TOR – DEVELOPMENT OF TVET CBET CURRICULUM

SAVE THE CHILDREN INTERNATIONAL

BMZ Project- MOGADISHU

1.0 INTRODUCTION:

Somalia has one of the highest youth unemployment rates in the world with two out of every three young Somali employment seekers not being able to find work. Even within the country, the youth (15-29 years) have much higher unemployment rate than the working age. Among the youth, female have even higher unemployment rate than the male. These are extremely high unemployment rates, especially considering high labour force participation rate among the youth population. Employment generation for youth is an obvious priority for the country since the youth are unable to secure employment despite actively seeking work. In Mogadishu specifically, around 72% of the unemployed youth are actively looking for a job.

Further, there is a gap between the current TVET private providers and the education sector needs in Somalia. In our efforts to transform TVET education in Somalia, SC has held discussions with the government on revitalizing TVET within the public sector by supporting government TVET institutions. Currently all former government TVET centers are managed by individuals and the government has started the process of reclaiming them. The government has also expressed the need to revive the TVET faculty in the Somali National University. Further, there are no qualified TVET instructors for higher-level qualifications needed by the youth while at the same time, the sector lacks necessary institutional frameworks such as Qualifications framework and competency based curriculum. All these needs strengthening. Supporting the government in establishing public institutions will support delivery of TVET sustainably within the education sector.

The primary focus of the BMZ Mogadishu TVET intervention will revolve around skills training and employment pathways to employment (wage or self-employment). The BMZ and SCI recognizes, as does the Government that TVET cannot by itself ensure employment; employment is a complex equation, where demand-driven TVET is an important element but employment-creating policies within a number of policy areas also play an important role, as does the direct involvement of the private sector. Consequently, the relationship between the TVET sub-sector and the private sector will be strengthened through a CBET curriculum that ensures outcomes based syllabus that mainstream active participation of the private sector, life skills and entrepreneurship training. at all levels. The project aims to impart Skills at the level of both certificate and diploma. Hence the need to review and develop a CBET outcome based curriculum that includes at least 5 skills sets.

RATIONALE

Past labor market skills surveys, studies and MOE&HE have expressed need to scale up TVET training since it terms of regional comparability curriculum standards, international competitiveness, facilitation of learner’s mobility, access and equity, appropriate learning pathways and progression loops, and coordinated skills training curriculum by different NGOs. The curriculum development under BMZ will contribute towards the achievement of desired TVET quality delivery in 6 subject areas. The MOE and partner TVET Centers report that the current curriculum lacks a CBET approach that enhances modular learning outcomes and progression from one grade to the next. The developed curriculum is expected to standardize Certification in terms of time duration for training, contents and levels, capture current trends in technology and occupation, approach to instruction, and assessment procedures.
