Job Description

  1. General Purpose of the Job

The Senior M&E Officer (SM&EO) is responsible for guiding the overall M&E strategy and implementation of related activities within the project and via partners, plus providing timely and relevant information to project stakeholders. The incumbent is required to setup the M&E system that ensures effective Programme and project implementation by staffs and partners. This effort needs to be supported through shared understanding of the and appropriate capacity development strategies

  1. Specific Duties and Responsibilities

2.1.    Setting up the Monitoring and Evaluation System

  • Participate in the review and preparation of project log frame matrix, particularly in the areas of the objective hierarchy, Indicators and monitoring mechanisms.
  • Develop the overall framework for project M&E, for example, annual project reviews, participatory impact assessments, process monitoring operations monitoring and lessons-learned workshop.
  • Guide the process for identifying and designing the key indicators for each component, to record and report progress against the project objective
  • Support regional teams in understanding core information needs by different stakeholders and DOT management
  • Review the quality of existing social and economic data in the project area, the method of collecting it and the degree to which it will provide good baseline data for impact evaluation
  • Recruit, guide and supervise organizations that are contracted to implement special surveys and studies when required for evaluating project effects and impacts.
  • Develop a plan and budget for M & E related capacity-building activities.

2.2.    Implementation of M&E systems and strategies

  • Based on the DOT global requirement and programme output and outcome obligations, design M&E data collection tool, process and analysis.
  • Review monitoring reports; analyze them for impact evaluation and to identify the causes of potential bottlenecks, in project implementation.
  • Collaborate with staff and implementing partners on qualitative monitoring to provide relevant information for ongoing project activities.
  • Foster participatory planning and monitoring by training and involving primary stakeholders in M&E of activities.
  • Ensure project monitoring and evaluation arrangements comply with project agreement

Ensure information needs of DOT management, implementing partners and funding agencies are satisfied.

  • Prepare and submit periodic project implementation report timely and with high quality for DOT HQ and government stakeholders.
  • Review existing social and economic data to establish strong baseline for impact evaluation.
  • Develop and design TOR to undertake baseline survey and a needs assessment (as appropriate);
  • Collect compile and analyze reports prepared by staffs and implementing partner and prepare consolidated progress reports.
  • Plan for regular opportunities to identify lessons learned and implication for the projects next steps.

2.3.    Communication

  • Prepare reports on M & E findings, as required, working closely with finance and programme staffs, and implementing partners.
  • Undertake regular visits to the regions to support implementation of the M & E system and to identify where adaptations might be needed.
  • Guide the regular sharing of the outputs of M&E findings with project staff, implementing partners and primary stakeholders.
  • Coordinate and produce regular reports as required by project and programme agreements.
  • Participate in M&E related discussions, meetings, workshops, telecon’s etc. representing DOT Ethiopia and share DOT’s experience

2.4.    HR and General Service Coordination

  • Develop staff capacity based on robust performance review and staff need.
  • Supervise and appraise staff performance directly reporting to you.
  • Develop team spirt among staff horizontally and vertically.

Job Requirements

  • A minimum of Bachelor Degree in project management, business management and Administration, Economics, Marketing, Entrepreneurship and other related fields
  • At least 6 years’ direct experience in result measurement and management;
  • Experience in research, data analysis and management;
  • Experience of working in NGOs, public and private sector development;
  • Experience in urban programmes, youth and women economic empowerment;
  • Proven skills and knowledge in result measurement and management system, tools and approach including problem analysis, objectives and indicators setting, risk management a plus value.
  • Strong analytical and operational knowledge on monitoring and evaluation related market systems.
  • Strong ability to communicate effectively in oral and in writing, work independently and as part of the team, and work effectively with co-workers, partner agencies and the private sectors;
  • Computer proficiency in MS word, excel, and power point other data management tools.
