The Legal Analyst will conduct analysis on all legal and regulatory aspects required on the Feasibility Study and across the UAV value chain. The Legal Analyst shall identify and analyze relevant laws and regulations by site,sector/segment, which shall include analysis and recommendations related to compliance,authority points of contact, and primary sources/links to relevant laws and regulations.

RESPONSIBILITIES

  1. Analyze the legal and regulatory conditions, including aerial logistics and/or healthcare regulations that could be beneficial or detrimental to Client operations.
  2. Identify potential challenges or barriers U.S. suppliers could face in supplying the Project and/or leveraging the Project to access new markets (i.e., import restrictions, lack of required regulatory approvals or licenses, tariffs, etc.), with recommended actions on how each could be overcome, and by whom.
  3. Conduct an analysis of legal and regulatory considerations for each defined sector or segment identified in each expansion site market, developing a Legal and Regulatory Analysis report.
  4. Inventory, analyze, and prepare a narrative description of the relevant legal and regulatory conditions, requirements, and procedures that would impact operations at each expansion site, with specific recommendations for each site. This shall include consideration of the following:
  • Laws and regulations related to land ownership, acquisition, lease, property rights, etc.
  • Laws and regulations related to public sector procurement, payment, and partnerships;
  • Laws and regulations related to taxes, administrative fees and requirements;
  • Laws and regulations related to construction, permitting, etc.
  • Laws and regulations related to aerial operations and licensing.
  • Laws and regulations related to business licensing and registration, including related to security licenses or use of third-party security Contractors.
  • Laws and regulations related to medical and health sector governance, standards, licensing, restrictions, inspections, etc.
  • Laws and regulations related to labor and employment, including payroll taxes, insurance requirements, etc.
  • Laws and regulations related to procurement, including requirements related to local content, import tariffs/duties, requirements for competitive procurements, etc.

REQUIREMENTS

  1. At least 5 years of experience in conducting legal and regulatory analysis in Nigeria and Ghana.
  2. Knowledge of the UAV space in Nigeria and Ghana would be ideal. However, knowledge of the UAV space in emerging markets is suitable.
  3. Experience in liaising with government and private sector stakeholders in emerging markets.
  4. Experience conducting legal and regulatory assessments within periods or locations of uncertainty (eg. countries with debt default, countries with upcoming elections, etc)
