PowerPoint);

· Experience in the design, analysis and reporting of quantitative and qualitative surveys.

· Strong analytical skills (use of analytical software at least one: R, SPSS, STATA, EPI INFO, ALTLAS IT, ARC-GIS, MaxQDA, NIVIVO);

· Excellent communication skills (written and spoken);

· Experience presenting research findings to diverse audiences;

· Previous experience in the design and delivery of capacity building trainings in M&E.

· Experience providing technical assistance in MIS/M&E to teams.

It all began in 1990, when a group from Houston, Texas, traveled to Kenya and saw the desperate need for clean drinking water. They returned to Houston and founded a 501(c)3 non-profit. The fledgling organization equipped and trained a team of Kenyan drillers, and LWI Kenya began operations the next year under the direction of a national board. That pattern continues today; we train, consult, and equip local people to implement solutions in their own communities in the countries where we work.

Remembering the life-changing nature of that first trip in 1990, we also lead hundreds of volunteers on mission trips each year, working with local communities, under the leadership of nationals, to implement water projects. It's hard to know which lives are changed more—those "serving" or those "being served." Our training programs in shallow well drilling, pump repair, and hygiene education have equipped thousands of volunteers and professionals in the basics of integrated water solutions since 1997.
