Org. Setting and Reporting

This position is located in the office of the Chief Security Adviser (CSA) within the Security Section in the United Nations Support Mission in Libya (UNSMIL) which is currently located in Tunis, Tunisia. Tunis is classified as an ‘A’ duty station and a family duty station. Applicants should expect to serve in Libya as the Mission moves forwards with its plan to redeploy staff members into Libya. The incumbent will be under the overall supervision of the CSA.

UNSMIL’s mandate as renewed in SC resolution 2376 (2017) of 14 September 2017 includes, as an immediate priority, support to the Libyan political process, as well as the undertaking of: (a) human rights monitoring and reporting; (b) support to key Libyan institutions; and (c) coordination of international assistance.

Responsibilities

Within limits of delegated authority, the Security Coordination Officer at P-3 level may be responsible for the following duties

  • Assists higher level Security Coordination Officers in the management of the Security Section, prepares inputs for the work programme of the unit, determines priorities and allocates resources, monitors security budget and performance, determines security resource requirements and prepares inputs for results-based budgeting;
  • Supervises and coordinates the day-to-day activities of the office of the CSA;
  • Serves as member of the Security Cell;
  • Develops and implements Security Standard Operating Procedures (SSOP) as required and participates in the development of the Security Plans to preserve the safety and security of all UN personnel, assets and operations;
  • Prepares, develops, updates, implements and ensures that functioning and effective security and contingency plans, as required;
  • Contributes to security risk assessments within the mission area;
  • Establishes lines of communication and meets regularly with UN security focal points, UN personnel, Host Government authorities, as well as Military and Civilian Police components of field missions to plan and review security related matters;
  • Provides training and advice to UN personnel on security matters;
  • Acts as a focal point for security information flow on issues of assignment;
  • Maintains continuing awareness of prevailing local security conditions, identifies potential threats and advises UN personnel to follow appropriate preventive steps;
  • Acts as a member of a Crisis Management Team in crisis situations, ensures crisis preparedness and timely coordinates emergency and crisis situations response in a timely manner;
  • Monitors air, land and sea evacuation capability to be used in emergencies; conducts evacuation exercises and recommends appropriate action; Assesses evacuation resources availability and submits request to cover the need;
  • Monitors accessible areas, maintains tracking systems, establishes and coordinates an efficient 24-hour Emergency Response System (ERS);
  • Identifies gaps in existing capability and makes recommendation for amendment where necessary.
  • Performs as Duty Officer in the Security Information and Operations Centre;
  • Obtain, study and implement all security policy promulgated by the Inter-Agency Security Management Network (IASMN);
  • Performs other duties as directed by the CSA

Competencies

  • Professionalism: Excellent knowledge of security management combined with solid background of military or other security specialization and some political and social knowledge of country of assignment; commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of peace operations; ability to effectively deal with stress factor when encountered in security management; good technical skills to understand and consolidate the varying specializations such as electronics, communications, mechanics, explosives and other sophisticated devices encountered in security system management.
  • Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

Education

  • An advanced university degree (Masters degree or equivalent such as a senior command and staff qualification) in security management or business administration, political/social science or international relations with focus on security management;
  • A first-level university degree in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree;
  • A first-level university degree may be substituted with a diploma and/or certification resulting in an appointment as commissioned officer from a national police or military academy, in combination with two years of qualifying experience in military or police at the rank of a commissioned officer (i.e. Lieutenant / Inspector or equivalent)
  • UNDSS certification in any of the following is an asset: Security Certification Program, Security Analysis Practice and Process, Hostage Incident Management, Close Protection Officers Course, Security Investigation.

Work Experience

  • A minimum of five years with advance university degree (seven years with a first-level university degree) of progressively responsible experience in the military, police or security management is required;
  • At least three years of progressively experience in security management and/or administration is required; relevant experience working in a United Nations common system field presence in a conflict and/or post conflict environment (inclusive of peacekeeping operations, special political missions, agencies funds and programmes) or other similar international organization is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat.
  • For this position, fluency in oral and written English is required.
  • Knowledge of Arabic is highly desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
