Job Summary

The Regional Program Director (RPD) will provide leadership for FHI 360’s work to support the Fleming Fund regional grant in West Africa. S/he will oversee all aspects of the work in the region and ensure alignment of activities with project objectives. The Fleming Fund project will identify and collate complex and unique data sets on antimicrobial resistance (AMR) and antimicrobial use (AMU) in countries in West Africa. The RPD will help to identify relevant sources of data, negotiate for their sharing, oversee data collection and processing, ensure that data privacy and ownership requirements procedures are followed, and assist with data quality grading and analysis. The RPD communicates with all Country Data Managers (CDMs) in his/her region, and manages relationships with in-country health authorities. The RPD will also ensure that all required approvals and agreements are obtained (either personally or by supervision of the CDMs) before data are shared with FHI 360 and/or project partners. The RPD interacts collaboratively with senior data staff at FHI 360 headquarters and in the region, and compiles regular regional progress reports for the project. The RPD supervises and advises the CDMs in his/her region. The RPD ensures quality and timeliness of deliverables for the region.  The RPD collaborates with other regional directors and central data staff to share lessons learned in the collation of project data.

Attributes of the AMR/AMU data sets may vary widely, derive from single or multiple sites, and come from institutions where data were collected and stored earlier with no input from FHI 360 or the Fleming Fund project. With the CDM and country staff, the RPD must discuss, problem-solve and implement solutions for collecting AMR/AMU data.

Accountabilities

  • Ensure timeliness of deliverables for each phase of the project in the region
  • Interact with various regional and headquarters staff
  • Interact with country staff including CDMs from countries in the Region, and provide leadership to and encourage teamwork among country teams
  • Interact, coordinate and manage relations with in-country data owners and government health authorities
  • Ensure that country staff maintain all relevant documentation associated with each data owner and dataset, and that data are obtained, and stored according to security protocols.
  • Identify issues/trends for discussion and work collaboratively to implement process improvement measures within data management at both a country and a regional level
  • Plan and lead regional team meetings
  • Escalate any potential or actual issues (e.g. IT connectivity, stakeholder relations, staffing needs, privacy concerns) to project leadership in a timely manner, follow issues through to resolution, and take corrective measures when necessary
  • Establish appropriate project tracking using computer assisted programs, evaluate country performance, and support timely uploading of data
  • Compile and provide written regional project status reports including financial reports
  • Lead local efforts to build the capacity of data owners and authorities to analyze their data and improve data quality
  • Develop recommendations for measures and interventions to improve data quality at a country and regional level
  • Lead the development and implementation of trainings to allow local data owners to enter their data into databases including WHONET
  • Build the capacity of Ministries of Health in the region to curate their AMR/AMU data and to improve systems to collect, enter and analyze AMR/AMU data
  • Serve as primary point of contact for all project activities in the region
  • Advise senior project staff with forecasting
  • Conduct internal and external project team meetings as needed
  • Assist senior staff with interview and selection process of new staff
  • Support documentation of initial and ongoing staff training as required by both the Client and FHI 360.

Education**

  • Bachelor’s Degree with at least 8 years of experience or a Masters with at least 5 years of experience or International Equivalent in Life Science, Health Science, Management, Information Management or related field
  • Project Management (PM) Certification preferred.

Experience**

  • Typically requires extensive multi-country program management skills
  • Demonstrated experience in managing complex projects that are strategic in nature and national/international in scope.
  • Demonstrated experience liaising with national authorities
  • Surveillance, M&E, data management and data analysis desired
  • Proficiency in MS Office software
  • Familiarity with data management and database technologies preferred
  • Prior work experience in a non-governmental organization (NGO).
  • Prior relevant, professional experience in the region preferred.

Supervision Given/Received

  • Coordinates activities to collect datasets using various software tools and different types of data capture and storage
  • Discusses issues with senior staff, and ensures solutions are implemented in a timely fashion
  • Discusses issues with CDMs regarding Ministries, data owners and datasets to ensure data sharing and understanding of the meta-data
  • Participates in developing procedures, training and resources with senior project staff to achieve strategic goals.
  • Supervises in-country and regional project staff
  • This position is supervised by the FHI 360 Project Lead.
