THE JOB

Position Overview:

The Sanitation Infrastructure Officer supports the construction and rehabilitation of sanitation infrastructure at hundreds of school sites across Addis Ababa. This staff member will help ensure that sanitation interventions are planned, implemented, monitored, reported, and quality assured per standard designs and specifications. Key activities will include conducting school sanitation infrastructure needs assessments, completing measurements for sanitation facility plans, supporting the preparation of BOQs and specifications, and supervision and quality assessment of construction activities.

The Sanitation Infrastructure Officer will report to the WASH Infrastructure Manager and work closely with other WASH Infrastructure team members.

Primary Duties:

  • Conduct school sanitation infrastructure needs assessment and prepare intervention plans, specifications, drawings/designs, take-off measurements, BOQs, cost estimations, bid documents, and payment certificates.
  • Support WASH Infrastructure Team to conduct regular monitoring and supervision of school sanitation infrastructure activities per Splash standards.
  • Maintain up-to-date records of toilet construction/rehabilitation in Splash’s Salesforce database.
  • Prepare monthly plan, progress highlights, and detailed technical reports.
  • Plan and implement sanitation operations and maintenance trainings for school and government stakeholders.
  • Promote safety of Splash staff and contract workers at active construction sites.
  • Follow up on project implementation activities in line with WASH Team’s implementation plans and approaches.
  • Provide support for overall Splash infrastructure work as deemed necessary by senior management. Provide support for other activities as instructed by the Senior WASH Infrastructure Manager and other relevant senior staff.
  • Plan and implement technical trainings on O & M of sanitation infrastructure, based on Splash standard training materials.
  • Support the WASH Infrastructure team to prepare monthly plans, progress highlights, reports, and monitor contractors’ team safety precautions and quality standards.
  • Respond to email requests in a timely manner.

Reports To:

  • Addis Ababa WASH Infrastructure Manager

Compensation & Benefits:

  • Annual salary for this position will be established at time of hire and will be reviewed at least annually.

Job Requirements

YOU

Education/Knowledge/Experience/Skills:

  • BSc in Civil, Environmental, Sanitary or Water Engineering, or Construction Management with a minimum of 5 years of relevant work experience.
  • Ability to collaborate effectively with senior staff, peers, and local partners (contractors, government partners, schools and vendors).
  • Literacy in Microsoft Office (required), AutoCAD, and other relevant Project Management software and methodologies like ArchiCAD. GPS/GIS software experience preferred.
  • Strong report writing skills and good command of English.
