ARTICLE 19 works to protect and defend freedom of expression and information (FoE/I), particularly individual advocates of these rights. Our goal is that those at the front line of defending freedom of expression and information are supported by effective networks of institutions and activists at the local, regional and global levels, and by strong legal frameworks and mechanisms, thus ensuring that violations are known, perpetrators held accountable, and effective relief or redress is secured.

ARTICLE 19 leads PROTECT, a multi-faceted international human rights project funded by the UK Government’s Department for International Development (DfID). Standing for: Protecting Rights, Openness and Transparency-Enhancing Civic Transformation, PROTECT seeks to foster open societies based on an expanded and protected civic space.

We are recruiting in-country researchers on a short term basis, to study and compile concise reports on two areas:

  • HOLISTIC PROTECTION: this area of work supports initiatives/ or mechanisms that protect journalists, human right defender (HRDs) and other civil society actors from precarious safety and security situations, facing legal and digital censorship, physical danger, gender-based threats and high levels of impunity
  • RECLAIMING THE NARRATIVE: this area of work amplify voices of civil society, particularly women, stigmatised or marginalised the tools to fight back, build strong counter narratives and reframe key debates.

These reports will provide a basis for selecting activities, guide the development of work plan and understanding on how changes happen in these two areas. We require researchers with a good understanding of the work on protection and civic space in Kenya, Malawi and Myanmar (For Myanmar, only a researcher for Reclaiming the narrative is required) to conduct these studies. The researchers should have strong qualitative research skills and feel comfortable engaging a range of stakeholders, from marginalised people to senior government officials and private sector CEOs.

The research will take place from April to May 2019, the interested researchers are also expected to attend a subsequent validation workshop in June to present and share findings.

The deadline for expressions of interest is 28th March 2019.
