Service Title: D. Senior Medical Epidemiologist

Place of Performance: Maputo, Mozambique

Embassy Access and Security Level: Level 5 Public Trust

Service Objectives:

Provide technical assistance (TA) to CDC-Mozambique in the area of HIV and TB services. The contractor will provide TA by coordinating, planning, and developing plans for HIV and TB services to ensure that CDC-Mozambique meets its mission and targets.

D.1. Task Requirements (Description of Tasks):

The main tasks assigned under this task order are:

D.1.1 Provide technical assistance in the planning, implementation, monitoring and evaluation of HIV and TB programs in Mozambique.

D.1.2 Recommend / promote / facilitate the maintenance and improvement of standards of HIV and TB services for patients and beneficiaries in Mozambique

D.1.3 Participate in training programs for Government of Mozambique and implementing partner staff and other activities designed to enhance staff skills in HIV and TB services.

D.1.4 Assist CDC/DGHT Mozambique and PEPFAR Mozambique implementing partners (CoAG # GH000151, GH001915, GH001552, GH001545, GH000146, GH001914, GH000917, GH001945, GH000422, GH001074, GH001944, GH000424, GH001073, GH001943, GH000812, GH000918, GH001309, GH000080, GH001186, GH000710, GH001096, GH001116, GH001097, HA06801, GH001552, GH001545, GH000917, GH001074, GH001073, GH000918, GH000080, GH181829, GH181828, GH181827 and any follow-on co-ags) with the development of proposals and work plans for implementing HIV Care & Treatment, including HIV and TB activities.

D.1.5 Conduct site meeting and visits to CDC/DGHT Mozambique and PEPFAR Mozambique implementing partners to assess, monitor, and evaluate implementation of HIV and TB programs against goals and objectives.

D.1.6 Develop program evaluation strategies, methodologies and indicators for monitoring HIV and TB programs in accordance with standard guidelines and protocols

D.1.7 Facilitate dissemination of scientific evidence and findings of program assessments, monitoring, and evaluation of HIV and TB programs to GRM officials, interagency working groups, and CDC/DGHT Mozambique and PEPFAR Mozambique implementing partners.

D.1.8 Make recommendations for future project design, strategy, project management and measure of impact to assist with program planning and Country Operation Plan development.

D.1.9 Provide updated technical information to partners. Respond to requests from Non-Government Organizations, health Care and treatment organizations and medical professionals for information and technical assistance on HIV and TB programs and strategies.

D.1.10 Work with partners to promote the dissemination of appropriate HIV and TB messages and design innovative approaches to enhance HIV and TB services in Mozambique.

D.1.11 Analyze program data related to HIV and TB programs and make recommendations for program improvement. Conducts or provides support for analyses of program data. Provides technical support to CDC technical staff and CDC implementing partners in all phases of the analytical process for projects intending to use analysis of data.

D.1.12 Assists technical sections and implementing partners with planning, designing, and implementing their respective evaluation plans. Takes the lead in managing evaluations and supports findings of relevance for more than one activity. Contributes to and participates in complex studies and assists with performs evaluation assignments that require independent analysis and interpretation.

Task Deliverables (must include a due date/timeframe):

D. 2 Task Deliverables:

Annually – Within 10 business days after the period of performance ends.

Progress report that includes detailed description of activities, meetings attended, and deliverables provided. 5th workday following the end of every month

D.3 Travel Amount

6 trips in country for an estimated 2 days each.

1 trip to U.S. for an estimated 5 days.

Travel needs during option periods will be evaluated at the time of task order renewal.

Minimum Qualifications and/or Certifications:

Education: Medical Degree and a Master’s degree in public health is required.

Experience: Minimum of 7-years’ experience in HIV or TB public health system is required. A minimum of five years of experience working in Mozambique is required.

Language: Fluency in writing, speaking, and reading of English and Portuguese (Level III) is required.
