About the Country Program in Ethiopia

Action Against Hunger has been operational in Ethiopia since 1985 responding to both chronic and acute needs through a multi-sectoral strategic approach where Nutrition and Health, Food Security and Livelihoods (FSL), Water, Sanitation and Hygiene (WASH), and Mental Health and Psychosocial Support (MHPSS) are integrated in order to maximize impact on people’s resilience.

Action Against Hunger currently operates in 5 different regions with an anticipated 2020 yearly portfolio of $20M of emergency and resilience building programs, research and innovation. We have a country team of about 550 staff working out of 18 field offices and sub offices across Ethiopia.

Our main donors in Ethiopia are ECHO, Europaid, UNHCR, OFDA, BPRM, SIDA, EHF, WFP, UNICEF and others.

General Assignments / Scope of the Role:

Senior Audit and Compliance Officer is responsible for the overall implementation of compliance and audit activities. He/she will be responsible for protecting Action Against Hunger from potential compliance and audit risks by ensuring the organization documentation and procedure complies with the internal measures, donors as well in country regulations. He/ She will be working together with other officers from other departments to deliver an integrated response and requirement.

The Senior Audit and Compliance Officer’s role purpose, engagement and delivery is:

Objective 1: Adhere to Quality Production and Action Against Hunger, its Donors and Local Regulations Expectation:

Activities:

  • Engage the planning and implementation of all compliance and audit activities
  • Ensure that Action Against Hunger manuals and Compliance Procedure are in place and implemented aligned with the donors and local low regulations
  • Work closely with assistant compliance offices to ensure quality of work performed as per the internal and external requirements
  • Provide monthly report to line manager for the major compliance, risk and audit findings.
  • Provide on time solutions for operational issues in the work practice
  • Ensure the availability and implementation of the mission compliance checklist throughout the mission
  • Ensure new/ unforeseen activities are included in the revised mission compliance checklist
  • Provide regular support to different departments in capital as well as bases in regard to compliance issues
  • Regular field visit (up to 50% of the time) to the bases to provide regular technical support to finance and non-finance staff of Action Against Hunger based in the field.

Objective 2: Identify Organizations Potential Risks and Suggest Different Mitigation Measures

Activities:

  • Manage test checks and audits in financial documents as per the mission compliance and pre-audit tool
  • Ensure financial documentations comply the established internal manuals, and external partners requirement
  • As per the risk analysis, discuss with line manager on the matter and provide appropriate solutions
  • Brief on the finding, the impact and proposed solutions
  • Ensure immediate action taken as per the given recommendations and follow continues   improvement

Objective 3: Develop the Auditing Plan as per Donors Grant Agreements and Guidelines

Activities:

  • Review donors grant agreement and update the audit plan ahead in order to take the necessary preparation for the donors audit
  • Review Agency for Civil Society Organization (ACSO) and Accounting and Auditing Board of Ethiopia (AABE) guidelines and update the audit plan ahead in order to take the necessary preparation for the annual audit
  • Review donors guideline and related documents and update the audit plan to share to the concerned
  • Work closely with Deputy Country Finance Manager: Compliance, Risk and Internal Audits and Grant teams to have the right information before sharing the audit plan to the concerned
  • Share the final audit plan to concerned staffs periodically / ad hoc.

Objective 4: Ensure the Mission has Accurate, Complete Financial, and Supporting Documentations

Activities:

  • Manage field visit and spot checks including capital accounts
  • Work closely with Assistant Compliance Officers in which activity documentation requires more attention, and identify the gaps (if need be)
  • As per the report provided by ACOs’, and analysis made, right guidance shall be given for future remedial action
  • Brief the organization key personnel on specific agendas / findings, using  the organization, donors guideline and past audit findings
  • Provide regular technical support to finance and other support and program staff, about quality and complete documentation delivery.
  • Identify on-job documentation requirement and supervising skills progression

Objective 5: Working with Line Manager to improve internal control mechanisms and ensure implementation.

Activities:

  • Understand and follow the organization procedures and in country rules and guidelines enabling compliance department’s reputation and effectiveness
  • Identify, prepare and submit the organization’s internal control loopholes to line manager
  • Seek essential information through training, professional development, participate in deferent audit sessions in order to upgrade job knowledge and share experience
  • Able to explain identified loopholes and take remedial actions together with concerned party
  • Follow up on the implementation of audit findings at the field level
  • Conduct field based internal audits

Objective 6: Act as Support when Capacity Assessment and Audit is required for External Auditing  

Activities:

  • Pre-audit and submit the sample selected documents to line manager after proper checks
  • Identify the most material documents among the sample and ensure the transactions have proper and complete documentation
  • Through careful presentation of the sample document with good collaborations of auditors request.
  • Contribute to expenditure verification to the partners account for the consortium grants in which Action Against Hunger is a lead partner
  • Maintain detailed and up to date required information, and ensure the confidentiality of audit information
  • Prepare (in collaboration with line manager) and implement work plan
  • Collaborate with Action Against Hunger, others sectors for all audit and compliance activities
  • Lead in Capacity Assessment / Due diligence process

Objective 7: Lead Compliance/Fraud/Financial mismanagement Investigations at the Bases’ level with the support from HR Dept.

Activities:

  • Participate on compliance / fraud investigations with the assigned committee members
  • Gather data from the right source (internal / External ) based on Action Against Hunger fraud and corruption policy
  • Make an interview with the suspected and witnessed staffs
  • Reporting based on the data analysis on each investigation steps passed through and the risk associated for management decisions
  • Ensure confidentiality of the investigation report

Job Requirements

Educational / Professional Background  

  • Degree in Accounting, Finance, or similar subject matter.
  • Relevant work-related field experience in humanitarian response (minimum 2 years of auditing and Compliance Experience)
  • Language – Excellent English (written and spoken) and local/regional languages of the duty station.
  • Experience of working with INGOs.

 

Required skills: 

Communication (listening and observation skills), experience in teamwork, Counselling and training aptitudes, coordination skills, ability to establish good relations with other people. organization and activity supervision skills, capacity to manage priorities, precision, autonomy, creativity, flexibility, good knowledge of the area and local customs, knowledge of the local languages of the working areas (fluent), and English language (fluent), sense of confidentiality.
