The anticipated USAID-funded Attain & Sustain 95-95-95, Prevent New Infections and Reach all Populations for Epidemic Control (ASPIRE) will be designed to, over 5 years, reduce HIV incidence and AIDS-related mortality in pursuit of epidemic control in Eswatini in alignment with GKoE’s vision of an AIDS-free generation by 2022 and the National Multisectoral HIV and AIDS Strategic Framework 2018-2022.

Position is contingent upon receipt of donor funding and will be based in Eswatini.

Job Summary:

Provide technical leadership to the Human Resources (HR) Team for functional areas including recruitment, employee relations, benefits administration, compensation, and HRIS by developing, implementing and evaluating maintenance and improvement programs as they relate to the continuous operation of the organization’s HR platforms.

Duties and Responsibilities:

  • Coordinate FHI 360’s recruitment process and work with team members to ensure a smooth process flow from identification of a vacancy to the filling of that vacancy.
  • Develop new or enhance existing HR and Administration systems, processes and procedures in consultation with Management and regional HR and Finance Partners.
  • Develop new position descriptions and maintain all job descriptions for the office.
  • Ensure conformity with recruitment requirements and compliance with the rules and regulations.
  • Provide regular briefings to country leadership, including the status of recruitment, training, leave balances, etc.
  • Coach and mentor on HR functions, to include assessing and identifying development opportunities that strengthens HR’s role in the organization.
  • Maintain a thorough awareness of developments in labor laws and legislations and advise management accordingly.
  • Make periodic visits to field offices, and from time to time, to its partners or implementing agencies, to provide human resources, and build the capacity of partners.
  • Study and analyze market and data trends and uses this information to formulate, implement, document, and evaluate processes, systems or programs.
  • Ensure day-to-day operations of HR-related functions are addressed in a timely, efficient, and proactive manner.
  • Perform other duties as assigned by management.

Minimum Requirements:

  • Human Resources Management degree, BS/BA degree in Business Administration, Social Sciences or its recognized equivalent with 5 – 7 years of relevant experience.
  • Or MS/MA degree in Business Administration, Social Sciences or its recognized equivalent, and 3 – 5 years’ relevant experience.
  • Minimum of 3 years’ supervisory experience of HR management in the not-for-profit sector is required.
  • Working knowledge of in-country employment regulations, e.g. Eswatini labor/employee relations statutes and capacity to apply them to FHI 360 Eswatini.
  • Familiarity with multiple program (i.e. donor) regulations on HR and Administration, including etc.
  • Familiarity with donor-funded human resources administration, recruitment, remuneration, severance, etc regulations is required. Particular experience with USAID is an advantage.
  • Excellent analytical, interpersonal and computer (Excel and spreadsheet) skills are required.
  • Demonstrated success in multicultural environments is required.
  • High degree of proficiency in written and spoken English communication, including presentation and training skills.
