Purpose of the position:

The purpose of this position is to help National offices to improve the performance and quality of their programming through enhanced Design Monitoring and Evaluation (DME) function and system. This role will ensure that National Offices (NOs) design, monitor and evaluate sustainable programs and projects fully aligned with their strategy. This position will provide technical support to NOs in the area of DME through improved DME process flow. It will also contribute towards maximizing NOs’ contribution and reporting on Child Well-Being (CWB) Targets.

Key Outputs/Responsibilities

1. TECHNICAL SUPPORT

  • Provide technical support to DME Events (Baseline, Design, Assessment, Evaluation, etc.) conducted in NOs
  • Identify and disseminate DME best practices across the region and through GPET
  • Support NOs in the full adoption of the Partnership Impact Measurement Framework (PIMF)
  • Support NOs in the development of Technical Approaches and the design of Technical Programs
  • Provide technical support to NOs in putting in place mechanisms, tools and processes for enhancing monitoring (processes and outcome monitoring)
  • Provide guidance to NOs in integrating sustainability and transition in their plans
  • Introduce any relevant innovation in DME process (eg: use of mobile technology for data collection, practice of statistical software for data analysis, use of GIS for results presentations, etc.)
  • Support NOs to strengthen their monitoring systems
  • Coordinate the data quality check for each NO
  • Track performance of National Offices DME Events Calendar and provide regular updates on progress
  • Provide regular updates and reports on DME Events Calendar for all NOs
  • Support NOs in the recruitment of DME Managers and the development of optimized DME structure
  • Maintain an overview of technical capacity within the region in relation to program quality and sectors including internal and external capacity.
  • Provide technical leadership and portfolio-level support to National Offices to ensure processes, mechanisms and capacities are in place to assure quality in a consistent manner across their programming portfolios
  • Support planning in higher capacity NOs for maintaining capacity levels that allow for sharing and deployment to other NOs – where strategic from a regional perspective.
  • Support planning in lower capacity NOs to strategically address capacity gaps including through NO Organisational Capacity Planning (OCP) processes and Strategic Support Teams (SST).

CAPACITY BUILDING

  • Support NOs in the development of their DME Capacity Building Plan: competency assessment, gap analysis, etc.
  • Coordinate DME related capacity building events in the region, informed by ongoing competencies assessments and priorities.
  • Plan, conduct, promote a blend of learning events for DME and program staff from the national offices (including Learning Labs, virtual events, workshops and other), and facilitate the tracking of its effectiveness
  • Work with NO leadership and DME specialist staff in the region to develop a DME Learning Resources Hub in the region.
  • Work with any relevant stakeholder in the development of DME learning materials (including e-learning) for DME and program staff
  • Work with DME teams in NO to obtain technical expertise and funding to address DME capacity building needs
  • Coach NO Program & DME staff to strengthen the capacity of local partner organizations and staff through training and other activities
  • Setup and facilitate a regional peer and mentoring network for DME and program staff to accelerate learning and adoption of recommended DME methodologies and approaches
  • Advise National Offices on programme quality core competencies and capacity requirements
  • Advise and provide strategic support to the National Offices and the PSTs they lead, in developing NO and programme level institutional capacity in DME, programme quality and sectorial expertise.
  • Support NO capacity (staff capacity, systems, culture and tools) to promote intentional learning at all levels of WV operations and ensure the proper use of M&E information, internally and with local partners
  • Work with Global Centre and the Regional P&C Department to ensure institutional capacity building initiatives and resources (e.g. Integrated Capacity Development, Sponsorship in Programming, Local Partnering) are developed and supported in ways that are strategic and value-adding for National Offices.

QUALITY ASSURANCE

  • Assure and support NO capacity to report on their contribution to Child Well Being with adequate rigor and standards of quality, and to ensure appropriate management response to recommendations for further enhancing that contribution
  • Ensure Transformational impact: support the Strategy Evidence & Learnin Director to ensure that all Programmes / Projects in West Africa focus on the transformation of Staff, communities, donors/sponsors and other stakeholders
  • Enhance our ministry to children: ensure that all Programmes / Projects in West Africa focus on the well-being of girls and boys which includes their development, well-being, empowerment, participation and protection
  • Integrate ministry interventions: ensure that ministry interventions are planned, implemented and evaluated in a coordinated fashion to enhance transformation in communities.

RESEARCH

  • Plan and develop research methods and standards for baselines, outcome monitoring and evaluations that contribute towards providing evidence of WV’s effectiveness and contributions to Child Well-being.
  • Support National offices in documenting and disseminating innovations and new research findings related to DME
  • Perform and provide capacity building for primary research, data collection, analysis, and interpretation through baselines, outcome monitoring, and evaluations.
  • Synthesize and summarize trends in ADP evaluations in collaboration with Global Centre Knowledge Management and Support Offices.
  • Provide meaningful data summaries and visualization to both NOs and Resources Acquisition teams to enhance understanding of WV’s programs and to demonstrate results to existing and potential donors.
  • Promote and facilitate processes for NOs to identify, document and disseminate good DME practices in the region and partnership
  • Stay up to date on latest trends and innovations in design, monitoring, evaluation, data analysis, and data visuals to ensure quality delivery of information to all stakeholders.
  • Support National Offices DME staff to register and effectively share research findings in evaluation associations at both country and international level
  • Map key DME processes and recommend DME process flow improvements
  • Recommend and implement revisions to World Vision practices as appropriate

DEVELOPMENT PROGRAMMING APPROACH

  • Help NOs effectively work with partners through the promotion of Local Partnering principles and practices at both leadership and frontline staff levels
  • Ensure NOs understand Most Vulnerable Children (MVC) framework, integrate MVC needs into programming and report effectively the impact on MVC
  • Assist NOs in the contextualization of DPA

RESOURCES MOBILIZATION AND NETWORKING

  • Contribute high-quality inputs into national office grant proposals and concepts, support review of program design ensuring quality results frameworks and log-frames.
  • For regional funding opportunities support project design and document review where possible.
  • Support prepositioning and donor engagement as regional DM&E lead and where necessary participate in regional networks raising the profile of World Vision.
  • Build knowledge of donor expectations and guidelines around DM&E in collaboration with WARO RAM.
  • Establish networks and alliances with external partners (research institutions, universities, other NGOs, etc) for the purpose of enhancing program quality.

INTERNAL LIAISON AND COORDINATION

  • Work collaboratively with sponsorship teams in the implementation of Sponsorship In Programming
  • Provide support to other divisions within the RO to assure the quality and compliance of DME policies, Program quality standards and requirements
  • Work with sponsorship specialist and sector specialists (Gender, CC, CIM, Health, Livelihoods, etc) to assure quality of programs and projects by the NOs
  • Work with advocacy team in the development and implementation of DME standards and policies for the measurement of NO contribution to CWB through advocacy.

GENERAL RESPONSIBILITIES

  • Contribute and support Christian activities that enrich and develop mutual growth in Christ in a way that promotes holistic and integrated witness in our life and work and impacts the poor and vulnerable.
  • Perform any other tasks assigned by the Regional leadership.

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

Essential:

  • At least Bachelor degree in social science, statistics, economy, development studies or professional degree or relevant experience
  • Minimum of 3 years experience in relief and development work, out of which three years in grassroots relief and development work.
  • Minimum of 3 years experience in monitoring and evaluation work and social research.
  • Experience in organization and facilitation of training programmes including facilitation of virtual training.
  • Understand LEAP framework, design, monitoring and evaluation (DME)
  • Experience in the development of DME related technical resources
  • Demonstrate ability to work effectively in a collaborative team environment working virtually
  • Understand Programme and Research Design and Implementation
  • Competent in the use of MS Word, Excel and PowerPoint
  • Good communication skills, negotiation skills and people relational skills.
  • Fluent in both English and French

Preferred:

  • Knowledge of statistical packages for analyzing socio-economic data, LEAP Tools, general DM&E framework.

Other requirements

  • Attend and participate in devotions, other community and team building initiatives organized by the organization

Working Environment / Conditions:

Some level of travel (40%) is expected within the region and to other places. Some travel may be in remote location with minimal facilities.
