Resident Deputy Chief of Party & Elections Expert: Mali

The National Democratic Institute (NDI) seeks a Resident Deputy Chief of Party (DCOP) who, in coordination with the Senior NDI Resident Director (Chief of Party (COP)) and program staff, will manage programming, reporting, communications and operations functions of the Institute’s NDI’s USAID-funded EMERGE program (Empowering Malians through Electoral Reform and Governance Engagement). This position is based in Bamako, Mali and reports to the Senior Resident Director.
This is a senior-level position overseeing program, monitoring and evaluation, and operational aspects of NDI’s multi-year democracy assistance programming in Mali. The DCOP will have significant responsibilities overseeing electoral support programming, including monitoring and citizen engagement components. This includes reporting, supervisory, and coordination duties in Bamako, and substantial engagement with NDI-DC senior managers to ensure compliance with NDI technical standards and global policies and procedures, as well as US Government program management and reporting requirements. The DCOP is also expected to assist the COP by directly supervising assigned program staff and progress on select program activities and/or objectives.
This position is subject to donor approval. The anticipated start date is October 2020.

RESPONSIBILITIES

Advising on Electoral Program Components:

  • Through consultations and training sessions, assist civil society groups in the design and implementation of election and voter registration monitoring, and analysis and reporting on election monitoring efforts
  • Provide guidance to the election observation coalition on methodology and content of its activities by:
    • Providing guidance and technical assistance to partners on the management of an inclusive election observation coalition and the use of systematic observation methodologies and statistical science in election monitoring
    • Ensuring observation methodologies and protocols respond to the program’s monitoring goals
    • Supporting the development of strategies and protocols for observation in areas that are difficult to access
    • Establishing communication systems and protocols for pre-election and election day monitoring, including the use of ICT tools that facilitate data collection, transmission and analysis
    • Supporting the design and production of election monitoring tools such as forms, training manuals and checklists
    • Designing and conducting Master Training sessions for long- and short-term election monitors and trainers
    • Supporting analysis of election monitoring data and building analytical capacity in partner organizations
    • Providing technical and strategic advice to program partners regarding electoral issues, including partners’ advocacy for reforms
  • Provide guidance and strengthen capacity of citizen engagement coalition partners, with the support of a Technical Advisor
  • Oversee startup assistance provided to a new electoral management body provided through an international partner

    Reporting & Communications:

  • Direct the drafting and quality control of field-based reports, work-plans and other written materials including the Weekly reports in collaboration with the COP
  • Ensure the timely submission of monthly program reports and monitoring and evaluation data
  • Support the COP as point of contact with USAID on areas of responsibility
  • Support data collection that contributes to timely monitoring and evaluation
  • Build and maintain relationships with key partners, including civil society representatives, USAID, other stakeholder groups and individuals
  • Provide regular updates to NDI DC-based team and USAID/Bamako mission on political situation and trends including in-depth analysis of civil society developments and the political transition
  • Support the Senior Resident Director to produce timely updates as needed in a fluid program context

    Program Coordination:

  • Oversee operational direction for citizen engagement under Objective 1 and election monitoring activities under Objective 2 of the EMERGE program
  • Guide partners through the development of subgrant proposals and budgets and monitor compliance with NDI’s subgrant policies and regulations
  • Oversees and supports the day-to-day implementation and management of Monitoring and Evaluation (MEL) of the EMERGE program by providing overall structure and guidance for all program design, strategy, and objectives including the execution and follow-through of RAD sessions in collaboration with the COP
  • Manage and support the day-to-day coordination of Regional Focal Points in Sikasso and Mopti of NDI’s programs in Mali by providing overall structure and guidance for all program and activity concepts, design, strategy, objectives, results and indicators
  • Provide daily support and guidance to EMERGE’s decentralization strategy in Mopti and Sikasso
  • Provide management structure and support to COP to help streamline planning, implementation, and evaluation of program activities
  • Develop new programmatic strategies and activities, as appropriate, based on changing political conditions and in response to needs articulated by partners and/or USAID
  • Alongside the COP, support and advise NDI regional leadership team in strategic planning and direction, and security decision-making
  • Serve as Acting Chief of Party as required
  • Provide enrichment to the program in the use of technology and data collection.

    Financial and Administrative:

  • Ensure that USAID-specific reporting requirements and financial regulations are met, with coordination between field and HQ-based program staff
  • Oversees and ensures program team inputs to financial and administrative processes and administrative operations and program team use of tools, forms, and processes that strengthen internal controls
  • Support local staff hiring, development and annual review process
  • Ensure that onboarding procedures as well as exit interviews are streamlined and well executed
  • Support the day-to-day internal operations of the Mali office
  • Serve as a point of contact for registration and security issues for NDI-Mali (COP is the primary contact)
  • Update and maintain NDI-Mali’s security plan as needed
  • Other duties as assigned.

    QUALIFICATIONS:

  • Education and Experience:
    • Bachelor’s Degree or higher in a relevant subject
    • Minimum ten (10) years of relevant experience in democratic development programs, such as election support programming, advocacy and reform campaigns, civic or voter education and/or targeting citizen outreach and mobilization efforts
    • French fluency required; proficiency in English preferred
    • Familiarity with systematic methodologies for domestic monitoring such as statistics-based observation (SBO) is preferred
    • Past experience as a project manager, deputy and/or director
    • Knowledge of monitoring, evaluation and learning approaches and methods; familiarity with the use of rapid application style development (i.e., RAD sessions) to monitor and adapt programming preferred
    • Strong management experience and staff development skills
    • Previous experience working abroad with a development project, NGO or international organizations
    • Excellent attention to detail and deadlines
    • Ability to remain highly organized while handling multiple tasks under tight deadlines
    • Demonstrated initiative, good judgment, and resourcefulness
  • Project Management Experience
    • Experience managing international USAID-funded cooperative agreements; particularly for programs in a post-conflict or political transition context
    • Experience developing organizational capacities and advocacy campaigns for civil society organizations
    • Experience managing electoral support programs. Familiarity with systematic methodologies for domestic monitoring such as statistics-based observation (SBO) is preferred.
    • Knowledge and experience in democratic development programs, such as election support programming, advocacy and reform campaigns, civic or voter education and/or targeting citizen outreach and mobilization efforts
