BACKGROUND

Ethiopia has embarked on a political transition which has the potential to include broad political and economic reforms that could lead to a more democratic and prosperous society. With the recent passage of the National Electoral and Political Parties law, the country appears set to conduct important national elections in 2020. However, the success of the election requires inclusive participation of citizens and the role of political parties as genuine representative platforms that contributes to an environment for free, fair and credible electoral outcomes.

Through this Request for Proposals (RFP), the National Democratic Institute (NDI) seeks to conduct a set of nationwide surveys to gain further insight into the public’s needs and priorities, allowing for relevant party policies and strategies to be created and utilized. The public opinion data capturing Ethiopian citizens’ perceptions, expectations and needs in relation to parties and government would range across a variety of themes including political parties’ form and structure; political competition; federal and sub-national governance; service delivery and national development agenda;women and youth; social cohesion, security and economic governance. The resulting public opinion reports will be analyzed and then shared with key stakeholders, namely political party leaders through in-person briefings, to allow them to make informed policy positions. The findings will help parties surmount the challenges of effectively assessing and prioritizing the interests of all Ethiopians in order to formulate public policy options that reflect their broad constituency. The surveys in conjunction with the in-person briefings will allow the parties to be direct consumers of the data. NDI will use the findings to support national and regional party headquarters, while concurrently supporting parties to build their structures and operations at local levels to better engage with citizens and promote effective communication between regional and national levels. NDI is seeking proposals from firms to develop the questionnaires, conduct the field work and analyze the data once it comes in for these surveys.

NDI programming was recently reinstated in Ethiopia in 2019. Building off of the shift towards more democratic institutions and increased legal protections for civil society and human rights organizations, NDI has begun to work with local partners and political parties to enhance their capacities to be involved in the opening political space.

RESEARCH OBJECTIVES

The objectives of NDI’s research are to further understand what different segments of the public prioritize as opportunities and challenges in the political process. The findings will then be presented to political party leadership, the National Election Board of Ethiopia (NEBE), civil society and other stakeholders to aid in developing relevant policies and effective outreach. The research will:

Provide a better understanding of citizens’ priority issues and expectations for the political process;

  • Test citizens knowledge and view toward political parties at national and regional state level;
  • Assess how parties’ priorities resonates with citizens expectations and aspirations, from particular demographics, including views of women and young people:
  • Assess how citizens perceive their role and engagement in political party processes.

DESCRIPTION OF SERVICES & DELIVERABLES REQUIRED

This request for proposals indicates NDI’s intention, to contract with an opinion research firm to conduct one (1) nationwide survey, with option of conducting two (2) more nationwide survey. The survey will target a representative sample of the country which should reach a margin of error at +/- 3 percent at the national level. The sample will be randomly selected and representative of Ethiopia as a whole.

In addition, the proposal should include the costs related to oversample in the nine regions and special administrative centers where the results should be within the margin of error of +/- 3 percent. The first survey is to be conducted during the 4th quarter of 2019. .

The selected public opinion research firm will be responsible for conducting and supervising all research in collaboration with NDI’s country office in Addis Ababa and Washington, DC. Specifically, for the survey under this contract, NDI would expect the public opinion research firm to be responsible for the following tasks:

  • Contribute to the development of the survey questionnaire
  • Translate the final questionnaire in both English, Amharic and other major local languages;
  • Selecting the samples for the first nationwide surveys, including oversamples;
  • Recruit and train enumerators;
  • Fielding the surveys throughout the country in person;
  • Providing NDI with survey analysis in English and electronic files of the raw data, methodological reports, top-line results, cross-tabs, tailored reports/presentations, and narrative reports and presentations based on instructions received from NDI.
  • Securing required approval and letter of authority for the research activity from relevant agencies and department to ensure effective and timely implementation of research objectives

In addition, please include a monetary bid for completing such work and any additional information pertinent to the selection process. To assist NDI in assessing your firm’s qualifications, your proposal should include the following:

  • Description of your firm’s qualifications to conduct quantitative and qualitative research in line with the scope and deliverables described above.
  • Detailed explanation of research methods, highlighting quality control and data protection procedures;
  • Statements of previous experience in conducting survey and interview-based research in Ethiopia;
  • A sample survey questionnaire;
  • A sample survey report: and
  • A detailed budget containing all costs, including staff time and projected communications and travel expenses, in Ethiopian Birr.
