Context:

Timely, reliable, disaggregated data and contextual information related to populations on the move across the Central Mediterranean Route (CMR) is imperative to a well-informed, well-managed, humane and collective response. The 2030 Agenda for Sustainable Development calls upon all states to implement well-managed migration policies, and facilitate safe, orderly and regular migration. To support states to meet these obligations, there are calls for stronger and more comprehensive data analysis and actionable information to ensure that vulnerable groups, including migrants, are not “left behind”. In a context like the CMR – where migration flows result from reasons as diverse as conflict, violence, human rights violations, fragile economies, poor governance and unstable environments, and spill over within and outside of countries, regions and continents – it is important to enhance collective understandings of drivers, routes and profiles to inform targeted protection measures, safe alternatives and effective responses.

Under the direct supervision of the Regional Learning & Research Officer and the overall coordination of the Regional Information Management Officer, and with the thematic coordination of the Regional Policy and Liaison Officer and the Migration Research Division in HQ, the successful candidate will be in charge of supporting and contributing to information management needs, particularly the qualitative data collection and analysis, within the framework of a large regional project “Safety, Support and Solutions in the Central

Mediterranean Route” funded by the UK government’s Department for International

Development (DFID).

The successful candidate will support the set-up and implementation of data collection activities and analysis under the DFID and provide a specific technical support to countries in the region to implement qualitative data collection, process the information and develop reporting and research products as part of the DFID project.

Core Functions / Responsibilities:

  1. Support Country Offices (COs) in the Region to implement research activities under the DFID project (including support in planning, development, and implementation) and facilitate a coherent regional analytical approach for this project.
  2. Support the development of assessment methodologies and qualitative tools (interviews, focus group discussion guides, etc.) and ensure that qualitative data collection design includes an appropriate use of mixed methods.
  3. Compile and aggregate quantitative and qualitative data to produce comprehensive regional research products for the DFID project and support the production of national research products.
  4. Identify opportunities for assessments and research products and create processes for an inclusive research process (workshop with external partners, analysis and validation with the support of academic and relevant actors, etc.).
  5. Conduct field visits to coordinate the implementation of DFID research activities with country office teams and monitor data collection activities in the field. When needed, provide support in direct implementation (training of Focus-Group Discussion (FGD) enumerators, preparation of tools, etc.).
  6. Work collaboratively with Information Management (IM) team members to complete all data collection, analysis, and reporting tasks and to ensure exchanges across departments by using existing data sources.
  7. Support the development and implementation of a research and learning strategy for Regional Office (RO) Dakar with the Regional Research and Learning Officer.
  8. Work with the Learning and Research Office to contribute to learning within the organization by capitalizing on opportunities for internal and external exchanges.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Qualitative Research, Social Sciences, Economy, International Relations, Statistics or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in the implementation of qualitative data collection activities (organization of households’ surveys, key informant interviews, focus group discussions, etc.);

• Proven experience in qualitative analysis and qualitative analysis software programs (e.g. Invivo);

• Proven experience in managing enumerators or surveyors’ teams on data collection activities;

• Proven experience in analysis and report writing and visualization of results (Powerpoint, Excel, etc.) (Please attach examples of reports);

• Demonstrated research publications is a strong asset;

• Experiences working on migration thematic is a strong asset;

• Experience with relevant software including Microsoft Office Package; Additional experiences in ARCGIS, SPSS, QGIS an asset;

• Experience working in West & Central Africa is an asset.

Languages

Fluency in English and French is required.
