Job Summary

Reporting to the Recruitment Manager. The Regional Recruitment Coordinator is responsible for full life-cycle recruiting (end to end recruitment). S/he will be responsible for consulting with hiring managers/area to understand their recruitment needs, develop innovative sourcing strategies to leverage diverse high caliber candidates, pre-screen candidates to assess their qualifications through a combination of behavioral and competency based interviewing, monitor requisition status to ensure an efficient recruitment process.

Job Responsibility #1: Recruitment

Proactively and creatively source, recruit, pre-screen, assess and present top-quality candidates for hiring managers within an appropriate and consistent timeline. Partner with hiring managers to build effective sourcing, assessment, and closing approaches to manage candidate/manager expectations through a thorough understanding of return on investment and business needs of each Country Office in ECSA. Research and recommend new sources for active and passive candidate recruiting. Build networks to find qualified passive candidates.

Recommend and develop innovative recruitment strategies that will contribute to the long-range growth by implementing new processes and fine tuning standard processes for generating qualified candidates. Actively advertise postings through a variety of means, including social media, to ensure adequate exposure on industry specific websites, job boards, and other avenues that create interest on the part of potential candidates. Promotes and advocates CARE’s values and culture during all phases of the selection and hiring processes.

  • Design and implement overall ECSA recruiting strategy that addressees the complexities within which we operate.
  • Partners with hiring manager to determine staffing needs.
  • Develop recruiting strategies, networks and channels to source and attract the best candidates for each role.
  • Source and recruit candidates by using databases, social media etc.
  • Screen candidates resumes and job applications
  • Conduct interviews using various reliable recruiting and selection tools/methods to filter candidates within schedule
  • Assess applicants’ relevant knowledge, skills and soft skills experience and aptitudes
  • Monitor and apply HR recruiting best practices
  • Act as a point of contact and build influential candidate relationships during the selection process
  • Promote CARE’s commitment to GED
  • Develop a working knowledge of Country Office in order to quickly identify hiring needs at CO level, as well as how that fits into the broader organizational culture.
  • Develop pipeline of talent, specifically for frequently filled positions as well as hard to fill locations.
  • Work creatively with Country Offices to help create recruitment plans and staffing needs.
  • Provide consultation and training to hiring managers in regards to recruitment and selection processes as well as interviewing
  • Process/review and follow up appropriately with all pre-employment background checks.
  • Provide initial screening of applicant pools, as well as phone screens or interviews where applicable. Prepare all postings: work with hiring manager to determine pre-screening questions, where advertising would occur to provide diverse applicant pool
  • Be involved in candidate sourcing: review resumes and credentials for appropriateness of skills, experience and knowledge in relation to position requirements.
  • Develop test questions, case studies and rating standards within established selection procedures and guidelines (e.g. supplemental questionnaires, oral exam questions and rating dimensions) subject to final review
  • Interview applicants for middle management administrative positions, complete assessments and technical tests and make recommendations to Supervisor about employee appointments.
  • Interview applicants for STAP (Strategic Talent Advisory & Planning) positions make recommendations to Hiring Managers about appoint ability.
  • Proof reading of all job postings before going out
  • Screen resumes, select potential candidates and provide short list of approved candidates to Hiring Managers for interview
  • Negotiate salaries with candidates based on available salary scale criteria.
  • Oversee the development of a recruitment strategy which is in line to the changing needs in the Region.
  • Participate in the development of any related recruitment policies and procedures
  • Evaluate recruitment and selection criteria recommending revision as needed
  • Prepare relevant reports as required by management
  • Develop and maintain network of contacts to help identify and source qualified candidates,

Job Responsibility # 2: Hiring Process

Ensure hiring process is effective and efficient for the new employee and hiring managers by reviewing background checks, preparing offer letters in a timely manner, and responding to candidates not selected. Coordinate New Hire orientation with CO HR Teams and the Regional Senior HR Officer.

Job Responsibility # 3: Networking

Develop applicant sources by networking and creating a presence in the Region through participation in professional association meetings etc. Develop and maintain rapport with colleges, employment agencies, other recruiters, and professional organizations.

Job Responsibility # 4: Recruitment Metrics

Provide analytical and well documented recruiting reports/metrics for the RMT/RLT.

Job Responsibility #5: Records Management

Develop and maintain good HR record management and maintain quarterly tracking sheets;

  • Ensuring security and restricted access to personnel records and information.
  • Updating and keeping of summary records/reports as requested by the Global HR Generalists
  • Provide support in tracking key HR Metrics in the Region
  • Ensure organograms, contact lists. And information flow lines are constantly updated and shared widely.

Job Responsibility # 6: Administrative

Support in conducting surveys and benchmarks that will ensure ECSA stays competitive

  • Establish networks with Key International NGOs at the national and international level to keep update with external environment
  • Work with the Regional Security Manager to ensure staff visiting the Regional Office receives briefing on Country and Regional security threats, medical and emergency evacuation procedures.
  • Support the Global HR Generalists in ensuring effective rollout of global HR initiatives in COs in the region

Qualifications and experience

  • Bachelor’s Degree preferably in Human Resource Management, Business Administration or similar field
  • Proven work experience as a Recruiter (5 years of experience)
  • Solid ability to conduct different types of interviews (structured, competency-based, stress etc)
  • Hands on experience with various selection processes (phone interviewing, reference check etc)
  • Hands-on experience with recruiting software – specifically Taleo system
  • Excellent communication and interpersonal skills
  • Demonstrated ability to effectively interact with a wide range of management styles within the Region and build relationships.
  • Demonstrated ability to identify and resolve problems in a timely manner and appropriately gather and analyze information.
  • Strong decision-making skills
  • Experience with Social Media (Facebook, Linked-In, Twitter, etc.) very helpful.

The position has working relations with the following:

Internal: Regional Management Unit (RMU), Country Office (CO’s), Human Resource Service Center (HRSC)

External: Other INGOs for benchmarking

Travel – Expected to travel at least 20%
