Position Summary:

Creative seeks a Senior Education Advisor for the anticipated five-year USAID Integrated Child and Youth Development Activity in Uganda. The project seeks to improve children and youth learning outcomes while ensuring that children and youth are safe and healthy in their community and learning environments. The project will address primary school retention, strengthen systems and will use local partnerships to achieve results.

The Senior Education Advisor is responsible for the overall planning, implementation and management of the education technical component of the project, as well as the achievement of the goals and objectives of the education component of the project in a timely and cost-effective manner.

Expected Outcomes:

  • Support close coordination withthe Ministry of Education and Sports (MoES)to effectively implement an early grade reading model for improved learning outcomes across targeted sites.
  • Engagerelevant governmentMinistriesto support the reduction inchild and youth-related school-based violence.
  • Leverage previous work with theMoESto create safe and healthy learning environments.
  • Support improved comprehensive programming for youthwith innovative approaches, enabling them to practice positive decision making and healthy behaviors.
    Primary Responsibilities:
  • Provide strategic leadership and coordination of program activitiesfocused on the education sector;
  • Leadprojectimplementation and management of the education component of the project;
  • Provide technical leadership and expertise to ensure the fulfillment of deliverables in the education component of the project;
  • Monitorthe goals and objectives of the education component of the project toassure progress towards successfulimplementation;
  • Ensure education activities are gender-sensitive, respond to needs of children with disabilities, and are respectful of student diversities;
  • Regularly interact with local partners, private sector, and other humanitarian and development organizations to enable effective collaboration and cooperation within the education sector;
  • Manage performance and provide mentoring, coaching and training to staff;
  • Build relations with key education stakeholders and actively collaborate with the USAID/Uganda Mission Education Office to effectively support program implementation and address operational and programmatic questions and challenges;
  • Demonstrate an understanding of current best practices in early grade reading and disseminates key learnings to relevant stakeholders;
  • Effectively apply the USAID Collaborating, Learning, & Adapting (CLA) approach to promote innovation, improved methodologies, and project implementation;
  • Ensure that results-oriented program components produce high-quality deliverables and maintain relevant and timely reporting;
  • Manage education partners to ensure they deliver quality services on schedule; and
  • Ensure synergies and cohesion between the various components and activities of the education component of the project.
    Required Skills & Qualifications:
  • A Master’s degree or higher in international development, education, health or another relevant field;
  • At least 10years of experience in relevant management, supervisory, technical experience working with programs that are of a similar scope to this activity is required. At least eight (8) of these years must be in a management/leadership position;
  • At least10years of experience in the education sector inSub-Saharan Africais required, with experience in project designs, policy dialogue, strategic planning and implementation, education reform and national-level quality improvement;
  • Demonstrated five (5) years of technical experience in developing and implementing monitoring and evaluation plans in the education sector and in results-based management;
  • At least five (5) years of experience in a development context similar to Uganda preferred.
  • Familiaritywith the current and historic child and youth education and health services delivery sector in Ugandapreferred;
  • Prior knowledge of and experience with USAID-funded early grade reading programs; some knowledge of PEPFAR programming (especially OVC and/or DREAMS) experience preferred;
  • Demonstrated experience with local partner organizations and capacity building;
  • Extensive knowledge of early grade reading methodology, curriculum and materials development, teacher training,systems strengthening, and child welfare; Uganda-specific knowledge preferred;
  • Demonstrated experience and knowledge of capacity development and professional development;
  • Strong management and leadership skills, including the ability to mentor staff;
  • Demonstrated past representational experience with host governments, other donors, and civil society and demonstrated success with inter-agency coordination and joint programming; and
  • Fluency in written and spoken English required.
    Position contingent upon donor funding.
