JOB DESCRIPTION:

The Population Council is part of a consortium that is led by John Snow International (JSI) to implement the five-year USAID-funded Strengthening Egypt’s Family Planning Program (SEFPP) to institutionalize and strengthen family planning in Egypt. The SEFPP will work in the nine governorates of Upper Egypt and the slum areas of Cairo and Alexandria, and will support the Family Planning (FP) sector of the Ministry of Health and Population (MOHP) and the National Population Council (NPC) at the national, governorate, and district levels as well as with the private sector, communities, and clients to increase access to and demand for quality family planning.

The Research and Learning (R&L) Manager will lead the design, implementation, analysis, and reporting of research and guide staff and local partners in identifying high-priority study needs to strengthen evidence-based planning, decision-making, and policy formulation for the program. S/he will take a lead role in: study design of both quantitative and qualitative studies; research protocol development; instrument design; implementation; statistical sample design; analysis; and, reporting results orally and in writing for required reports, technical briefs, and other forums as appropriate/identified. S/he will lead a series of capacity building activities for MOHP, NPC, and other entities to support evidence-based decision making. S/he will attend and represent SEFPP in relevant events and meetings, make oral presentations of study results at local and international conferences, and participate in other SEFPP activities as requested by the Population Council, Chief of Party (COP), and the Strategic Information (SI) Director. The R&L Manager will be supervised by the SEFPP’s SI Director – JSI and will coordinate technical collaboration with the Country Director (Population Council).

RESPONSIBILITIES:

  • Lead the design and implementation of all aspects of quantitative and qualitative research studies specific to the program and work plan, including study design, protocol development, sampling methodology, data analysis, and reporting.
  • Provide guidance to improve data quality and statistical validity of all program research using the latest methods.
  • Coordinate with the SI Unit members to conduct a baseline study (and subsequent studies) and ensure that all required program performance indicators are included in the baseline or other studies as appropriate.
  • Serve as an expert resource on weighting and statistical analysis of survey data, identify biases and inconsistencies in survey data, and be able to apply appropriate weighting schemes, nonresponse adjustments, and data imputation procedures as needed.
  • Prepare and maintain materials related to all research undertaken by the program to comply with USAID’s Open Data Policy (i.e. databases, data dictionaries, analysis code, questionnaires, study protocols, research training materials, and other materials, etc.).
  • Secure ethical clearance from required entities for all studies as appropriate and ensure adherence to ethical standards and practices in all research undertaken by the program.
  • Be able to communicate (orally and in writing) the purpose and results of all research studies and statistical analyses for internal audiences (e.g. program staff, reports, technical briefs, etc.) and external audiences (e.g. stakeholders, partners, other forums), including the sharing of insights and implications using clear non-technical language for clients at all levels of understanding.
  • Disseminate research and study results through manuscripts, conferences, meetings, and other activities as identified by the program.
  • Collaborate with the SI Unit members in assessing the research capacity needs of the MOHP/NPC research units and implement a series of training workshops as identified.
  • Build partner and stakeholder capacity around research methodologies and evaluation, including the MOHP/NPC research units.
  • Lead the preparation of research-related sections on required quarterly/annual program reports to USAID, and other technical or other briefs as identified and required.
  • Support the documentation of best practices and provide research data to strategically inform the decisions on program performance, improvements, drive decision making, and for advocacy purposes.
  • Other tasks as required/requested.

QUALIFICATIONS:

  • PhD. degree in public health with a minimum of five years of experience in program-related reproductive health research in Egypt.
  • Computer skills are essential, including word processing, graphics and statistical analysis(e.g. Stats, SPSS).
  • Sound decision making skills, as well as, excellent organizational, communication and analytical skills.
  • Excellent presentation and writing skills in both Arabic and English.
  • Ability to work as member of a multi-stakeholder team and willingness to manage multiple tasks and responsibilities simultaneously and ability and willingness to travel to governorates and slum areas, as well as internationally if required.
