Job Brief
Overview: As Senior Coordinator, Investigations, you will be a core member of a multi-disciplinary team working to ensure effective, trauma-informed justice service provision for women and children and proper restraint of offenders.
Your responsibilities will include building the capacity of justice service providers like Uganda Police, ODPP, Ministry of Gender and Judiciary as well as local leaders including LCs, cultural and religious leaders and engaging them as advocates for survivors of violence.
You will also work closely with survivors themselves. You will play a key role in building relationships with police through working alongside them in IJM’s programs across the country. One important element will be IJM’s Assist, Driven and Partner casework. This will see you offering direct support to survivors, building the capacity of civil society partners and transferring knowledge to colleagues in the justice system, especially police. You will participate in capacity assessment and building programs for Uganda police force officers at the local and national level to strengthen their ability to respond and manage cases of VAW/C. The will range from the local to the national level.
Your role, though based in either Kampala or Fort Portal, is part of a national team striving to achieve countrywide change. You will work to build strategic partnerships and offer support at the local level, but will also speak into and help manage partnerships and build capacity elsewhere as IJM expands across more districts.
You will be an effective mentor and trainer, will have the confidence and credibility to engage at senior levels with stakeholders and will be able to communicate well both in writing and verbally.
Key Result Areas:
The success of this role is measured by the following KRAs:
- Mentorship and Training of Justice Service Providers: You will develop training curricula and materials and will deliver effective trainings, workshops and mentoring sessions to stakeholders at the local and national level.
- Trauma-Informed Case Management: You will work with IJM investigators, lawyers, communications and community engagement professionals to ensure VAW/C survivors are protected by the justice system and empowered to restoration through trauma-informed, multi-disciplinary case management processes.
- Partnership Management: You will create and sustain effective and fruitful partnerships with government and civil society actors capable of providing and executing quality investigations plans to sustain cases of VAW/C in court.
- Effective and timely collaboration among stakeholders in response to cases of VAW/C: You will work as part of a multi-disciplinary team to support our stakeholders in working together. This will include working through existing justice infrastructure, such as committees and District Action Centres, as well as supporting the development and establishment of new structures where none exist.
Roles and Responsibilities:
Networking & Partnership:
- Build effective, trusting partnership relationships with justice service providers, including, police, prosecution and social welfare officers, and other stakeholders within the district and national level.
- Work closely with stakeholders to strengthen justice service provision on VAW/C by building linkages among justice service providers, such as social welfare, police, prosecution and health workers .
- Promote a multi-disciplinary coordinated community response (CCR) to cases of VAW/C and promote the strengthening of District Action Centres and other coordination committees and mechanisms at the local level.
- Develop and maintain close working relationships with Police to ensure trauma-informed service provision, effective case management and appropriate provision of services to VAW/C survivors.
- Convene and provide leadership in multi-disciplinary meetings with a variety of government and non-government stakeholders, and support inter-institutional dialogue and coordination on cases of VAW/C.
- Develop and maintain an effective network of contacts within justice service providers including, police, prosecution, health, psychosocial, and community development space, creating an effective referral network for IJM.
Training and Development:
- Ability to develop and deliver high-quality, professional training curriculum to multi-disciplinary stakeholders on investigation and management of VAW/C cases.
- Support joint training programs with the police, judiciary, social welfare, and medical staff on survivor-centered VAW/C interventions.
- Participate in multi-disciplinary meetings with a variety of government and non-government stakeholders, and support inter-institutional dialogue and coordination on cases of VAW/C.
- Train and mentor Police on the incorporation of survivor-focused, child-friendly and trauma-informed approaches into their service delivery.
- Conduct ongoing needs assessment for the Police and propose practical solutions to fill the gaps for effective functioning.
Casework:
- Provide mentoring and support to justice service providers, including police, prosecution, health workers, and social welfare officers, to ensure that the apply a multi-disciplinary trauma informed approach when handling VAW/C cases.
- Support and strengthen capacity of those Police units that respond to VAW/C in developing sound investigative plans to build strong cases against perpetrators of VAWC.
- Build effective, trusting case management partnerships with justice service providers and other stakeholders.
- Recruit and train reliable investigative informants and collect actionable intelligence.
Documentation, Reporting & Data Management:
- Produce well written tools, reports and documents for internal and external use including submission to donors and stakeholders.
- Track case related data in paper and electronic case tracking management systems.
- Analyze and document cases of VAW/C that can contribute to updated case management protocols.
- Work with the internal team members to monitor and evaluate the project, including monitoring and reporting of project targets, results, and outputs.
- Work with relevant Uganda national program personnel and Africa Europe regional personnel on the development of data measurement tools to measure the impact of aftercare strategies.
Authority; RACI
Will be Accountable to:
– Develop and implement programming to build sustainable capacity of justice service providers and government to serve survivors
- Develop and implement psychosocial support for VAWC survivors
Will be Responsible to:
**- Implement Uganda national program strategy
- Identify and develop partnerships with governmental and civil society actors
- Develop and deliver training on VAWC investigations best practice
Will be Consulted on the;
– Development of national Investigation models, curriculum, and other products
- Develop regional and global aftercare strategy, products and policies**
Education & Experience:
- Bachelor’s Degree in law, criminology, psychology, counseling, community development social work or related discipline to policing. Master’s degree preferred.
- Five or more years of experience in a law enforcement agency with experience managing cases of VAW/C and working with VAW/C survivors, indigent and otherwise vulnerable clients.
- Experience in networking and partnering with social service and justice service providers.
- Valid certificate of good conduct.
- Valid driver’s license and experience driving manual vehicles in rough terrain.
- Experience in the design and delivery of capacity development workshops and tools. Experience as a mentor is preferred.
Technical Competencies:**
- Strong understanding of functioning of the Criminal Justice System.
- Self-driven and flexible in performing duties to ensure that beneficiaries and stakeholders are getting and government departments offering quality services
- Proven ability to mentor, guide and coach multi-disciplinary stakeholders, including at the senior level. Prior experience working with law enforcement or justice system officials preferred.
- Fluent in written and oral communication in English, with working knowledge of local languages required.
- Excellent writing, documentation and reporting skills, including the ability to maintain digital records and generate high-quality reports on all casework interventions, stakeholder interactions, etc.
