BUT DE LA POSITION:**

The Senior Health Advisor takes overall responsibility for the design, strategic direction, quality improvement and coordination of Save the Children’s work on Health and Nutrition programming in the Niger Country Office; leads on Health programme representation and fund-raising as well as on the implementation and design/re-design of Save the Children’s strategic objectives. The Senior Health Advisor contributes to the national/global learning and advocacy and ensures the coordination and mainstreaming of Protection, FSL, WASH (water sanitation and hygiene) and HIV/AIDS into the Health and Nutrition programmes. The Senior Health Advisor further ensures quality in the clinical interventions of Save the Children health programs in the Country including capacity building of the health teams, supervision and monitoring. The Senior Advisor serves as the line manager for three technical specialists on the program team. As a senior member of the programme development and quality (PDQ) team, the Senior Health Advisor is responsible for leading and overseeing the development and delivery of high quality, innovative, cost effective programmes in Health and Nutrition both in the emergency as well as long-term development, resulting in immediate and lasting change for children. The Senior Advisor is expected to provide technical advice, capacity building and coaching to project staff to ensure programming objectives are successfully achieved. They are responsible for initiating and taking technical leadership in Health and Nutrition focused studies, documentation and dissemination of innovation and good practices as well as on leading on policy research and advocacy on Health and Nutrition through networking and collaboration with the Ministry of Public Health (MPH) relevant civil society organisations and other institutions. It is essential that this post-holder take on a leading role in establishing, maintaining and expanding national partner and donor relations for the sector and build strong working relationships with the government and Save the Children regional and member staff.

Leadership

· Under the supervision of the PDQ Director, lead technically on the Health portfolio, including ensuring external leadership and representation on behalf of Save the Children.**

· Lead the Health and Nutrition PDQ team **

· Lead in engaging the Health, Nutrition, WASH and other Technical Advisors in member and regional offices during the design, development and evaluation of programs and projects, advocacy messaging and initiatives, and of quality, evaluative and monitoring tools.**

Programme Development, Strategic Planning and Fundraising

· Lead the development, adoption, and/or revision of the thematic strategy for Health and Nutrition in programme and policy designs in line with Save the Children’s Country Strategic Plan for Niger,

· Lead in developing and realising ambitious yet practical Health and Nutrition plans as part of the Country Annual Plans,

· Grow Save the Children’s Health and Nutrition portfolio sustainably and strategically by working together with PDQ, Business Development Manager (BDM) and operations teams to initiate and design high quality, cost-effective, innovative and sustainable project proposals and concept notes for the sector,

· Develop and update the Health and Nutrition strategy, ensuring consistency with Global Health and Nutrition Initiatives, and with Save the Children’s theory of change,

· Advise the field programs customize their Health and Nutrition annual operations plans in line with the Country Office’s strategic plan.**

· Identify, analyse and prioritize Health and Nutrition related funding opportunities for the country office in collaboration with the PDQ Director, and the BDM; proactively seeking information on potential donor and potential key partnerships with the MPH and national organisations for future opportunities.

· Seek strategic linkages, wherever applicable, with other thematic areas of the Niger programme i.e. child protection, education, gender and child poverty and child rights governance (CRG) for developing integrated programmes for difficult to reach children in Niger **

Programme Quality

· Overall responsible to ensure the programme quality of Save the Children’s Health programming,

· Lead the continuous assessment of Health and Nutrition needs and ensure that these are appropriately reflected in sectoral strategies and programmes,

· Work collaboratively with other sectors on ways to integrate Health and Nutrition with other Programmes, where relevant, in order to maximize impact for children and families,

· Conduct regular visits (~50% of time) to the field offices to coordinate with field managers and staff,

· With Health and Nutrition Programme Managers and the Monitoring, Evaluation, Accountability and Learning (MEAL) team, collaborate on the development of tools to monitor and improve the quality of health and nutrition work. Where necessary provide technical training for project staff and partners as required (e.g. newborn child survival focus, community health workers, care and support, monitoring tools, programme quality tools, etc.),

· Lead the process of lessons learning to ensure high quality programming, with support from the MEAL team, coordinating the collection of documentation across all the programme areas,

· Improve/strengthen the coordination of Save the Children’s work with the MPH, and other Health and nutrition actors,

· With the Operations field staff and Awards Management Unit, ensure reports to donors are of the highest quality, that there is alignment between the narrative and financial, and that they are submitted in a timely fashion,

· Ensure recognized international best practices and Save the Children policies are applied in all of our health and nutrition work,

· Ensure program products and learning are maintained within the Save the Children country program,

· Where external consultants (local or international) are required to technically support or monitor and evaluate projects, lead the recruitment and subsequent management of contracted consultants as per the recruitment guidelines and Terms of Reference, and

· Analyse and provide feedback on programme implementation to ensure gender equity and adequate child participation, integrated approach and efficiency.

Technical Assistance and Capacity Building

· Lead the development and implementation of relevant and sustainable capacity building strategy for field and area teams on Health and Nutrition in coordination with the operations teams,

· Provide technical guidance and inputs where relevant to the PDQ and operations teams and consortium partners and conduct technical review of donor reports to ensure that the reports are of high quality from a technical point of view as per expectations in the project proposals,

· Assist the PDQ team to enhance the capacity of operations teams (e.g. programme/project managers) in developing appropriate systems for documenting and storing relevant information/data needed for donor and member reporting,

· Provide elaborations and as required directions and trainings to managers in operations teams involved in delivering projects focusing on appropriate approaches and methodologies; conceptual and practical frameworks; standards and tools for effective and quality delivery of health programmes.

Monitoring and Evaluation, Accountability and Learning (MEAL) (10%)

· Work closely with the Head of MEAL, and MEAL Manager and take a lead in ensuring that all Health and Nutrition projects and components have robust monitoring plans, baselines, reviews and evaluations in line with project designs and donor guidelines,

· Technically assist the PDQ team in measuring achievement and progress towards program goals and results through the MEAL system,

· Facilitate appropriate dissemination of research findings and good practices documentations in the projects internally and externally to donors, governments, consortium partners where possible and other key actors strategic for immediate and sustainable development of children in Niger,

· Regularly analyse the data in the indicator performance tracking table (IPTT) for each grant and take appropriate actions to support programme implementation is on track for achieving the agreed targets,

· Collaborate with the MEAL team for setting up accountability mechanism at health facilities and project/programme levels and ensure follow up on implementation of such mechanism by the team in the field,

· With Child Safe-guarding Focal Points, review and monitor programmes for child safeguarding issues. Take corrective action in modifying programme activities and/or report incidents.

· Ensure active dissemination of programme findings and lessons learned through the production of high technical quality lessons learned documents and their effective dissemination to key stakeholders,

· Work with technical resources among Save the Children members to facilitate sharing and learning in Health and nutrition good practices and leverage their support for strengthening health related studies, assessments, innovations, advocacy and capacity building in favour of children in Niger

Health and Nutrition Information Management

· Ensure that Health and Nutrition Information from Save the Children’s operational areas are collected, and submitted monthly both internally, and externally with the Provincial MoH and National MOH and sub and national health and nutrition clusters using the recommended reporting tool

· Ensure appropriate and timely support is provided for the field office to properly implement the recommended DHIS 2/IMPACT, Integrated Disease Surveillance and Response (IDSR), and Early Warning System.

Representation and Advocacy

· Represent Save the Children in all relevant internal and external fora including donor meetings (as appropriate) related to Health and Nutrition,

· In collaboration with MEAL and field teams, ensure Save the Children’s Health programs operational presences are regularly updated with the respective Health Clusters,

· Together with the head of Advocacy and the PDQ director, identify and prioritise representation and advocacy roles in Health and Nutrition in which Save the Children should actively participate or take a leading role; these include ensuring that Save the Children is represented on the MPH led Technical and Financial Partners group, and all relevant health/nutrition related clusters, and Health and Nutrition Technical Working Groups and other national-level technical meetings,

· Advice Health PMs on active involvement in sub-national Health coordination, and TWG meetings in Save the Children Operational Areas,

· Establish and maintain a sectorial NGO and Government network, maintain a clear understanding of who is doing what and where

· Leverage donor interest and government policies for the most deprived children in Niger in both emergency and development situations through targeted advocacy/key messages

· Identify and capitalise key opportunities and events for Save the Children to share innovations, lessons-learned and results,

· Engage with the Ministry of Health, Government of Niger and other stakeholders on national policies, strategies and other initiatives and developments,

· Highlight critical intersections with child protection, nutrition, education, WASH and food security/livelihoods,

· Regularly assess and communicate the implications for Save the Children’s programme and priorities of any changes in the operating environment relevant to this theme in close collaboration with the relevant stakeholders

· As appropriate, work closely with the Advocacy and Communication teams, to clearly articulate the priority advocacy messages for children’s health in Niger,

· Contribute to policy briefs and position papers as and when required related to the Health programme in coordination with other sectoral TSs, this may require technical collaboration with other technical Specialists within the country office or within the SC Members,

· Represent and advocate for Save the Children with UN agencies, donors, Government of Niger, NGOs and others at the highest levels in both verbal and written communications to ensure Save the Children is seen as the lead international agency in terms of innovation and quality of Child Survival, and Mother and Child Health programming,

· Participate in and contribute to SC Global Initiative activities for Health and nutrition as relevant.

Operations support

· Technically support the Operations Health and Nutrition PM for Health and Nutrition Programs start up, implementations, recruitment, reporting as well as field visits,

· Technically support the Ops team during emergency responses, emergency team deployments as well as rapid response missions,

· Technically support and work with Save the Children’s Emergency Health Unit (EHU) whenever they are deployed to the Country Office.

Other

· Participate actively in PDQ programme meetings, planning and review activities, providing enhanced insight into health programming.

· Actively participate in key relevant internal meetings such as Programme Review Meetings, Senior Management Team or Area-based meetings as required.

· Participate in any Donor visit to project(s) within the country office portfolio, as required.

· Ensure the recruitment and training of health programme staff in technical areas of expertise as appropriate and ensure availability of appropriate professional development opportunities.

· Input and lead with Supply Chain the rapid and timely delivery of medications, medical supplies and logistics

· Perform any other tasks as required by the supervisor and the role

QUALIFICATIONS AND EXPERIENCE:

  • A medical professional preferably medical Doctor with a Master’s Degree in public health, or equivalent and relevant field with strong nutrition programming back ground.
  • Significant professional experience, at least 7 years, working at a senior managerial level in Health and/or nutrition for international NGOs, government or the private sector in Africa context and previous exposure to Niger country context will be an asset.
  • Knowledge of current global and regional public health debates especially with reference to “child and newborn health” and emergency obstetric care and nutrition.
  • Recommended a minimum of five years of relevant technical experience including at senior level position, managing teams
  • Proven experience of developing and managing high quality, innovative and cost-effective technical Health and nutrition projects in fragile and insecure environments, preferably in the Niger context and with International NGOs
  • Proven experience and skills in research and advocacy and influencing institutional, private and/or corporate donors and writing up high quality donor reports
  • Experience of working with local/national governments and capacity building of systems, partners and staff
  • Ability to extensively travel for project monitoring and provide on-site technical support to field teams
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Highly developed cultural awareness and ability to work well in an international and matrix management environment with people from diverse backgrounds and cultures
  • Strong results orientation, with the ability to challenge existing mind-sets.
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in

· Experience of preparing successful funding proposals for donors

· Technically support and work with Save the Children’s Emergency Health Unit (EHU) whenever they are deployed to the Country Office.

Other

· Participate actively in PDQ programme meetings, planning and review activities, providing enhanced insight into health programming.

· Actively participate in key relevant internal meetings such as Programme Review Meetings, Senior Management Team or Area-based meetings as required.

· Participate in any Donor visit to project(s) within the country office portfolio, as required.

· Ensure the recruitment and training of health programme staff in technical areas of expertise as appropriate and ensure availability of appropriate professional development opportunities.

· Input and lead with Supply Chain the rapid and timely delivery of medications, medical supplies and logistics

· Perform any other tasks as required by the supervisor and the role

QUALIFICATIONS AND EXPERIENCE:

  • A medical professional preferably medical Doctor with a Master’s Degree in public health, or equivalent and relevant field with strong nutrition programming back ground.
  • Significant professional experience, at least 7 years, working at a senior managerial level in Health and/or nutrition for international NGOs, government or the private sector in Africa context and previous exposure to Niger country context will be an asset.
  • Knowledge of current global and regional public health debates especially with reference to “child and newborn health” and emergency obstetric care and nutrition.
  • Recommended a minimum of five years of relevant technical experience including at senior level position, managing teams
  • Proven experience of developing and managing high quality, innovative and cost-effective technical Health and nutrition projects in fragile and insecure environments, preferably in the Niger context and with International NGOs
  • Proven experience and skills in research and advocacy and influencing institutional, private and/or corporate donors and writing up high quality donor reports
  • Experience of working with local/national governments and capacity building of systems, partners and staff
  • Ability to extensively travel for project monitoring and provide on-site technical support to field teams
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Highly developed cultural awareness and ability to work well in an international and matrix management environment with people from diverse backgrounds and cultures
  • Strong results orientation, with the ability to challenge existing mind-sets.
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
  • Ability to present complex information in a succinct and compelling manner

· Experience of preparing successful funding proposals for donors

  • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
  • Fluency in English and French, both verbal and written, required
