Background
**The Center for International Health, Education and Biosecurity (CIHEB)-Kenya is a local non-governmental organization collaborating with the Ministry of Health and County Health Management Teams to strengthen health systems for improved quality of health care in Kenya. CIHEB-Kenya is collaborating with the county governments of Mombasa, Kilifi, Kwale, Taita Taveta, Machakos, Makueni, Kitui, Nairobi, Kisumu and Migori to support the implementation and expansion of high quality, sustainable and comprehensive HIV prevention, care and treatment programs with funding from the President’s Emergency Plan for AIDS Relief (PEPFAR).
Job Summary
The Senior Grants and Contract Manager (GCM) will provide overall technical support in the management of sub-grants, facilitate training in program and finance management to sub-grantees, support sub-partners on sub-grant management and assist in reviewing sub-grants agreements. S/he will be responsible for ensuring compliance with CDC rules and regulations, and legal and regulatory requirements governing the award. The GCM will oversee the overall compliance in the activity implementation from the development of work plans and budgets, reporting, sub granting, and budget administration as assigned by the PI and PD or his/her designee. The GCM will be involved in developing and embedding best practices to comply with donor financial rules, supporting donor proposal budgeting, analysis of institutional income, donor contract expenditure tracking, monitoring and providing management information on key risks, contributing to the implementation of improved financial systems and processes to facilitate better donor reporting and compliance.
Duties and Responsibilities
- Support the development of sub-grants Scopes of Work in coordination with the PI and PD
- Lead review and approval of sub grantee work plan and budgets
- Provide trainings to sub-grantee on USG compliance and reporting
- Support the development of transition plans
- Lead analysis of sub-grantee reports, risks and ability to take on more
- Lead audits of sub-grantees
· Ensure grants comply with Rules and Regulations governing the funding and reporting procedures employed in the creation of Sub-awards and UMB policies.
· Ensure that Sub-awardees are compliant in terms of reporting requirements as laid out in the Sub-Award Agreement. This may involve hands-on assistance and training;
· Prepare the Certified monthly, Quarterly Expenditure Reports and Advance Requests as required by the Sub-Award Agreement;
· Act as CIHEB-K liaison with all Sub-awardees.
· Prepare periodic updates on the Sub-awards for CIHEB-K management. The dates for such reports shall be provided by program management;
· Setting up of an accounting and reporting system for the Sub-awardees, and the training of Sub-awardees personnel when there is need;
· Act as CIHEB-K liaison with all Sub-awardees, and assist in solving problems that may arise during the initial phase of setting up the Sub-award, and through the lifespan of the Sub-award;
· Prepare periodic updates on the Sub-awards for CIHEB-K management. The dates for such reports shall be provided by program management;
· Where necessary, assist with the setting up of an accounting and reporting system for the Sub-awardees, and the training of Sub-awardees personnel;
· Supervise the grants accountants
· To ensure consistent adherence to CIHEB-K/Funder policies and procedures as well as GoK rules and regulations for clear functioning of the Sub award management.
· Ensure that CIHEB-K assets are managed and used according to CDC /CIHEB-K regulations.
· Perform other duties as assigned by the Director of Finance & Administration and Program Director.
Qualifications:
· Master’s degree in Business, Procurement, Accounting, Finance, Management, Auditing, Economics or related field.
· A minimum of 6 years’ experience in the NGO sector in Senior Grants/ Compliance Management positions.
· In-depth understanding and experience of working with proposals and contracts from institutional donors.
· Experience of complex planning and budgeting processes including the ability to provide clear guidance on donor policies and procedures.
