MSA seeks a talented professional with exceptional experience in monitoring, evaluation and learning in international development projects to join the team in the position of Senior Learning Specialist based in Dakar, Senegal. As a key member of the project’s Monitoring, Evaluation, Research, Learning, and Adapting (MERLA) team, the Learning Specialist will implement and enhance the current system for gathering, interpreting and managing multiple forms of information and resources necessary for successful project implementation and market systems learning. S/he will also work with the M&E and program teams to implement a learning agenda and to ensure that information is shared and transformed into readily available knowledge that supports effective decision-making. S/he will also work with the project team and home office support to conduct discrete learning activities and studies.

Specific responsibilities include:

· Design, implement, and adapt a learning agenda that supports project and market-systems based learning

· Play key role in designing and supporting quantitative and qualitative research for evidence-based learning

· Organize and support learning workshops and events based on findings and lessons learned for stakeholders, in order to facilitate collaborative learning internal and external to the project team

· Build capacity of the program staff to integrate learning into their work

· Contribute to knowledge and learning products including research publications, learning briefs, fact sheets, success stories, and case studies

· Identify key accomplishments, learning opportunities, and findings to highlight through communications channels and products in order to increase the accessibility and use of project information

· Support the MERLA Team on data collection, analysis, and reporting processes, including story-telling with data

· Support the Communication Specialist in preparing high-quality learning reports

Required qualifications:

· Master’s degree and 6 years of experience or bachelor’s degree and 8 years of experience; or equivalent combination of education and experience

· Excellent writing and oral communication skills

· Excellent analytical skills, including prior experience in research and analysis

· Excellent knowledge of MS Word, Outlook, PowerPoint, Excel

· Prior working experience with SPSS, Stata or SAS preferred

· Demonstrated ability to manage production of quality reports within tight timeframes

· Ability to multi-task

· Ability to work well with others (colleagues, contractors, and project partners)

· Ability to listen and communicate well both verbally and in writing

· Ability to work independently

· Attention to detail and accuracy Fluent in French; fluency in English highly preferred
