The purpose of this four-year project is to implement Accelerated Quality Education for Liberian Children, which aims to increase access to basic education for approximately 48,000 out-of-school children across 6 targeted counties in Liberia. The project focuses on institutionalizing a framework for Accelerated Learning Programs and delivery of Accelerated Learning Program services.

The Senior Education Advisor/Technical Specialist provides overall technical oversight and guidance to the project’s efforts to increase access to education for out-of-school children in Liberia. S/he leads and supervises all programmatic aspects of the Accelerated Learning Program (ALP) in coordination and partnership with the Chief of Party and the Ministry of Education, including accelerated education policy, curriculum, teacher professional development and community engagement. S/he ensures a systems’ strengthening approach is integrated across the project at national and county levels, liaises with government representatives and technicians on technical matters, collaborates with project Monitoring & Evaluation staff to measure and learn from progress and challenges and works closely with sub-contractors. The Senior Education Advisor/Technical Specialist ensures that out-of-school children in target locations enroll, persist and complete a certified ALP education equivalent to primary education in Liberia, with a portion of participants transitioning into the formal education system.

ESSENTIAL FUNCTIONS

The person in this position is expected to communicate clearly and courteously; to develop and maintain positive relationships with clients, consultants, collaborators, co-workers, field sites, and funders; and to work respectfully with EDC colleagues. The job requires adherence to EDC policies & procedures.

The Senior Education Advisor/Technical Specialist works closely with the Director of Administration and Operations and the M&E unit to promote quality improvement in the delivery of services and continuous learning throughout the project. As a member of the Senior Management Team, this position reports directly to the Chief of Party, supervises project technical and county management staff and liaises with home office technical assistance providers and support staff.

Specific responsibilities include but may not be limited to:

  • Leads development and implementation of all technical activities of the project in collaboration with the Chief of Party.
  • Plays central role in development of annual work plans and quarterly implementation plans for technical design, implementation, monitoring and reporting.
  • Works closely with Director of Administration and Operations to plan logistics of all implementation.
  • Supervises and works closely with sub-contractors to properly plan, incorporate and monitor their activity components.
  • Collaborates with M&E unit and sub-contractors to plan, execute and use data collection for the project and stakeholders.
  • Supports the Chief of Party to represent technical work of the activity with stakeholders.
  • Supervises and coaches each technical team member and County Team Leader to support the needs of the project including quality implementation at the county and site levels.
  • Works with technical team members to promote compliance with EDC policies including a positive work environment.

QUALIFICATIONS

This position requires educational achievement; excellent writing skills; demonstrable initiative, creativity, and flexibility; ability to work independently and effectively in groups; and strong interpersonal & organizational skills.

Specific requirements:

  • Master’s Degree (or foreign equivalent) in education from an accredited university. A specialized degree, with a focus in basic education or education policy, is preferred but not required.
  • At least 8 years’ experience with managing and delivering quality technical services and/or related operational issues in a mix of education and other social sector development work
  • Prior experience with supporting education systems strengthening, age-appropriate learning, alternative or non-formal education and civil-society is required
  • At least four years of experience specifically in crisis or conflict-affected contexts is preferred, and more experience puts the candidate at an advantage. Experience working in Liberia preferred.
  • Professionally proficient and fluent in written and spoken English.
