JOB SUMMARY:

Under the supervision of the Executive Director, the Senior Food Security and Livelihood Advisor will provide strategic vision, leadership and technical assistance in improving the overall performance of the Food Security and Livelihood activities. The incumbent is responsible for implementation and follow-up of project activities of PWO. She/he provides ongoing technical support to project officers. She/he also oversees that project activities implemented are integrated with the overall program of the organization and harmonized with regional, zonal and woreda development plans of operational areas of PWO.

 JOB PURPOSE

The purpose of this role is to support PWO Head and Field  offices to design and deliver high-quality food security and livelihood programmes that reduce  hunger and malnutrition (both chronic and acute malnutrition) and support access to food in sustainable manner.

This position will play a critical role in raising new institutional funds and supporting the delivery of high-quality programmes with the potential to be scaled up by PWO and others. The post-holder will be a credible and authoritative voice in discussions about resilience building, food security and livelihood development, situation analyses and response. He/she will provide support in programme development, fundraising, quality assurance, advocacy, capacity-building, knowledge management and networking. This support will be delivered both from a distance and through regular field office/project site visits.

We believe that by improving the resilience of household livelihoods and the skills and opportunities open to pastoral and agro-pastoral communities will be widened.  We are also able to lay the foundations to enable these communities’ lead decent lives and cope with changing climatic conditions.

In this exciting position, you will play a key role guiding our food security and livelihoods programming in Somali Region, building new and innovative development programmes, supporting emergency responses where necessary and bringing strategic coherence to our work and setting the organization’s path in new areas.

 RESPONSIBILITIES AND TASKS

Coordination responsibilities and tasks

  • Coordinate engagement and frontline work for Food Security & Livelihoods sector within the PWO hub framework.
  • Coordinate the documentation and publication of promising practices.
  • Provide leadership, supervision and oversight of project activities relating to all program activates that seek to improve the performance of all food security and livelihood activities in the program, ensure efficient and effective project implementation including the timely completion of high quality work plans, accurate reports, other related activities.

Programmatic responsibilities and tasks 

  • Provide technical support to Food Security and Livelihoods initiatives in project offices including the development, adaptation and scaling up of specific project models and approaches that contribute to specific food security and livelihood activities.
  • Provide technical support to the design and implementation of Food Security and Livelihood programmes, ensuring they are based upon high-quality needs assessments and are in line with theory of change, national policies and international best practices,
  • Support proposal development and review reporting on high risk projects or grants, in close coordination with program teams and field offices,
  •  Engage directly with donors as required, presenting approaches, concept notes and funding proposals in collaboration with PWO head office,
  •  With relevant PWO teams, contribute to the development of PWO advocacy strategies including stakeholder analysis and message development, and support them in the delivery of strategic advocacy towards government, donors and other key Food Security / Livelihoods  stakeholders
  • In cooperation with program team, monitoring & evaluation,  support the design and development of M&E systems that incorporate gender to enable  PWO to demonstrate measurable outcomes and impact of its work, and facilitate the incorporation of programme findings into  PWO programming and policy
  •  In cooperation with the program team, and the field staffs, support  PWO in the integration of resilience into programme development and support them to create Emergency Preparedness Plans, support better early warning mechanisms and achieve targeted response to food insecurity.
  • Where agreed, directly support emergency responses in Food Security / Livelihoods theme

 Networking and representation responsibilities and tasks

  • Represent our work to, and work with, civil society organisations and networks to increase coordination and learning  to support achievement of advocacy and policy objectives
  • Represent our work to relevant regional bodies  and forums, including clusters, technical working groups, task forces and donor meetings, and identify changes to their policies and priorities that may create opportunities or threats for the realisation of our objectives
  •  Engage with donors at regional and sub-regional levels in support of fundraising, profile raising and scoping of opportunities, working in close collaboration with colleagues at field  and Head office levels,
  • Promote the sharing of good practice, global tools and learning in relation to Food Security / Livelihoods programming,

Terms of Employment: contract base (one year with possibility of extension depending on performances)

Job Requirements

QUALIFICATIONS AND EXPERIENCES

The position requires a Master’s Degree in Agriculture, Development Studies, Development Economics, Food Security or related field.

EXPERIENCES:

  • Must have at least  10 years relevant experiences in food security and livelihoods programming, out of which 3 years of advisory position,
  • Expertise in developing strategy
  • Experience in working in a complex political and operational environment/fragile context is preferred,
  • Demonstrated experience in leading research and evaluation for evidence and learning,
  • Experience leading and managing a professional technical team,
  • Proficiency in English and Somali Languages,
  • NGO Experiences
  • Theory of change and logical framework development
  • Experience in Disaster Risk Response (DRR), food security  and livelihoods  in the fragile contexts,
  • Research and evaluation experience.
  • Multi-sectorial/integrated program design and implementation

TECHNICAL AND OTHER SKILLS

  • Good communication & Interpersonal Skills;
  • Good planning & organizational skills;
  • Proficiency in verbal and written English language;
  • Proactive, capable of multi-tasking and showing initiative;
