The Technical Support Services (TSS) activity collaboratively works with USAID/South Africa’s Health Office to achieve results by creatively identifying innovative solutions, supplementing and complementing existing staff capacity, and enhancing capacity through technical support, capacity building, and providing program and operations support services.

Description of Position:

The Senior Clinical Cascade & Strategic Information Advisor Team Lead serves as a key integrator between technical health and strategic information to support USAID/South Africa’s Health Office and their focus areas. The team lead will play a major leadership role and will be responsible for translating the needs of the USAID/SA technical HIV and TB clinical activities to the data life cycle including data management, and data use for program impact. This will entail monitoring and evaluating technical and clinical activities and working closely with USAID/SA and its Implementing Partners to improve their ability to achieve their programmatic targets.

Position Responsibilities:

  • Strategic leadership support for Panagora project management and coordination of projects on time, within scope and budget through close collaboration with USAID and other implementing partners.
  •  Understand PEPFAR and USAID standards, indicators, evaluations, and data collection tools and reporting timelines and systems.
  • Adapts Office of the Global AIDS Coordinator (OGAC) guidance, models and interventions with specific application to PEPFAR/South Africa.
  • Reviews, analyzes and provides strategic input to USAID and relevant implementing partners from the monthly, quarterly, semi-annual and annual PEPFAR reports to identify trends and opportunities so that USAID/SA Health Office targets are met and results achieved.
  • Facilitate planning meetings and technical strategy sessions, formulating the appropriate questions to ask at multiple levels.
  • Provide technical and strategic input into aspects of the data science process including data wrangling, data analysis, information design and presentation, and data story-telling to facilitate efficient and effective delivery to stakeholders.
  •  Analyzes, synthesizes and disseminates methodologies, lessons learned and best practices on monitoring and evaluation, including   M&E in resource constrained settings and during the COVID-19 pandemic.
  •  Manage activity teams and technical consultants including coaching and mentorship of activity teams, building and maintaining a highly effective and motivated team.
  • Support capacity and knowledge building of USAID counterparts and Panagora consultants through on- the job training, knowledge sharing workshops and mentoring.
  • Support technical scopes of work for consultants.
  • Support project work planning and monitoring of the work plan.
  • Support strategic communication of activities and success.
  • Other duties as assigned.

Requirements

  • Master’s degree or equivalent in public health or related field.
  • Minimum of 5 years of experience with designing, implementing, monitoring and evaluating USAID and PEPFAR-funded HIV programs preferred.
  • Experience with strategic planning, design, research and evidence-based decision making.
  • Demonstrated broad knowledge of current global public health program priorities and approaches required, with experience working on HIV & AIDS programs preferred
  • Experience in systems strengthening, management of individuals and teams.
  • Experience in technical report writing and development of other documentation (PPP, templates, etc.).
  • Experience with USAID/ South Africa and South African Department of Health a plus.
  • Excellent interpersonal skills and ability to work with individuals from diverse professional backgrounds.
  • Exceptional written communication and presentation skills in the English language.
  • Analytical thinking and attention to detail.

This will be a full-time position supporting the Panagora Pretoria, South Africa Office.
