RESPONSIBILITIES
- The Roving Protection Mainstreaming and Disability Inclusion Officer is responsible for providing leadership for mainstreaming protection aspects in all PAH projects during proposals development, planning, implementation and reporting. Additional tasks will include capacity building of project and support staff on protection mainstreaming, awareness-raising activities to community members and partners. The Roving Protection Mainstrreaming and Disability Inclusion Offcer will ensure that the established project deliverables are achieved through risk identification and mitigation activities, training and supervision of the protection assistants and officers where practical and ensuring that management of the Community Based Protection Networks (CBPNs) by the assistants is conducted according to standards so as to ensure that the establoished milestones are met
- Support the coordination of Protection units for the conduct of activities with the support of the Project Coordinator.
- Ensure appropriate tracking of population movements and routine conduct of monitoring visits to the beneficiary households to identify protection concerns and persons with specific needs (PSNs) are correctly and timely done, and records updated as aprt of monitoring.
- Mentor the Protection Assistants/Officers to effectively and accurately gather and disseminate information to and from the community.
- Take lead in information collection and diseminate to enable Protection Officers access information and to refer beneficiaries to partners for the appropriate interventions.
- Ensure proper mainstreaming of protection is integral part during provision of core-pipeline items including WASH and ES/NFIs and ensuring it reaches the targeted beneficiaries. Duri9ng the provision, protection aspects of demosstration of the items, complaint desks, appropriate queing to the most vulnerable (elderly, minors and PLWs etc) is prioritized during the provision of the supplies.
- Coordinating and strengthening of community structures to provide conducive protection environment to persons of concern.
- Ensuring the mobilization of beneficiaries and facilitation of awareness raising activities with other PAH sector teams (GBV, Child protection, WASH and Education, ESNFI etc.) as well as partner organizations, dissemination of information about policies, laws and entitlements relevant to the local population is conducted appropriately.
- Together with Project Coordinator, ensuring the creation of synergies and mainstreaming protection to other sisterly projects in the same location by supporting integration of outreach activities.
- Encouraging teamwork among the different sectoprs and projects as well as effective coordination with other PAH departments and relevant stakeholders.
- With help from Project Coordinator, support in designing of training modules and tools on topics such as human rights and peace and conflict mitigation documentation, appropriate for adult learners and relevant to their needs.
- Scheduling and facilitating trainings/workshops for beneficiaries and relevant stakeholders including organizations in the project locations as well as in country office on topics not limited to protection mainstreaming, human rights, responsibilities etc.
- Timely compilation of field monitoring reports for the activities undertaken including training, monitoring, community mobilization, follow-up on Complaints and Feedback Response Mechanism (CFRM) etc.
- Supporting Project Coordinator in create and updating of appropriate work plans
- Liaising and building of appropriate partnerships with stakeholders including local authorities, community leaders (chiefs and promiment community members, local community organizations, and other relevant actors to encourage beneficiary participation, complaint and feedback, ownership and exit strategy.
- Assisting in the collection and analyses of data, policies, laws and entitlements relevant to the beneficiaries.
- When required, supporting in project coordination in the abscence of the Project Coordinator.
- Representing PAH in different protection and sub-cluster fora including National Protection Cluster meetings, CP sub-cluster, GBV sub-cluster and site cluster etc. The Roving Protection Mainstreaming and Disability Inclusion Officer will also participate and represent PAH in protection specific working groups.

- Develop and implement guidelines to mainstream protection and disability inclusion in PAH programs.

- What PAH is about: Polish Humanitarian Action (PAH) is a non-governmental organization dedicated to employing individuals who aspire to make the world a better place. For over 31 years, we have been providing relief in both major and minor emergencies worldwide, while also conducting missions in several crisis-affected countries. Our interventions, encompassing both humanitarian and development efforts, have been implemented in 52 countries to date. We focus on ensuring the sustainable and stable development of regions affected by war and/or natural disasters. We possess extensive expertise in Water, Sanitation, and Hygiene (WASH), and implement projects in Food Security and Livelihoods (FSL), as well as Shelter, Nutrition, and Education.
- PAH in South Sudan: Polish Humanitarian Action (PAH) has been operating in South Sudan since 2006, as one of the first NGOs established in Jonglei State. We are a small team of dedicated individuals committed to delivering tangible and sustainable change in the largest, most populous, and most conflict-affected state of South Sudan. Due to the expertise we have accumulated over the years especially in WASH and S/NFI, PAH led the coordination of the Jonglei Sub-national WASH and S-NFI cluster from 2014 to 2021 and 2019 to date respectively coordinating WASH emergency responses with partners to ensure that all vulnerable communities are served during crises. Our priority is to ensure that people have access to clean water and safe hygienic conditions. PAH also provides assistance to internally displaced people and most vulnerable communities, working in the sectors of WASH, Shelter NFI, Food Security and Livelihood, Protection and Education.

- Detailed Responsibilities:
- Safeguarding
- Act as a focal point for safeguarding within the organization, ensuring compliance with PAH’s policies on Protection from Sexual Exploitation and Abuse (PSEA).
- Train staff and partners on safeguarding principles and best practices.
- Regularly assess risks to ensure the safety of beneficiaries and staff during program implementation.
- Establish and monitor a safeguarding incident reporting system and ensure action is taken promptly.
- Capacity Building
- Design training materials and deliver capacity-building sessions for PAH staff, community leaders, and partners.
- Focus training topics on:
- Human rights principles.
- Protection mainstreaming.
- Disability inclusion.
- GBV prevention and response.
- Conflict resolution and peacebuilding.
- Train community-based structures (e.g., Community-Based Protection Networks) on identification and referral mechanisms for protection issues
- Gender and GBV
- Ensure all activities are gender-sensitive and aligned with IASC Gender Guidelines.
- Strengthen referral pathways for survivors of GBV and train staff on safe referral practices.
- Facilitate gender-focused discussions to reduce stigmatization of vulnerable groups within the community.
- EXPERIENCE AND QUALIFICATION
- Bachelor’s degree in social sciences, law, or related field
- At least 5 years of community engagement experience involving human rights and/or protection with an internation organization.
- Comprehensive understanding of human rights and protection principles
- Excellent interpersonal skills, knowledge and experinece of working well with people of different cultures, gender and backgrounds.
- Ability to work in a difficult situations including environments with limited services including accomodating in tents or tukuls, limited field transport facilities and being able to walk on foot where needed, etc.
- Proficiency in Microsoft Word, Excel, powerpoint prepartaions and presenations, and email application.
- Fluency in English both writen and spoken is a MUST, knowledge of basic Arabic and other local languages is an added advantage.
- Demonstrated experience in capacity building, project design and budget management
- Strong understanding of South Sudan operational context including the local cultural dynamics, local laws and local governance structures.
- Demonstrated experience in capacity building, project design and budget management
- Experience in needs assessments, targeting, registration and verification of beneficiaries for provision of emergency items especially WASH and ES/NFIs.
- Experience in managing teams in person and remotely in the field.
