Senior Evaluation Specialist, USAID/Egypt Services to Improve Performance Management, Enhance Learning and Evaluation Monitoring and Evaluation Support Activity

Proposal Objective:

The purpose of the USAID/Egypt Services to Improve Performance Management, Enhance Learning and Evaluation (SIMPLE) Monitoring and Support Activity (MESP) is to improve performance management at all levels to help the Mission meet Agency requirements, make better informed strategic and management decisions, and advance Agency learning. USAID/Egypt seeks a contractor to execute a host of services to improve the efficiency of programs implemented by the Mission’s Technical Offices. These services include activity/project designs, assessments, evaluations, management information and reporting and mapping. In addition, technical assistance is to be provided to the Program Office to collect and disseminate public information and enhance the quality of data.

Position Description:

SI is seeking a Senior Evaluation Specialist who will oversee evaluations and assessments throughout the life of the contract, including recruiting technical experts and evaluation team members, leading the evaluations, and contribute substantively to the design and field testing of the evaluation and assessment methodology.

USAID/Egypt estimates a five-year period of performance for the SIMPLE activity.

Roles and Responsibilities

· Oversee, recruit for, and participated in evaluations and assessments throughout the life of the contract and ensure that the short-term technical experts and evaluation team members recruited under this contract are of a high caliber and possess commensurate technical expertise.

· Serve as evaluation team leader for most evaluations conducted under this contract.

· Contribute substantively to the design and field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this contract.

· S/he will also be responsible for the design, quality, development and completion of all assessments, analytical reports, and evaluations.

Qualifications:

· An advanced degree in a relevant field such as international development, advanced research methods, statistics, or economics, with academic training in monitoring and evaluation.

· Minimum of ten years of progressively responsible experience in the designing and field-testing surveys, questionnaires, and/or other data collection instruments. Substantive technical expertise in the design and implementation of performance and impact evaluations.

· Previous experience leading and working on multicultural evaluation teams, ideally in Egypt.

· Arabic skills preferred.

· Demonstrated skills in project and team management.
