Context:

IOM Libya’s Migration Management Unit (MMU) operates in accordance with IOM strategy to strengthen Libya’s migration policy, legislative, administrative and operational framework to support an all-encompassing approach to migration management. IOM works with relevant governmental agencies, as well as civil society, encouraging inter-agency cooperation and collaboration, as important components of the improvement of Migration Management.

Under the direct supervision of the Chief of Mission (COM), the successful candidate will be primarily responsible and accountable for directing the effective development, management, implementation and coordination of the diverse portfolio of border management, technical cooperation and migration management programmes in Libya.

Core Functions / Responsibilities:

  1. Provide strategic advice and inputs to the CoM on migration management to assist in formulating overall country and mission strategy, policies and approaches.
  2. Direct, manage and assess all aspects of MMU projects in line with IOM and donor standards and requirements, identify operational challenges and viable solutions.
  3. Serve as an expert resource internally and externally in key areas of migration management and governance including border management, labour migration, counter-trafficking and counter-smuggling in relation to both policy and programming.
  4. Establish and maintain liaison with interlocutors in relation to programme implementation and coordination, the promotion of new activities, fund raising, information exchange and institutional cooperation. Relevant counterparts in the field of migration are, inter alia, various national ministries, local authorities and agencies, the European Union (EU) and its institutions and agencies (including the European Border and Coast Guard Agency, and the EU Border Assistance Mission to Libya (EUBAM)), the US Department of State and US Embassy, EU Member State embassies to Libya, Libya based UN agencies and representatives of civil society and academia.
  5. Manage and oversee the work of the MMU including Immigration and Border Management (IBM), Labour Migration units and their capacity building activities, trainings, operations and related activities. Supervise and direct project managers and other programme staff.
  6. Under multi-partner and/or regional initiatives, coordinate activities with other IOM missions and IOM partners, ensuring efficient information exchange, synergy and cooperation, and promote cross border initiatives and forging partnerships.
  7. Oversee the hiring and work of short-term experts and consultants hired under MMU projects in coordination with MMU Programme Managers.
  8. Exercise administrative, operational and financial management responsibility for programmes and projects, including financial/budgetary planning, mobilizing resources and ensuring overall quality control, in compliance with IOM rules, regulations and procedures and in coordination with MMU Programme Managers and the Resource Management Unit.
  9. Oversee, coordinate and ensure all reporting requirements on MMU projects are met in a timely manner, including ad hoc, interim, annual and final reports.
  10. Drive the development and compilation of Capacity Building for Migration Management (CBMM) presentations, talking points and briefings on project activities.
  11. Lead project development and fundraising efforts in close coordination with the IOM Libya Programme Development and Support Unit, Regional Office in Cairo and Brussels and Immigration and Border Management (IBM) Division Headquarters (HQ) and work with other units as necessary to further develop synergies and linking thematic programming in support of broader mission migration priorities for the country.
  12. Ensure programme visibility and communication in coordination with the IOM Libya Public Information Unit, including the preparation of articles, photo reports, visibility products and other related items in line with donor requirements.
  13. Represent IOM and act as an expert resource, presenter and facilitator in conferences, workshops, working group seminars, and other such events in Libya and abroad as directed.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Humanities, International Relations or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience.

Experience

• Experience in managing IBM programmes, national or regional, in a multi-partner environment, funded by the EU, and preferably with an Information and Communications Technology (ICT) component;

• Knowledge of border and migration management policies and strategies in Libya and/or the region;

• Experience in working with governmental institutions and/or international organizations in migration and border management active in Libya and/or the MENA region;

• Knowledge of EU policies, structures and European best practices in border and migration management, in particular of the Integrated Border Management concept;

• Familiarity with IOM financial and business administration as well as procurement processes;

• Knowledge of IOM/UN project management cycle;

• Experience in project development and fundraising;

• Operational working experience in effectively applying technical knowledge concerning immigration and border management issues within national immigration or border entities on the senior management level a distinct advantage.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.

This position is based in Tunis, Tunisia with possible relocation to Libya if and when the situation is conducive.
