Women’s Hope International (WHI) is an international aid organization based in Switzerland. Project Manager – Somali Region of Ethiopia

 

Role & Responsibilities

Working as a senior member of a local team the Project Manager manages the implementation and coordination of the designated health project. Providing team leadership, overall management, security and risk management, ensuring monitoring and seamless reporting of the respective WHI project. The Project Manager also plays a key role in the liaison with local partner organizations, local authorities and other relevant stakeholders.

Project Overview

The expected outcomes of the project are:

improved access, demand and use of high quality maternal and newborn health services supported and governed by the community in two districts in the Ethiopian Somali Regional State, Doolo Zone.

The project is implemented in close partnership with the Ethiopian Somali Regional State Bureau of Health and the Organization for Welfare and Development in Action (OWDA).

The region is regarded as “fragile” in the context of chronic and cyclic food insecurities and security risks. This might influence the course of the project with the need to incorporate disaster relief aspects.

Key Activities

Project Management

  • Initiate and oversee the overall implementation of the project in accordance with the proposal ensuring objectives are met with the required period and budget.
  • Support members of the project team in their day-to-day decision making as requested.
  • Ensure regular monitoring and assessments against project objectives including the timely reporting.

Representation

  • Develop and maintain relationships with relevant stakeholders and represent WHI at relevant meetings, in order to facilitate and ensure cooperation and partnerships.
  • Actively participate in relevant local networks or task groups on relevant issues.

 Financial Management

  • Lead the annual budget and planning process within the given overall direction of the project and budget.
  • Monitor the expenses of the project to ensure they are in line with WHI and donor guidelines for financial accounting and reporting.

Staff Management

  • Ensure that all personnel related issues for the project staff are carried out in accordance with WHI guidelines. This includes recruitment, appraisal, objective setting, development and training, disciplinary action, etc.
  • Hold regular team meetings and develop and build an effective team.
  • Promote the health and security of the project staff.

Security Management

  • Monitor and review the security status of the area of operation on a regular basis.
  • Ensure all staff members and all visitors receive appropriate briefings and ongoing training of security related aspects.
  • Ensure security plans and protocols for the area are updated and implemented.

Quality Management

  • Ensure project is implemented in-line with donor requirements and with international standards.
  • Regularly assess and provide feedback and recommendations on the quality of the project during field visits and at other relevant times.

Workplace & Conditions

  • Jigjiga, the capital of the Somali Regional State, Ethiopia.

Starting Date

  • As soon as possible, for 12 months with possible extension.

Duration

  • Full time position with an initial 12-month contract that may be extended for the duration of the 3 year project.
  • WHI has a long-term vision to work in the region with opportunities to develop further projects.

Job Requirements

Qualifications and Requirements

  • At least a master’s degree in public health, preferably in the area of Reproductive and Maternal Health.
  • 4-year post-qualification experience in a management position.
  • Several years of experience implementing health projects (humanitarian or developmental), preferably in a fragile context in Africa.
  • Advanced planning, assessment and analytical skills. Leadership and project management skills.
  • Experienced in managing project budgets and forecasting expenditure
  • Excellent representation, networking and negotiation skills.
  • Ability to work both independently and within a team, excellent facilitation skills, sensitivity for gender and social equity and local culture.
  • Ability to work in insecure settings and under pressure.
  • Strong identification with WHI’s mission and vision statement.
  • Language skills: Excellent written and oral proficiency in English and Somali desired.
