In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on the commission of the Ethiopian Government and other international donors.

Job Requirements

Responsibilities:

  • Independently advising the Agricultural Investment Support Directorate (AISD), the Environment and Climate Change Directorate (ECCD) and the Rural Land Administration and Use Directorate (RLAUD) in the Ministry of Agriculture on land management and M&E of responsible agricultural investments;
  • Independently performing, (financially) steering and coordinating of all interventions within the regions of Benishangul-Gumuz, Gambella and Amhara;
  • Acting as Deputy Project Manager;
  • Leading technically and on project content and autonomously supporting the project management

Tasks:

  1. Advising the partner institutions
  • analyses existing land management and M&E mechanisms related to large-scale agricultural investments (LSAI);
  • supports AISD/RLAUD in developing a monitoring and evaluation system for LSAIs at national and regional level;
  • conducts trainings on implementing and handling/updating the Commercial Agricultural Management Information System (CAMIS) together with technical advisors to ensure ongoing project and policy decision-making while capturing results at the impact level;
  • supports the application of procedures and guidelines for performance-monitoring of investments, commitments and compliance of investors as per national and international standards (VGGT/RAI principles) and best practices;
  • promotes the institutionalization of guidelines for assessing the economic, environmental and social impacts of investments;
  • supports AISD/RLAUD in conducting studies on best practices and challenges regarding the monitoring of responsible agricultural investments;
  • supports (regional) partner organizations in developing funding proposals for the project
  • supports AISD and regional governments in applying (remote sensing) tools on performance evaluation of companies with regards to transparent land allocation, land transfer and general land and natural resource management processes in relation to LSAIs;
  • conducts trainings for partner organizations and supports regions in the field of land management and land use planning, social and environmental code of practices (SECOP), and contract farming;
  • supports the development and identification of strategies that enhance out grower farming models for viable LSAIs;
  • supports the federal and regional partner organizations in drafting land administration and management legislations, procedures and manuals;
  • supports the development and implementation of strategies that enhance the benefits and inclusion of local population within the context of LSAIs, particularly on contract farming initiatives.
  1. Deputizing, Coordination, Cooperation and Leadership
  • acts on behalf of the Project Manager during periods of his absence;
  • represents GIZ maintains vis-à-vis third parties on behalf of the superior and maintains a good and effective communication with partner organizations, the EU delegation in Ethiopia, FAO, relevant public institutions and (regional) NGOs;
  • communicates, both orally and in writing, with peers through briefings, technical and operational reports and presentations;
  • ensures that partner organizations are fully up to date with regards to project activities and challenges through regular monitoring and reporting;
  • connects with other donors’ programs in the land sector and establishes efficient mechanisms for information and knowledge exchange including (non-) state and private sector actors;
  • leads responsibly on technical/content-related matters and manages autonomously at least two bands 4 staff members or a minimum of total six staff from bands 1-4 and engages in the disciplinary management of personnel in bands 1-3.

Required qualifications:

  • master’s degree from an accredited college or university in land management, agricultural economics, geography or related fields.
  • in-depth technical knowledge in the land sector and a high level of management competence;
  • high leadership responsibility.

Professional experience:

  • minimum of 10 years of relevant work experience on advisory services in an international or national organization that has allowed exposure to agricultural land management, land governance and information management;
  • leadership experience and high leadership responsibility;
  • independent initiative and creative thinking to develop and optimize procedures and present them;
  • work experience in land-related development projects is an asset.

Other knowledge, additional competences:

  • familiarity with bureaucratic requirements of a government ministry as well as exposure to the coordination (and conceptualizing) of development programs;
  • excellent communication and moderation skills, both written and oral in English and Amharic;
  • willingness to work with rural communities and related government structures;
  • high degree of creativity, initiative, integrity and accountability;
  • high level of knowledge in the MS office package;
  • basic understanding of geographic information systems/remote sensing technologies and their application;
  • conceptual and creative thinking and independent initiative.
  • considerable degree of independence in choosing approaches and methods.
  • good interpersonal skills and team spirit.
