OVERALL OBJECTIVE OF THE POSITION

Ensure that all relevant donor, government and Concern’s rules, guidelines and procedures are shared to respective field staff. Organize workshops/ trainings on Concern’s internal policies and processes to all staff. Work closely with Senior Finances and fill gaps as and when required. Prepare annual government budget and report to ChSA.

RESPONSIBLITIES

 Cash Management Responsibility

Ø  Follow up on timely submission and perform review of field office Cash and Bank books including reconciliations as per the deadline set.

Ø  Review and consolidate cash forecasts from project offices for submission to HQ and ensure timely transfers to field offices after receipt of cash from HQ.

Ø  Review field offices’ payment requests and facilitate payments to vendors, if required.

Ø  Ensure weekly and monthly Cash Count and bank reconciliation reports are collected from field offices on time.

 Month-end and Routine Accounting Systems and Processes

Ø  Assist the Senior Finance Officer for head office in posting Transactions, creating new nominal accounts, updating exchange rates, etc, in MGP (Accounting Software).

Ø  Review recharge acceptance requests from other fields, archive the confirmed recharges.

Ø  Compile and send recharge requests to other fields for acceptance and prepare JVs and archive the accepted recharges.

Ø  Prepare the standard monthly FPL journal for review by the CFC, including maintaining of HQ payment files up to date with supporting documents such as invoices, GRN etc.)

Ø  Prepare and update monthly Budget Monitoring Tools and share to Grant Owners for review. Prepare necessary adjusting JV entries based on Grant Ower’s feedback.

Ø  Update Balance Sheet schedules for field offices on a monthly basis in liaison with field and head office finance team

Ø  Prepare standard monthly journals such as FPL, Prepayments, payroll and others.

Ø  Work as a member of the purchasing committee representing the finance department.

 Budgets and Reporting

 Ø  Assist in donor budget preparations using budget preparation checklist and donor guidelines and ensure proposal budgets are submitted in the correct format. Support the programme staff in preparing budget narratives, if required.

Ø  Assist /prepare donor reporting in liaison with project senior finance officers as and when required.

Ø  Participate in budget amendments (NCE or CE) in the middle or end of the grant period.

Ø  Assist in annual budget revisions (BRs) by sharing guidance and templates to Grant owners/budget holders.

Ø  Prepare annual government budget and report to ChSA.

 Cross-over issues

 Ø  Participate in organizing /facilitating trainings to finance and non-finance staff in consultation with the CFC.

Ø  Review procurement plans for projects when preparing donor budgets.

Ø  Actively participate in periodic inventory process and report findings timely.

Ø  Conduct periodic field visits to regional coordination and field offices and report all finance and system related issues to CFC.

Ø  Send monthly budgeted staff allocations to HR

 Others:

 Ø  Review monthly payroll prepared by HR and ensure timely transfers to staff.

Ø  Maintain donor income schedule including receipts and projections.

Ø  You may be requested to carry out other exceptional duties where heavy workload arises and/or staff shortages are encountered. Hence, flexibility will be required in performing your day-to-day activity.

Ø  Undertake any other responsibility given by the CFC.

Job Requirements

PERSON SPECIFICATION

Essential:

  • Honesty and Integrity
  • BA degree in fiance and accounting
  • At least Three years of experience at senior finance officer level in an INGO.
  • Self-motivated
  • Computer literate
  • Good communication skills

 Desirable:     

  • Knowledge of USAID rules and regulations,
  • Practical experience of preparing reports and budgets for some of the biggest international institutional donors.
  • Experience of Microsoft Great Plains (MGP) software

Concern was founded by John and Kay O’Loughlin-Kennedy in 1968, as a response to the famine in the Nigerian province of Biafra. The famine was largely precipitated by the conflict that followed Biafra’s attempt to secede from Nigeria.

John’s brother, Father Raymond Kennedy, a Holy Ghost Priest, had returned to Ireland from Nigeria with news about the plight of people in Biafra where widespread famine was becoming a reality due to the Nigerian blockade of food, medicines, fuel and basic necessities.

John, Kay and Raymond held a press conference in the Shelbourne Hotel to raise awareness and funds. This allowed them send the first ‘mercy flight’ to Biafra.

But much more was needed,  some weeks later a larger meeting was called in the home of John and Kay, Africa Concern was formed and the fundraising continued.

Send One Ship

Africa Concern with the Knights of Columbanus launched an appeal in June 1968 for the famine in Biafra with the slogan "Send One Ship".

Becoming Concern

On 29 September, a 600 tonne ship named the Columcille arrived at Sao Tome, a Portuguese island off the coast of Biafra, filled with vital supplies of powdered food, medicines, and batteries. In 1970, a huge cyclone hit East Pakistan (now Bangladesh) and the public were asked to respond. Africa Concern simply became Concern.
