 About Accelerating Support to Advanced Local Partners (ASAP)

ASAP is funded through an Indefinite Delivery, Indefinite Quantity Contract (IDIQ) led by IntraHealth.  The purpose of the contract is to rapidly prepare Local Partners to have the capabilities and resources to serve as Prime Partners for USAID/U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) programming, in compliance with USAID and PEPFAR procedures, for PEPFAR program implementation in FY20 and FY21.

Summary of Role

The Senior Capacity Development Advisor – Leadership and Governance is responsible for supporting local partners to improve their organizational structures, systems and processes in terms of legal structure, financial management and internal controls, procurement, HR, performance management and sustainability, which is essential to effective program implementation. S/he will also be responsible for providing support to local partner organizations’ Board of Directors and management to provide effective leadership and oversight so as to navigate change and growth while implementing a USAID award. The Senior Capacity Development Advisor will report to the ASAP Ethiopia Country Senior Team Leader.

Essential Functions

  • Assess technical assistance need of each local partner on governance and leadership and develop workplans to ensure strong foundational structures are institutionalized.
  • Provide embedded TA to USAID local implementing partners (LIPs) in aspects of board governance, management and leadership development, and strategic planning to enhance board capacity for effective leadership and oversight.
  • Provide guidance to LIPs to separate the function of the board of directors and management of the organization.
  • Provide mentoring and coaching on softer capacity development areas such as attitudes, motivation and values that are essential for sustainable performance improvement.
  • Develop standard guidelines and tools to actively engage board members in implementing their duties and responsibilities with integrity
  • Support LIPs to establish effective governance structure to comply with the laws of the country and with USG donor funding requirements.
  • Provide awareness of policies and procedures and other critical activities such as audit readiness, budget oversight, IT governance, required to comply with USAID grant award requirements and plan to support their development / implementation.
  • Provide TA in recruitment and retention approaches to ensure that organization recruit and retain skilled workforce to implement programs; ensure personnel policies conform to good practices and donor requirements; staff time management and payrolls; staff salaries and benefits; and staff and contractor supervision.
  • Coordinate formal training activities as well as longer-term learning approaches (e.g., mentoring, coaching, peer-to-peer), and specific work activities that enhance sustainability.
  • Assist NGOs with recruitment of additional personnel to effectively achieve PEPFAR program objectives, guide partners to recruit, hire, and on-board appropriate staff.
  • Oversee and coordinate Executive Coaching and leadership development support to executive directors, board members, and/or other key leadership positions.
  • Coordinate the development of a Community of Practice for local partners’ executives and leaders.
  • Perform any other leadership and board governance related duties as assigned by the supervisor

Job Requirements

Education/Experience Requirements

  • Masters’ degree in Management, Business Administration, Public Health, or related field of study and at least 8 years of experience or a Bachelor’s degree in a related field and at least 12 years of relevant work experience.
  • Significant experience working with and building capacity of local organizations management and board of directors especially those working in health, in Ethiopia or other low- and middle-income countries.
  • Experience with international donor-supported projects (e.g., USAID and CDC, including PEPFAR)
  • Ability to work with a high level of independence, using own initiative
  • Comfortable multi-tasking: handle multiple projects simultaneously, prioritize assignments
  • Demonstrate interpersonal communication skills and ability to work effectively on a team.
  • Extensive knowledge of Ethiopian laws and regulations
  • Skills:  

  • Must have excellent oral and written communication skills in English
  • Must have analytical skills, interpersonal skills, team management

  • Must be willing to be co-located with Local Partner to provide technical assistance.

  •  Computer literacy in MS Office applications including Word, Excel, PowerPoint, and Outlook knowledge of QuickBooks, Serenic.
