Senior Performance Monitoring Specialist, USAID/Egypt Services to Improve Performance Management, Enhance Learning and Evaluation Monitoring and Evaluation Support Activity

Proposal Objective:
The purpose of the USAID/Egypt Services to Improve Performance Management, Enhance Learning and Evaluation (SIMPLE) Monitoring and Support Activity (MESP) is to improve performance management at all levels to help the Mission meet Agency requirements, make better informed strategic and management decisions, and advance Agency learning. USAID/Egypt seeks a contractor to execute a host of services to improve the efficiency of programs implemented by the Mission’s Technical Offices. These services include activity/project designs, assessments, evaluations, management information and reporting and mapping. In addition, technical assistance is to be provided to the Program Office to collect and disseminate public information and enhance the quality of data.
Position Description:
SI is seeking a Senior Performance Monitoring Specialist who will lead and manage the technical wok related to performance monitoring under this contract. Among other relevant tasks, the SPME will conduct data quality analyses, lead and oversee the review of M&E plans, and ensure the quality and utility of performance monitoring data.
USAID/Egypt estimates a five-year period of performance for the SIMPLE activity.

Roles and Responsibilities
· Conduct Data Quality Analyses in accordance with ADS 203.
· Lead and oversee the review of project-level M&E plans, and work to ensure the quality and unity of performance monitoring data.
· Support the project Field Monitors by reviewing reporting methods, carry out training needs analyses, design reporting tools, and advising technical offices on ways to improve field monitoring performance.
Qualifications:
· An advanced degree in a relevant field such as international development, statistics, or economics, with academic training in monitoring and evaluation.
· Minimum of ten years of progressively responsible experience in the areas of indicator development, data collection and analysis, data quality assessments, statistical methods and/or performance monitoring and reporting.
· Substantive experience leveraging performance monitoring data for the improvement of ongoing project management.
· Previous experience working in Egypt is strongly preferred.
· Arabic skills preferred.
· Demonstrated skills in project and team management.
