Background/IRC Summary:

IRC has been working in Ethiopia since 1999 and is implementing integrated, community-managed programs aimed at improving the quality of lives and recovery of livelihood of the disaster-affected population’s through promoting individual participation, strengthening institutions, and emergency response.

 Job Overview/Summary:

The Safety & Security Manager (SSM) will advise on, update and implement the IRC Security Management Plan for Ethiopia, under the supervision of the Deputy Director of Operations.  Additionally, the SSM will build acceptance of IRC’s presence and humanitarian efforts within Ethiopia by liaising extensively with local stakeholders. The SSM will be based in Addis with extensive travel to all field locations, providing support, capacity building and documentation to Field Coordinators and Managers as well as to all delegated Security Focal Points within the Country Program.

Specific responsibilities:

Safety and Security Management Planning

  • Provide technical support to the Country Program on all policies, procedures, guidelines and planning for staff safety, operational security and program continuity;
  • Develop, review and update the Ethiopia Security Management Plan (SRA, SAT, SOPs) on a regular basis. Ensure all field locations have updated and relevant Security Management Plans, including context-specific Security Risk Assessments. Reference and ensure compliance to IRC Security Management Framework within the SMP and all annexes.
  • Work with the DDO, other department heads and Field Coordinators to develop, consolidate and implement operating procedures and contingency plans;
  • Evaluate, review and update the evacuation plans for all IRC offices and residences in Ethiopia , and ensure that the practical preparations are in place and known to all staff involved;
  • Conduct risk assessments of contracted and prospective offices and residences. Follow up on actions to be taken to ensure compliance with safety and security standards.
  • Undertake continual assessments of equipment, and the protocols by which that equipment is used, to ensure that minimal conditions for security are being met.

 

Building Acceptance to empower and expand humanitarian programming

  • Develop ongoing relationships with community elders and other power brokers within Ethiopia. Work to ensure that IRC, its mission and work within Ethiopia is known and accepted.  Work to encourage stakeholders to work with the IRC in ensuring that staff and programs are safe and allowed to continue humanitarian activities.
  • Provide technical input and advice in assessments to consider new IRC programs in new geographic areas, and technical input in the writing of new program proposals as required;
  • In coordination with DDO, liaise with relevant security actors e.g., INGO Security Focal Points, other NGO security coordinators, region UNDSS contacts.

Monitoring, Analysis and Supervision

  • Identify, establish and manage context-appropriate approach to assure IRC facilities are secure – i.e. third party security companies or directly hired IRC security guards.
  • Compile and submit monthly security reporting that track incidents and trends within the IRC’s area of operation.  Submit daily contextual updates as needed.
  • Work closely with IRC teams in Ethiopia to ensure all incidents and accidents are followed up with an official written report, which is then shared with relevant stakeholders and filed appropriately. Ensure also that final incident reports are provided when IRC is closing the case.

Security Training and Orientation

  • Design and updated security training materials/packages with assistance from the RSSA to set standards, around a ‘learning outcomes’ principle, ensuring that  key security messages are conveyed to IRC staff and visitors
  • Provide regular trainings for IRC staff on security preparedness, prevention and response. Training(s) may include Standard Operational Procedures (SOPs); Contingency Plans (CPs); Security Management; Incident Reporting; Prevention and Response Mechanisms; Communications (Equipment -VHF/HF radios and Thuraya; protocols).
  • Maintain, review and update the IRC Ethiopia Security Information package for new staff (orientations for 48hours and 21 days).

Job Requirements

  • A minimum of 5 years’ experience for BA degree holders and 4 years of experience for Post Graduate Degree holders within humanitarian assistance or development programs, with demonstrated capabilities in planning, organizing and executing safety and security activities.
  • Understanding of humanitarian principles and codes of conduct.
  • Experience as a trainer, with the ability to develop, implement, facilitate and impart learning to a wide range of audiences.
  • Must have a proven track record of proactively identifying and communicating potential problems and proposing solutions.
  • At least 1 year of  management experience
  • Ability to gain a precise understanding of the various local, regional, country and international policies, operational positions and interactions, providing clear analysis of given and unfolding safety, security and political situations when they occur.

Skills and Abilities:

  • Excellent organization skills with proven ability to manage large amounts of information and prioritize work
  • Should be a strong collaborator with effective interpersonal skills and the capable to manage conflicting views.
  • Must be able to function effectively in a sophisticated work environment and to set appropriate priorities and deal effectively with competing priorities and pressure.
  • Strong ability to communicate concisely and with impact in English.
  • Proficient in MS Office Suite.

Since October 2012, the IRC has been responding to humanitarian needs of Nigerians. The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
