 CVDA has been re-registered and licensed by the Ethiopian Ministry of Justice, Charities and Societies Agency, on November 30, 2009 as an Ethiopian Residents charity in accordance with the Charities and Societies proclamation No. 621/2009 with registration No. 0588. As per 1113/2019 proclamation also re-registered on July 30, 2019.

CVDA has permission to work at the national level however so far operates marginal parts of Benshangule Gumuz Region,  Sidama region (Hawassa, Boricha, Dara, Dara Olticho, Bilate zuria, Derara, Hawassa Zuriya, Yirgalem, , Yergachefe, Aletawondo, Wondo Genet, Chuko & Boricha )  SNNPR Gedio zone ( Dilla, Bule, and Gedeb)  Gurage zone( Gumer and Cheha)  Silite zone (MirabAzernet & Alicho)    Oromia Region West Showa Zone(Muger), Borena Zone (Hageremaireyam, Yabello & Moyale), Guji Zone( Adola, Shakiso & Borena Negele), West Arsi Zone (Shashemene, Arsi Negele, Adaba, Nensebo, Kokosa, Shala, Siraro, and Kore woredas) Afar Region;  Zone 5; Delifage, Dewe, Telalek, Hadele Ele and Sumu Robi  Zone 3; Gewane and Gelalo  and City Government of Addis Ababa; Gulele and Kolfe Keraniyo sub city.

It is member of Consortium of Reproductive Health Association (CORHA), Union of Ethiopian Women Charitable Association (UEWCA), Ethiopian Extractive Industries Transparency Initiative/EEITI/, Ethiopia Civil Society Coalition for Scaling up Nutrition/ECSC-SUN/ and Afar Region Health Partner Forum.

Key ACCOMPLISHMENTS

CVDA has successfully implemented different food security, environmental conservation, income generating and HIV/AIDS project in collaboration with different stakeholders.  On environment conservation activity;  highly degraded land rehabilitated through soil and water conservation measure, area enclosure, vetiver grass and indigenous tree plantation, gabion established, stone and soil bund established, conservation agriculture  introduced, biogas   technology introduced and established, fuel wood saving stove established at HH level, spring water developed, washing stand,   shower established.

Food security and Income of target group improved through beekeeping, poultry farm, fruit tree plantation/ apple, mango and orange plantation/, vegetable garden, false banana plantation, vetiver grass bank. Other group established group and individual business such as hair dressing, tea room, sugar and edible oil distribution, dairy farm, stone production, shower room   and etc. On HIV prevention, care and support program target group and large community awareness raised on HIV prevention and living with HIV,  counseling service, economic strengthen and improving balance diet intake, engaging in income generating activities, access for clinical service through referral linkage.

Description of the Vacancy

Common Vision for Development Association (CVDA) is a partner with Mekdim Ethiopia National Association (MENA) and Mary Joy in Addis Ababa Administration, Sidam region and SNNPR respectively  to implement the USAID Family focused USAID Family Focused HIV Prevention, Care and Treatment Services in Addis Ababa , Sidam region and SNNPR.

The main purpose is to strengthen local HIV epidemic control to achieve 95 percent of individuals living with HIV know their status, 95 percent of persons living with HIV to initiate antiretroviral therapy and 95 percent of antiretroviral therapy clients achieve viral load suppression by 2020/21. HIV mitigation services for vulnerable children will focus on case discovery and linkage to HIV treatment among undiagnosed children living with HIV, on achieving better health outcomes through HIV viral load suppression and establishing interpersonal, family and community norms to achieve HIV and violence prevention (9 to 14-year-old children).

Duration of employment: form date of employment up to September 30, 2021 with high possibility of  extension based on performance and availability of fund.

POSITION SUMMARY

The Senior Grant and Finance Officer is responsible for ensuring prime contract compliance and for managing CVDA agreement with donors (Mary Joy and MENA). Overall, the role of the position holder is to ensure all MENA & Mary Joy requirements/conditions agreement signed with CVDA, are maintained including all cost principles, cost share requirements, VAT requirements, reporting requirements, audit requirements, documentation of the activities. Detail essential functions are discussed below.

 Planning and Reporting:

  • Facilitate and review budget request and release.
  • Develop and review budgets for the mainstream, to donor specific standards and CVDA generic templates and guidelines / Donor regulations.
  • Coordinate regular Joint Invoice Review Meeting with project staffs and consolidate project activity status in each project area and inform for right decision making.
  • Following Joint Invoice reviews, prepare monthly budget variances and burn rates/ Activity Status Report and regular budget performance updates to inform decision making and support the preparation of the donor budget realignments and re-direction.
  • Produce financial and physical report as per USAID( MENA and Mary Joy) requirement and submit for CVDA executive director monthly, quarterly and annual bases 3, 5 and 7 days before the deadline respectively.

Asset and Financial Management:

  • Maintain and update the project asset register, plus tracking of the assets within staff’s respective custody.
  • Prepare monthly the project financial reports and communicate the expenditure trends / burn rates to Executive Director in accordance to donor requirements and CVDA financial policies.
  • Prepare for financial audits and closeouts; and Implement Audit findings and Recommendations.
  • Leverage CVDA Finance and program to develop internal control structures that ensure compliance to donors and CVDA policies and procedures.
  • Prepare and submit of VAT return requests, tax reporting and relevant documents of taxation.
  • Ensure establishment of Mary Joy and MENA project file in both hard and electronic version.

Staff monitoring & Capacity Building  

  • Develop project site specific   monitoring plan based on the type of intervention.
  • Conduct staff capacity assessment, develop staff development plan, implement and monitor the effectiveness of the capacity building plans using evidence-based indicators.
  • Closely work with CVDA management team and facilitate the implementation of staff development plan 

Audit and Compliance Requirement:

  • Ensure internal, external, audit and compliance requirement of donors as CVDA  fulfilled.
  • Ensure local regulation and CVDA compliance requirement is cascaded to staff and implemented in accordance.

Others:

Implement other activities tasked by the Immediate Supervisor and leadership of CVDA .

REPORTS TO:    Admin and Finance head

MINIMUM HOURS OF WORK: 40 hours per week

Job Requirements

MINIMUM EDUCATION AND EXPERIENCE REQUIRED:

  • BA/MBA  in Financial Management, Accounting, Business Administration or related field and 10/6 years of experience in relevant work respectively.
  • Experience with USAID projects is strongly preferred

Special Skills Required

  • Demonstrated experience leading grants under contract.
  • Negotiation, communication and interpersonal skills.
  • Proficient in the Microsoft suite of office products.
  • Fluency in written and spoken English.
  • In-depth knowledge of grant and contract management.
  • Understanding of systems audit and articulating clear practical recommendations.
  • Understanding of Monitoring and Evaluation.
  • Good personal organizational skills.
  • Ability to work within a multicultural setting.
  • Willing to travel extensively within and outside the region.
