Chemonics seeks a senior education advisor for the ongoing USAID Lecture Pour Tous project, begun in 2016 and ending July 2021. The project supports the Ministère de l’Education National (MEN) in developing a sustainable and scalable national reading program. It implements interventions to improve early grade reading instruction in public primary schools and daaras, enhance delivery systems for early grade reading instruction, and boost parent and community engagement in early grade reading. We are looking for individuals with a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • In close coordination with key staff members, provide technical oversight and guidance in improving instruction on early grade reading (Outcome 1), delivery systems for better early grade reading instruction (Outcome 2), and family and community engagement in early grade reading (Outcome 3)
  • Guide project staff and oversee short-term technical experts; advise on essential components of reading programs, including curriculum design, lesson planning, instructional approach, teacher professional development, materials development and distribution, classroom-level assessment, and large-scale assessment to develop and integrate highly effective activities
  • Engage with actors across the education system to optimize use of available resources with specific attention to school and classroom management practice, including quality assurance, supportive supervision, and coaching leading to improvement in learning outcomes at the primary-school level
  • Contribute knowledge of effective school research findings and practices applicable to developing country contexts
  • Engage directly with Senegalese organizations on their capacity development needs with the overall aim of improving equitable and high-quality service delivery for improved reading outcomes
  • Assist Ministère de l’Education National personnel in the analysis and appraisal of reform efforts and support other specialists on the team to ensure coherent project implementation
  • Lead strategic technical and resource planning for Outcome 1
  • Supervise the Outcome 1 coordinator and Outcome 2 and 3 leads, as well as other staff as may be assigned
  • Build collaborative relationships with governmental agencies, donor/client organizations, relevant private sector actors, and other nongovernmental organizations and institutes to enhance effectiveness and sustainability of project materials and interventions
  • Review, analyze, and evaluate the effectiveness of the project’s technical approaches and recommend improvements to meet project goals
  • Lead or closely oversee production of project deliverables and reports related to materials development/publishing, teacher training and support, and assessment; provide quality assurance for other project products

Qualifications:

  • Master’s degree in education, international development, or a related field required; master’s degree in education policy, planning, curriculum development, reading instruction, or teacher professional development preferred
  • Minimum four years of experience in technical direction of international programs that work specifically to improve early grade reading required
  • Experience with the development of, or overseeing the development of, early grade reading materials, training programs, classroom monitoring protocols, and tests and assessments (including early grade reading assessment) required
  • Minimum four years of experience in conducting or overseeing the organization of teacher training/coaching and training-of-trainers
  • Experience working with communities, government, and other donors to support improved reading preferred
  • Minimum three years of demonstrated excellence in a management position required, including direct supervision and evaluation of professional staff/consultants and management and oversight of multiple concurrent project activities and deliverables
  • Demonstrated leadership, versatility, and integrity
  • Professional proficiency in writing and speaking French required; proficiency in writing and speaking English preferred but not required; language verification test may be administered
