SENIOR EDUCATION EVALUATOR

Excellent opportunity for professionals with a passion for International/Social development, education, and monitoring and evaluation.  Khulisa seeks a strong, experienced evaluator, capable of managing technical design and implementation, client engagement and teams on various monitoring and evaluation assignments.
This is a full-time position in our Johannesburg office.

QUALIFICATIONS /REQUIREMENTS

Requirements:
  • A Master’s degree (in a relevant field, such as education, social sciences, M&E, etc.)
  • 3 to 5 years demonstrated experience conducting and leading M&E activities
  • such as conducting evaluations, designing/implementing M&E frameworks, developing theories of change, data quality audits, performance assessments, interpretation and analysis of data sets and report writing.
  • Qualitative and/or quantitative evaluation skills, including sample design, mixed method designs, data analysis and instrument development
  • At least 3 years’ experience managing inter-cultural and multi-sectoral team members
  • Fluency in English
  • Excellent written and communication skills
  • Ability to think strategically and integrate diverse information from varied sources
  • Pro-active self-starter, team player willing to take initiative and go the extra mile
  • Willingness to embrace a variety of tasks, including fieldwork, tool (instrument) development, and data analysis
  • A driving license and willingness to travel
Desirable Qualifications/Experience
  • A good command of statistics, sampling methodologies, and statistical analysis software such as SPSS, STATA, Epi Info, among others
  • Experience managing complex data collection and analysis efforts
  • Understanding client-related reporting, policies and procedures (USAID, Foundations, UN, Gov)
  • French, Portuguese, and/or African language proficiency

Main Duties:

  • Manage programme evaluations, assessments, data quality audits, etc.
  • Supervise and collect, capture and analyse data and prepare reports
  • Develop tools for data collection – e.g. baseline evaluation, other assessments/protocols
  • Contribute to data management. Analyse data, prepare and write reports of results
  • Lead or contribute to technical components of proposals
  • Manage projects and assignments
  • Present and disseminate M&E results to diverse audiences effectively
  • Facilitate internal and external workshops and events
  • Contribute to thought leadership in Khulisa and the sector

Khulisa has adopted a systemic approach to community development. It recognises that the typical approaches of governments and NGOs compartmentalise problems and deliver programmes which tend to address single issues in a non-cooperative and unsustainable manner. In response Khulisa has developed an approach which aims to address the challenges faced by communities in a more holistic and comprehensive manner. It aims to identify the systemic challenges in the society and community, and to overcome fragmentation of policy, systems and delivery through the mobilisation of local capacity. This approach requires that Khulisa develop a thorough understanding of the policy and operational challenges in service delivery, as well as understanding the socio economic, safety and developmental challenges experienced by people living in the community. Based on this understanding, Khulisa works collaboratively with multiple stakeholders to identify key projects which would have the highest impact in the system and which would demonstrate social change.

When turning to the requirements for building safer communities, the NDP call for the development of an effective strategy that takes into account the interrelated factors contributing to lack of safety and crime. These include the underlying root causes, such as poverty, inequality, unemployment and various motivations to commit crime; lack of social cohesions, inadequate care of children and a failure to accept and internalise ‘good’ societal norms; and the need to address the factors which create a vulnerability to victimisation – such as situational crime prevention measures.

KHULISA’S STRATEGY

Khulisa’s strategy aims to enhance social services to children, youth and families, with an orientation towards crime reduction. Its objectives are:

  • Strengthening of internal and external capacity · Integrated site based service delivery · Improve cohesion within families · Sustainable interventions
