Objectives:

The purpose of this position is to enhance the role and efficiency of the Ministry of Foreign Affairs & International Cooperation [“MOFAIC”], particularly in the area of financial implementation ; providing support for the development and updating of key strategic documents, building the institutional and functional capacity of MOFAIC in implementing midterm public and economic diplomacy strategies. As the largest Ministry in the Federal Government of Somalia, this will enable a more effective “whole of government” streamlined approach to foreign policy formulation, implementation and advice.

Senior Financial Adviser

Overall:

The Senior Advisor for Admin and Finance Reforms will provide expert advisory support across the Ministry in regard to administrative restructuring and financial reforms. He/She is also expected to provide technical support towards these reforms ensuring that they fit in line with key mandates of the ministry. The Adviser shall report to the PS/DG Ministry of Foreign Affairs and International Cooperation-MOFAIC.

Scope of Work, Outputs and Deliverables:

· Develop an annual strategy for MOFAIC with a biannual review.

· To advise on Ministry, Embassy wide and department level functional restructuring to improve efficiency and effectiveness.

· To advise on vertical reforms with the federal institutions, to clarify functional assignments.

· To ensure that any administration and financial reforms support and do not hinder the mandate of MoFAIC.

· Provide technical support in drafting and overseeing administration reforms.

· Review and report on all existing budget management, accounting systems, and financial procedures.

· Support and advise the Minister and the staff on Strategic Policy and Action Plans for policy implementation, Organizational Structure, Planning and Budgeting, Monitoring and Evaluation, Financial Systems and Procedures, Financial Statements and Reports, Human Resource Management, Procurement Systems and Procedures, Communication Systems.

· Work closely with the MoFAIC Departments to offer technical expertise during development of policies and action plans.

· Work closely with the PS/DG to ensure that policies and procedures are consistent with the national law.

· Support the Directors of MoFAIC to collaborate with key stakeholders in order to inform and consult on important policy initiatives and action plans.

· Provide strategic advice to the staff of the Ministry on strategic issues particularly in relation to the implementation to the Administrative Structure, Financial Systems and Procedures amongst others.

· Provide advice and guidance to the PS/DG in designing and implementing the communication strategies with other Advisers.

· Advise the Ministry and Directors on establishing partnerships with key stakeholders to ensure consultations and information flow on important policy initiatives, including members of the international community.

· Provide technical advice to the Minister on the communication of strategic policy decisions in relation to the implementation of the proposed reforms.

· Coordinate closely with all Directors at MoFAIC to ensure that reform agendas support the MoFAIC mandate.

· Work closely with other advisory staff and consultants wherever such support is available and needed.

· Provide support to MoFAIC regarding alignment and harmonization between MoFAIC and other core government institutions.

· Ensure that administration and finance reforms support the expansion and strengthening of administration offices at all levels of ministry, including embassies.

· Support for establishing and equipping modern Vocational Training Centers for staff and diplomats.

· Supporting monitoring, evaluation and reporting procedures.

· Ensure that administration and financial reforms support relevant targets of Somalia’s Foreign Policy.

Competency Requirements:

· Ability to operate in compliance with organizational rules and regulations.

· Effective organizational and problem-solving skills and ability to manage a large volume of work in an efficient and timely manner.

· Ability to establish priorities and to plan, coordinate and monitor (own) work.

· Ability to work under pressure, with conflicting deadlines, and to handle multiple concurrent activities.

· Ability to operate effectively across organizational boundaries.

· Demonstrates openness to change and ability to manage complexities

Qualifications and Working Experience:

· A postgraduate degree in accounting or finance from recognized educational institution or equivalent work experience and a bachelor’s degree in lieu of a postgraduate degree.

· Minimum of 7 years’ experience, working at a senior level within Government or relevant private sector position.

· Significant hands-on experience at General Manager in private sector level is desirable.

· Relevant practical experience in the development and implementation of institutional frameworks and systems.

· Strong leadership and negotiation skills.

· Ability to engage with senior government officials.

· Strong presentation and public speaking skills.

· Ability to manage a diverse team and partner relationships.

· Experience in the development of human capacity by way of mentoring and training.

· Respect for diversity and ability to adapt to different cultural settings.

· Must be Excellent in both Spoken and written Somali and English.
