The Senior Supply Chain Coordinator is a key position for the success and execution of quality programs. IRC defines supply chain as the systems and functions vital for the efficient and qualitative implementation of programs. It includes purchasing, supplies, logistics, inventory management, property and asset management, as well as vehicle fleet management.

The Senior Supply Chain Coordinator, reports directly to the Deputy Country Director, is part of the Field Implementation team of the country program, leads a team of 8 people, 4 of whom are under their direct supervision and 4 in technical supervision, spread over 05 sites. The position is responsible for defining the strategy and organization, planning, implementation and monitoring of supply chain activities at country level, in compliance with IRC standards and taking into account the requirements of donors.

In addition, takes part in defining the strategy and setting up local partnerships for the country program.

Key Responsibilities

1. Strategy and Organization

The Senior Supply Chain Coordinator is responsible for defining the strategy, capacities and organization of the supply chain vital to support the implementation of the program, for regular projects as well as for emergency interventions.

The SCC participates in the definition and implementation of partnerships with local actors in the Program.

2. Supply Chain planning

The SCC is also responsible for planning and supervises all activities in the logistics chain, in collaboration within internal partners (Field coordinators, etc.) and external.

Supply chain planning consists of the following components: procurement plans, warehousing plans, transportation plans, staffing plans, distribution plans and training plans.

3. Supplies management

The Senior Supply Chain Coordinator is responsible for developing the country’s purchasing and supply strategies. The Senior Supply Chain Coordinator ensures that all country program procurement needs are met, in accordance with IRC standards and procedures, and donor requirements and local and international regulations.

4. Inventory management

The Senior Supply Chain Coordinator supervises all country program inventory and warehouse operations, the application of IRC procedures and standards, donor requirements and local regulations.

5. Asset management

The Senior Supply Chain Coordinator leads the application of the IRC’s country program asset management policies and procedures. The Senior Supply Chain Coordinator lead all aspects of the administrative, financial, capital and operational management of assets, real estate and valuables, in accordance with IRC and donor rules and regulations and local regulations.

6. Fleet Management

The Senior Supply Chain Coordinator oversee and coordinate all IRC vehicle and transport fleet activities in the country. The job holder must ensure that all operations of the IRC fleet are carried out in accordance with IRC standards and procedures relating to vehicles, particularly in terms of supply of vehicles and generators, movement of vehicles, their maintenance and reports, donor requirements and local regulations.

7. Compliance and ethics

The Senior Supply Chain Coordinator is responsible for identifying and analyzing the risks of non-compliance of supply chain processes with regard to IRC procedures and standards, implementing controls, and identifying red alerts. In connection with all processes, to implement corrective action plans for internal and external audit, and to ensure that all activities in the supply chain are conducted in an ethical manner. They are also responsible for ensuring that donors’ requirements in terms of logistics management are known and applied in all operations.

8. Staff Performance Management and Development

The Senior Supply Chain Coordination manages his team including recruiting, mentor, evaluating, developing, and retaining talent. So he must:

Ensure excellent hierarchical management of team members, in particular by setting objectives and work plans and by coordinating regular individualized and planned meetings (1:1).

Build a supervisory environment, focused on individual and team results, that emphasizes the importance of learning, efficiency, accountability and willingness.

• Communicate regularly with staff and promote positive conflict resolution among team members.

• Promote constructive and congenial partnership between program staff and operational support staff.

9. Financial Management

The Senior Supply Chain Coordinator works in close collaboration with programs and finance at the national level for the preparation and revision of budgets and the monitoring of operational costs. They ensure that the payment terms of suppliers are respected. They ensure that country reports are submitted on time and assists in data analysis at the national level.

Job Requirements

Qualification: Bachelor’s degree or its equivalent in the fields of supply chain, logistics, business administration or a related field.

Work Experience: 5-8 years of international work experience in a supply chain operations leader role with developing a team, with exposure to sophisticated contexts. Demonstrated capacity in humanitarian emergency response is needed.

Experience in the medical supply chain is an asset.

• Demonstrated success as a supply chain leader in all subject areas within the supply chain, and strategy definition, implementation and monitoring.

• Leader able to formulate and implement a vision, to adhere to ideas and to empower around common objectives, to support organizational change.

• Able to work effectively in a strongly matrix structure, in several cultures and organizational units

• Credible written, presentation and verbal communication skills; ability to convey information effectively in English and French

The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
