Chemonics International seeks experienced RMNCH supply chain consultant for the USAID-funded Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM Ethiopia will serve as the primary vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the country’s management of the supply chain, and collaborate with key international stakeholders to support global and local health initiatives.
The RMNCH supply chain consultant supports effective management and implementation of Project’s FP/RH and MNCH work plan for Ethiopia Field Office. S/he will work in close coordination and collaboration with Health program director, RMNCH advisors and other GHSC-PSM relevant staff at the central and regional offices office; and with relevant government staff at MOH, EPSA and with other key implementing partners. GHSC-PSM is seeking candidates that effectively demonstrate competency, inspire, and deliver high impact and sustained results in RMNCH supply chain management interventions. Background
The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
- Global Commodity Procurement and Logistics
- Systems Strengthening Technical Assistance
- Global Collaboration to Improve Long-Term Availability of Health Commodities
The RMNCH supply chain Specialist (consultant) supports government of Ethiopia and GHCS-PSM efforts in ensuring uninterrupted supply of commodities for FP/MNCH programs. S/he will work in close coordination and collaboration with Health Program Director, RMNCH program advisors and other GHSC-PSM relevant staff; and key stakeholders from MOH, RHB, EPSA and FDA and implementing partners. GHSC-PSM is seeking candidates that effectively demonstrate competency for delivering high impact and sustained results in RMNCH supply chain management interventions, with primary focus on Reproductive Health Commodity Security (RHCS) country strategic plan development, oxytocin quality assurance guidance/SOP development, development of financing strategy for commodity security, and coordination of national end use verification assessment )
Principal Duties and Responsibilities
As RMNCH Specialist (consultant), the employee is responsible for the following principle duties and responsibilities:
- Engage with MOH and EPSA and key implementing partners for supporting MOH and EPSA for development of RHCS strategic plan development.
- Work closely with USAID and implementing partners to define, develop and implement guideline/SOP for oxytocin improvement priorities and activities
- Provide technical lead and approaches for development of national RHCS situation analysis, strategic planning, and documentations
- Write and produce national assessment materials, strategic plan and guidance documents with high level technical information and accuracy to a range of technical and non-technical audiences
- Provide training and capacity building support to project teams and partners on tools processes, and approaches for RHCS strategy and guideline development, including training and capacity building on collecting and writing situation analysis.
- Support FP and MNCH related End Use verification assessments (designing tools, data collection monitoring, data organization)
- Participate in technical meetings and related fora at the national level and provide substantive inputs and support in FP & MNCH SCM.
- Provide supportive supervision and monitoring activities for strengthening RMNCH pharmaceutical management system
- Co-ordinate with MOH, EPSA and other stakeholders in the area of RMNCH Supply Chain Management (SCM) to identify any performance gaps and facilitate relevant analysis, assessment and interventions.
- Assist guideline development process for MNCH medicines, including oxytocin cold chain management
- Regularly monitor and undertake GHSC-PSM work plans to ensure timely implementation and delivery of quality outcomes
- Support supply chain data collection and organization for regular RMNCH stock analysis and interpretation.
- Support RMNCH quantification and regular pipeline monitoring, including collecting and organizing relevant data
- Perform additional tasks as required by the Health program Director/or his designee
Level of Effort and Location of Assignment
This position is based in Addis Ababa, Ethiopia with intermittent travel throughout the program’s target regions as needed.
Supervision
The RMNCH consultant will report directly to the RMNCH program Advisor program or his/her designee
Job Requirements
Qualifications include:
- Master’s degree in pharmacy, public health or advanced health supply chain experiences
- Minimum 8 years of experiences in planning and managing FP/RH and MNCH supply chain
- Solid technical knowledge and experience on Reproductive Health Commodity Security (RHCS) country strategy development
- Demonstrated experience on supply chain option analysis and guideline development for integrating temperature sensitive maternal and child health products.
- Demonstrated experiences on development of diversified financing strategies to ensure country self-reliance for maternal health commodity security
- Demonstrated ability to work wide range of stakeholders for effective but-in and stakeholder engagement.
- Excellent writing skills, with ability to convey complex technical information in clear, compelling language and techniques.
- Ability to organize, present, and disseminate information, and to draft clear and concise documents with minimal supervision.
- Understanding of USAID, including trends, audiences, and requirements and experience in the implementation of USAID-funded global projects preferred
