Background Information

The Rural Accessibility Assessment Project will conduct a technical evaluation of accessibility to basic rural services in two regions of Uganda. In partnership with WFP and the Government of Uganda, UNOPS is responsible for the design and execution of the assessment and the development of recommendations from the assessment findings. The Rural Planning and Training Officer will work under the direct supervision of the Project Manager.

Functional Responsibilities

Provide technical support in rural planning and territorial analysis needs to the project:

  • Support the assessment implementation and provide technical guidance to maximise the assessment methodology and effectiveness
  • Contribute to the development of the assessment analysis and development of assessment recommendations.
  • Provide technical advice and inputs into the development of the recommendations to enable sustainable rural accessibility improvement
  • Written support in developing the assessment outputs, recommendations and deliverables

Support project training, outreach and stakeholder management:

  • Support the development of the project training plans and training methodology
  • Provide training delivery support to the project, including ‘train the trainer’ approach
  • Directly support the project coordination in regards to the stakeholder management plan
  • Act as a focal point for project coordination with project teams, partners and stakeholders
  • Support project communications and dissemination throughout the course of the project
  • Any other related duties as required.

Qualifications and Requirements

Education

  • Master’s Degree in Territorial Management or related studies is required. Specialisation in rural planning and/or sustainable development is desired.
  • Bachelor’s Degree in Territorial/Rural Management or related studies, and two additional years of experience will be considered in lieu of the Master’s Degree requirement.

Experience

  • Minimum 2 years experience in training, coordination and stakeholder management required
  • Proven experience in humanitarian and/or development contexts desired, experience with the United Nations (UNOPS and/or WFP) is desired
  • Experience in territorial planning is desired
  • Experience in Project Monitoring and Evaluation is desired
  • Knowledge of evidence based principles, resilience and SDG’s desired.

Languages

  • Full working knowledge of English is essential
