We also help governments transform their community health systems and workforces. We have transformed ability of community health workers to have a lifesaving impact across Africa. These community health workers educate, assess, treat, and refer for common illnesses like pneumonia, diarrhea, and malaria that affect children under 5, they help ensure children get immunized on time, and they support women through their pregnancies and with family planning. They also provide primary healthcare to millions of people at a fraction of the cost of doctors and nurses.

The position:
The Senior Advisor, Program Strategy & Excellence (PS&E), is responsible for supporting program strategy development, design, adaption and effective performance Management. Working closely with the Global Director of Program Strategy & Excellence, the role ensures that Country and Program delivery teams are equipped with the necessary frameworks, tools, strategic guidance, and subject matter expertise to effectively implement and achieve the goals in alignment with Living Goods’ Theory of Change.

In addition, this role leads end-to-end project management of restricted grants and reporting processes. The Senior Advisor collaborates with the Grants & Compliance unit, Business Development, Program Operations, and project teams to support effective project implementation, ensure high-quality and timely donor reporting, and build staff capacity in program and grant reporting.

The Senior Advisor is also responsible for overseeing project performance management and compliance, ensuring alignment with donor requirements and Living Goods policies and regulations. The role plays a critical part in ensuring that restricted projects are implemented on time, within budget, and in accordance with funding and reporting obligations—from inception through to closure.

Responsibilities:
Program Design and Strategy (20%):
Works in concert and collaboration with the Global Director, Program Strategy and Excellence:

  • Develops and modifies LG´s Theory of Change and supporting foundational strategies (Supply chain, health financing…)
  • Serves as a thought partner to the Global Director, Program Strategy and Excellence and the Country teams to evolve program strategies and designs and constantly drive LG Theory of Change.
  • Designs strong programs to ensure robust impact on key RMNCH health outcomes, cost effectiveness, scalability, and replicability.
  • Collaborate with the Innovation team to strengthen program efficiency and effectiveness.

Program Performance Management (25%):

  • In collaboration with Country teams, ensures program designs are quickly iterated based on performance reviews.
  • Ensure that Country teams are fully engaged and supported to achieve their annual big wins.
  • Closely engage with the digital health team to ensure that digital tools are serving programs and grounded in user insights.

Excellence, learning and organisational effectiveness (20%):

  • Co-develops (together with the Global Director, program S & E) a center of excellence to support countries with the design of effective program enablers and tools (that include tools that support the enabling environment for strong HSS approaches; – policies, guidelines, etc.) as well as efficient and effective service delivery based on LG DESC. Ensuring alignment with the Global Health team.
  • Strengthened organizational effectiveness through Institutionalized Knowledge Management and systematic use of the RAPID, improving input into the grant process and program effectiveness.
  • Manage a Programs knowledge management process at LG, ensuring that a structured process to collect, refine, document, disseminate and ensure adoption of learning/best practices across the programs in the organization is effectively implemented.
  • Support the contracting of key consultants required for identified tasks/assignments timeously, to ensure technical workstreams are completed timely.

Government led implementation support and scale up (10%):
Codify Government led implementation support and scale up to maximize impact and institutionalization in 2023 & beyond:

  • Co-develop country govt-led implementation support scaling strategy including assessing the potential of partnerships with a focus on Kenya future scaling strategy.
  • Support the development & implementation of foundational strategies to support implementation support sites to bridge core components for DESC (for example the Supply chain & health financing strategies).

Restricted Grants Technical support/advisory (15%):

  • Provide technical advisory, leading end-to-end project management of restricted grants, from inception through to closure.
  • Collaborate closely with Grants & Compliance, Business Development, Program Operations, and project teams to support effective and timely project implementation.
  • Oversee the preparation and submission of high-quality, timely donor reports.
  • Ensure all restricted projects are implemented on time, within scope and budget, and in full compliance with donor requirements and Living Goods policies.
  • Monitor project performance, flagging risks and ensuring alignment with agreed deliverables and timelines.
  • Provide guidance and oversight on donor compliance throughout the project lifecycle.
  • Build staff capacity in program and grant reporting through targeted training and ongoing technical support.
  • Contribute to the development and refinement of tools and processes to strengthen restricted project performance management and accountability.

Business Development and grants management (10%):

  • Provide program technical input and thought leadership to facilitate the development of high-quality proposals and partnerships.
  • Provide thought leadership based on lessons learned to drive program, BD and communication efforts.
  • Engage with prospective and technical funders as well as strategic partners, showcasing LG results, strategies, and approaches.
  • Co-implement (with the grants management team) the project management of cross countries restricted grants

Education and Experience:

  • Masters degree in the following disciplines: Public Health, Health Systems Strengthening; Health Leadership and Management, Global Health, MBA.
  • Doctorate (PhD) level qualification desirable.
  • Over 13 years relevant experience with 10 years at supervisory level and at least 5 years at managerial level.

It is largely recognized that each of these problems increases in severity at the “last mile” where the need is greatest.
