The IRC does this through programs and partnerships designed to improve the life of women, youth and children by implementing Health, Education, and Women’s Protection and Empowerment programming.

SCOPE OF WORK

IRC, along with its Consortium partners has bid for a funding opportunity from DFID – Saving Lives (Phase II) as the lead for the NGO consortium. The Saving Lives programme seeks to support the Government of Sierra Leone (GoSL) to save women’s and children’s lives by improving the quality, availability and accessibility of reproductive, maternal, newborn, child and adolescent health services. This will be achieved by increasing the utilization of quality RMNCAH services through a multifaceted approach that seeks to strengthen quality, expand access, and build the demand for RMNCAH services in Sierra Leone. The programme duration is October 2018 – March 2021.

The IRC is recruiting for a RMNCAH Coordinator for the Saving Lives Phase II programme in Sierra Leone. The Coordinator will be responsible for the technical quality assurance of the RMNCAH activities and support of the programme. Working in close collaboration with the Senior Team Leader, CCU and the Consortium Public Health Specialist, the RMNCAH Coordinator will play a key role in ensuring that the Saving Lives programme is implemented in full alignment with relevant national policies and protocols, meets the technical rigour needed and that it follows the agreed work plan.

The RMNCAH Coordinator will work under the oversight of the Senior Team Leader, CCU.

AREAS OF RESPONSIBILITY

Technical

  • Provide technical advice and support for the implementation of programme activities at District level, using RMNCAH best practices and evidence-based approaches
  • Support the implementation, assessment, and monitoring of the clinical mentorship framework, with a focus on: EmONC, IMNCI, ETAT, Family Planning, and Post-Abortion Care.
  • Oversee all family planning and child health components of the programme for quality assurance purposes
  • Lead the routine generation of programmatic bulletins and data reports for decision-making; including the interpretation of district/facility level data findings
  • Actively participate in the design, and implementation if needed, of all programme assessments, evaluations and research
  • Liaise with the EmONC Advisor, Blood Bank Specialist and the Regional Public Health Specialists on a regular basis to ensure technical quality and adherence to national policies and guidance in consultation with the CCU Public Health Specialist and Senior Team Leader
  • Conduct regular field visits to the districts as per the monitoring/quality assurance plan to ensure quality is maintained throughout the programme implementation.

Representation and Advocacy

  • Attend national level RMNCAH meetings and other workshops, working groups, and coordination forums as required to ensure close coordination and collaboration.

Qualifications

REQUIREMENTS

To effectively deliver this engagement, the applicant should meet the following requirements:

Essential:

  • Clinical background and experience is a must (MD, RN, Midwife);
  • Experience in design/management of RMNCAH programmes and quality assurance frameworks in a developing country;
  • Demonstrated experience using data for decision making, including interpretation and analysis of RMNCAH data elements;
  • At least 4 years of relevant field experience, preferably in a Low and Middle-Income Country (LMIC);
  • Ability to provide technical support and feedback with a high degree of tact and diplomacy
  • Excellent English speaking/writing skills;

    Recommended:

  • MPH/Masters in International Health or related qualification in health;
  • Additional certificate/training in quality assurance or quality improvement;
  • Strong technical background in Family Planning and Child Health;
  • Demonstrated knowledge or experience of having worked with district health management systems;
  • Demonstrated experience overseeing programmatic budgets;
  • Previous experience and knowledge of Sierra Leone context;

Since October 2012, the IRC has been responding to humanitarian needs of Nigerians. The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
