Organizational Setting and Reporting

The United Nations Human Settlements Programme, (UN-Habitat) is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. This position is located within UN-Habitat, Office of the Executive Director (OED). Under the supervision of the Chief, Office of the Executive Director and within delegated authority, the Senior Programme Management Officer (Strategic Coordination) will be responsible for the following duties.

Responsibilities

  • Lead review of relevant documents and reports; identify priorities, problems and issues to be addressed and propose corrective actions; liaise with relevant parties; identify and initiate follow-up actions.
  • Lead research on the identification of new and emerging sustainable urban development issues and present analysis of information gathered and reviewed from diverse sources with plausible recommendations.
  • Coordinate policy development; review the assessments of sustainable urban development issues and trends, preparation of evaluations or research activities and studies,
  • Undertake survey initiatives; guide design of data collection instruments; review, analyze and interpret responses, identify problems/issues and prepare conclusions.
  • Supervise preparation of various written outputs, including background papers, analysis, substantial sections of reports and studies, and inputs to publications on sustainable development issues.
  • Make presentations on sustainable development issues at various forums of intergovernmental, governmental, inter-agency, expert or multi-stakeholder nature, as required.
  • Oversee web content and structure for the OED.
  • Lead field missions, including provision of guidance to external consultants, government officials and other parties, including drafting mission summaries on sustainable development issues.
  • Develop and maintain relations with senior officials of member governments and ensure receipt of responses to requests for advice and/or capacity development on sustainable development issues and policies, including leading capacity development missions.
  • Coordinate activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensure preparation of related documents/reports (pledging, work programme, programme budget, etc.) on sustainable development issues for the OED.
  • Ensure effective utilization, supervision and development of staff; Guides, evaluates and mentors staff.
  • Take the lead in task forces, working groups, inter-agency groups, as needed on sustainable development issues.
  • Ensure gender mainstreaming, including in legislation, policies or programmes.
  • Represent UN-Habitat at international, regional or national meetings on sustainable development issues, as required.
  • Manage unit/section both substantively and administratively, as appropriate.
  • Perform other related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in sustainable development, economics, public policy, public administration, finance, law, social sciences or related field. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible work experience in project or programme management , policy-oriented work in a broad range of sustainable development issues. Experience leading cross-functional teams in an international organization is highly desirable. Experience with the preparation of analytical reports, background papers and talking points for senior management is required .

Languages

English and French are the working languages of the UN Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

The United Nations Human Settlements Programme (UN–Habitat) is the United Nations agency for human settlements and sustainable urban development. It was established in 1978 as an outcome of the First UN Conference on Human Settlements and Sustainable Urban Development (Habitat I) held in Vancouver, Canada in 1976. UN-Habitat maintains its headquarters at the United Nations Office at Nairobi, Kenya. It is mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. It is a member of the United Nations Development Group.The mandate of UN-Habitat derives from the Habitat Agenda, adopted by the United Nations Conference on Human Settlements (Habitat II) in Istanbul, Turkey, in 1996. The twin goals of the Habitat Agenda are adequate shelter for all and the development of sustainable human settlements in an urbanizing world.

Since October 2010 the Executive Director is Joan Clos, former mayor of Barcelona and Minister of Industry, Tourism and Trade of the Government of Spain.

The UN-Habitat mandate is also derived from General Assembly resolution 3327 (XXIX), by which the Assembly established the United Nations Habitat and Human Settlements Foundation; resolution 32/162, by which the Assembly established the United Nations Centre for Human Settlements (Habitat); and resolution 56/206, by which the Assembly transformed the Commission on Human Settlements and the United Nations Centre for Human Settlements (Habitat), including the United Nations Habitat and Human Settlements Foundation, into UN-Habitat. The mandate of UN-Habitat is further derived from other internationally agreed development goals, including those contained in the United Nations Millennium Declaration (Assembly resolution55/2), in particular the target on achieving a significant improvement in the lives of at least 100 million slum-dwellers by the year 2020; and the target on water and sanitation of the Plan of Implementation of the World Summit on Sustainable Development, which seeks to halve, by the year 2015, the proportion of people without sustainable access to safe drinking water and basic sanitation. Through Assembly resolution 65/1, Member States committed themselves to continue working towards cities without slums, beyond current targets, by reducing slum populations and improving the lives of slum-dwellers.
