About this opportunity

We have an exciting opportunity for a strong project manager to join our Programs team in Dakar, Senegal. Working closely with our Regional Country Manager, our ideal candidate will have the experience and expertise to represent NRGI at the country level and be responsible for the implementation of our programs in Senegal. There will also be some scope to work on some wider regional aspects of program implementation.

This is a newly created position designed to support the Regional Manager with the operations and direct management of our activities. The successful candidate will have budgetary responsibilities as well as the authority to make decisions. Pending the outcomes of some current grants applications, including with USAID, the Senegal Program could grow giving scope for the Senior Officer to take on further responsibilities such as line management of associates and officers.

You will be joining us at an pivotal moment, as our work and presence is Senegal is gaining momentum, and work for organisation with a strong expertise and reputation in the field of resource governance. You will collaborate with staff, partners and stakeholders across more than 15 countries.

Key responsibilities

You will enhance NRGI’s expertise and presence in Senegal, and take a role of second in command to the Regional Manager. You will embrace and demonstrate our values of: rigor, collaboration, passion, integrity, and impact.

This will involve leading on programs that are designed in collaboration with the Regional Manager, run a portfolio of projects to execute program strategies that deliver value to donors. Working with the country team, you will also engage directly with relevant stakeholders within the sector to influence reform and adoption of leading practices.

You will:

  • Conduct and lead strategic analysis and research to evaluate ecosystem, governance, and progress/status in context of development and change models in Senegal.
  • Lead evidence-translation and grow NRGI body of knowledge in collaboration with NRGI and external partners.
  • Engage at a strategic level in Senegal and publish for impact:
    • Write, review and publish research findings and policy briefs; communicate expert opinion
    • Provide expert advisory / technical assistance; engage in policy dialogue
    • Peer review and contribute towards partner events and publishing
  • Participate in strategic planning & design, ensuring cohesiveness across programs:
    • Provide input and support in strategic, program, and annual planning
    • Provide creative and targeted solutions for addressing gaps and building capacity; and work closely with NRGI staff in the region.
  • Establish collaborative relationships with oversight groups, donors, NGOs, industry and other actors interested in the governance of the extractive industries; including creating opportunities for dialogue across civil society, government and the private sector on priority issues, in collaboration with Extractive Industries Transparency Initiative (EITI) Senegal.
  • In collaboration with region and/or country management and the Development team, build strong donor relations that deliver mutual value and generate sustainable funding.
  • Strengthen NRGI presence in Senegal, shape country norms and deliver gains in the transformation of practices in natural resource governance through effective influencing, advocacy and communication strategies:
  • Effectively use media and communication platforms/tools to reach targeted audiences and generate awareness and understanding that translates into impactful engagement. Monitor and evaluate communications and advocacy efforts to ensure they are having the required impact and are implemented to standard.
  • Personally and proactively engage in communications and advocacy.

Job requirements

Experience & Technical Skills Required

  • Strong relevant work experience and technical expertise, particularly in program management
  • Sound knowledge and understanding of the extractives sector, preferably in the Senegalese context.
  • Very good writing skills and ability to produce content, draft blog posts, reports and other research materials.
  • Knowledge of the Senegalese context, ideally acquired through work experience in-country, and familiarity with relevant stakeholders in the sector, Civil Society Organisations (CSOs) and government representatives.
  • Experience conducting research and data analysis and producing evidence-based materials that support advocacy or policymaking.
  • Demonstrated strong critical thinking and analytical skills including to develop strategies for tackling complex global challenges.
  • Ability to work as a responsive team member, across multiple time zones, as well as independently with minimum supervision; ability to prioritize and handle multiple tasks, with strong attention to detail.
  • Experience engaging with relevant stakeholders including civil society organizations, extractive sector companies, multilateral organizations, and governments from the Global South and North.
  • Experience building relationships and working collaboratively with diverse individuals and organizations in an effective and respectful manner.
  • Excellent English and French language skills, both written and spoken.
  • Willing and able to travel regionally/internationally.

Desirable Skills

  • Demonstrated experience on topics related to this position (extractives, mining oil and gas, the energy transition, anticorruption, natural resource governance, etc.)
  • Demonstrated ability to and experience initiating and developing strategic relationships and influencing key stakeholders at a regional / international level.
