General Summary
Physiopedia is seeking candidates for an Education and Workforce Development Specialist for the USAID – funded project, Learning, Acting and Building for Rehabilitation in Health Systems (ReLAB-HS). The purpose of this consultancy is to provide technical and advisory support to the ReLAB-HS Uganda country office to implement activities to develop workforce capacity of rehabilitation professionals and elevate standards of rehabilitation practice in Uganda. The expected level of effort is approximately 16 hours per week. Only candidates with work authorisation in Uganda will be considered; relocation benefits will not be provided.
About ReLAB-HS
Funded by the United States Agency for International Development (USAID), the Learning, Acting and Building for Rehabilitation in Health Systems is a global project that will support the development of health systems that are responsive to the growing needs for rehabilitation within populations. It seeks to co-design and implement innovative, comprehensive, cost-effective interventions that strengthen health systems for provision of rehabilitation, including assistive technology. ReLAB-HS will focus on integrating rehabilitation and assistive technology services across all levels of care within health systems. The ReLAB-HS consortium comprises six international partners with expertise in health systems, implementation science, and delivery innovations.
The five-year program will work globally and initially concentrate on a number of low- and middle-income countries affected by conflict, with varying levels of rehabilitation needs and infrastructure. ReLAB-HS presents a genuine opportunity to provide real improvements in the quality of life, functionality and independence for many people through simple interventions at the primary care level, and the use of technology to bring rehabilitation further into community settings.

Specific Duties and Responsibilities
The Education and Workforce Development Specialist Consultant will be responsible for advising and supporting the ReLAB-HS Uganda country office to implement activities to develop workforce capacity of rehabilitation professionals and elevate standards of rehabilitation practice in Uganda. Specific activities include:
- Advise on implementation of Physiopedia digital platforms that will offer online teaching, learning, mentoring and networking in Uganda, including identification of a local testing group;
- Facilitate implementation of internationally relevant rehabilitation education and training toolkit by clinics and educators in Uganda;
- Facilitate uptake of the toolkit by clinics and educators in Uganda;
- Support formative evaluations of rehabilitation stakeholder training programs and pathways to explore use of education and training toolkit in existing formal and informal education programs;
- Support country team to explore and advance accreditation of ReLAB-HS course content in Uganda;
- Advise on content for courses relevant to the Uganda context;
- Advise on the development of resources to assist educators to effectively deliver blended/offline education and training in Uganda;
- Explore the feasibility of pilot testing instructional packages, tutorials, and support resources for digital platforms in Uganda;
- Advance integration of the continuous professional development (CPD) into ReLAB-HS training agenda, including potential course accreditation;
- Promote ReLAB-HS/Physiopedia co-funded Massive Open Online Courses (MOOCs) among national professionals;
- Liaise and coordinate with other education and workforce development initiatives and projects to avoid duplication and create synergies.
Minimum Qualifications
- Rehabilitation degree, such as physical therapy, occupational therapy, or nursing
- At least 5 years of experience in a clinical setting conducting physiotherapy or occupational therapy services within an international development context
- Teaching history with experience developing curriculum and creating online course content
- Technical knowledge in health policy/healthcare management including assistive technology
- Experience working on large institutional grants and complex programs preferred
- Experience working with governmental and national-level regulatory institutions an asset
- Excellent communication and facilitation/coordination skills
- Language requirements: Excellent knowledge of written and spoken English Strong proficiency in Microsoft Office suite, including Word, Excel and Outlook
