JOB TITLE: SENIOR LOGISTICS AND PROCUREMENT OFFICER
DEPARTMENT: Logistic and supply chain
BASE LOCATION: Mogadishu. Travel and support other offices including Garowe, Hargeisa and satellite field offices GRADE: Grade E. STEP 5
CONTRACT LENGTH: 12 Months (renewable)
REPORT TO: Operations Support Manager
LINE MANAGEMENT RESPONSIBILITIES: None
JOB SUMMARY
Under the Leadership of the Operations Support and Security Manager, the Senior procurement and Logistic Officer is accountable and responsible for ensuring that appropriate planning, execution and procurement of goods, services and works are delivered on time. IR value and have principles in the procurement and supply chain in terms of

The officer should endeavor to uphold this principle.
KEY AREAS OF ACCOUNTABILITY
➢ Has a leadership role in conducting all procurement and logistic of the main and field offices. This include property and asset control, supply chain, maintenance, project contractual agreement, fleet management and warehousing
➢ Work closely with Area Coordinators and Managers regarding procurement of services, good, works and consultancies requirements for optimizing purchasing power, generate reports for the donors and implement any strategic adjustments required for effectiveness of procurement work.
➢ Field visit and take responsibility for planning of emergency procurement, implementation and monitoring related to procurement for all country and field level procurement
➢ Receive and analyze all procurement requests, map out services for the project requests, identify providers, receive quotes, map vendor performance regarding quality, prices and delivery of good and services.
➢ Document and follow up with purchase requests through Ax system and keep Area Coordinators, managers and budget holders a head of estimated time of procurement process, delivery and inform of any risks, challenges that may impede timely delivery, and also advises the budget holders on solutions in accordance with purchase order specification and that all goods are in good conditions.
➢ Advise Finance Manager on payment process for all the items and good delivered that appropriate funds are made available for any purchase, ensure that payments are processed timely and adequately, and ensures all documentations such as receipts are received when payment is conducted.
➢ Prepare and process of framework agreement, rental contracts and that finance is made aware for such contracts and payments made on time.
➢ Ensure that appropriate records are kept on asset disposal, and that assets are located accordingly and used or disposed.
➢ Direct and supervises Logistic officers, assistant officers and ensure that all officers delivered their roles and responsibilities with no delay.

Manage, train and supervise procurement and logistics staff dedicated to the above duties and responsibilities.
➢ Regularly maintain and update database of qualified vendors.
➢ Perform such other duties as may be assigned.
SKILLS AND BEHAVIOURS
• Strong written and verbal communication skills in English;
• Proven technical competencies in the design of logistics work plans, procurement plans
• Ability to work with a team in a multi-cultural environment and good team member/leadership;
• Positive approach to problem solving
• Ability to plan for emergency logistics response
• A focus on results, balanced with a sensitive and honest approach to people
QUALIFICATIONS
➢ Master’s degree in Business Administration, Management, Logistics, Procurement or a related field with two years of relevant professional experience; or
➢ University degree in the above fields with four years of relevant professional experience.
➢ Certification in Procurement, Logistics or Supply Chain management is an advantage
EXPERIENCE AND SKILLS
➢ Progressive responsible experience in procurement and logistics operations;
➢ Experience working in complex humanitarian operations, specifically meeting deadlines;
➢ Experience living and working in a conflict environment;
➢ Knowledge of asset management processes and procedures;
➢ Ability to supervise, direct, coach and mentor staff;
➢ Excellent level of computer literacy and good knowledge of SAP/PRISM required
Additional job responsibilities
• Support country level procurement, prequalification process of vendors and reporting on emergency work.
