Context:

Under the overall direction and supervision of the Regional Director and the direct supervision of the Senior Regional Policy and Programme Coordinator, and in close coordination with all the Regional Thematic Specialists at the Regional Office for East and Horn of Africa in Nairobi, as well as the Chiefs of Mission of Ethiopia, Somalia, Djibouti and Yemen, the Senior Regional MRP Coordinator (Regional Migrant Response Plan (MRP)) will be responsible for the overall management of the Regional Migrant Response Plan (MRP), including regular planning, implementation, monitoring, and evaluation, financial monitoring and coordination with IOM Country Offices (COs) and the partners of the MRP.

Core Functions / Responsibilities:

MRP Coordination

Provide overall coordination of the MRP core functions and responsibilities as set out below:

MRP Annual Planning Cycle and Implementation

  1. Oversee all MRP-related activities within the relevant areas of responsibility; ensure coherent and coordinated responses which are in alignment with the MRP framework and action plans, IOM strategies and frameworks, and policies of the Organization.
  2. Provide coordination and technical input for the review, design, and development of the MRP response framework, including both the humanitarian and development interventions at the national and regional levels.
  3. Facilitate overall operational coordination and support the effective delivery of humanitarian and development activities by the MRP partners; implementation of preparedness actions (e.g., contingency plans), and strategic planning and programming of response and guide MRP partners on a range of operational issues.
  4. Oversee the development and implementation of the annual programming cycle for the MRPand relevant action plans, including inter-agency collaboration for joint needs assessments, consultations, review and validation processes, and submission to the Global Humanitarian Overview and the IOM’s Global Crisis Response Platform (GCRP).
  5. Identify relevant emerging issues and provide input on contingency planning processes regarding potential humanitarian emergencies and promote MRP partners’ presence and highlight core migration crisis management and transition/recovery issues as well as inter-agency response capabilities across the Eastern Migration Route.
  6. Provide overall guidance to MRP partners at country levels on establishing and maintaining the linkages of the MRP in the relevant coordination mechanisms and frameworks including the Humanitarian Response Plans and the United Nations Sustainable Development Framework e.t.c. to ensure effective implementation and successful integration and sustainability of the MRP framework.
  7. Provide support to MRP partners to strengthen research, evidence, and knowledge generation by working with the Information Management Working Group (IMWG )partners to oversee the collection, analysis, and sharing of data on mobility patterns and figures, routes, protection-related needs, and vulnerabilities of migrants along the Eastern route to effectively inform responses, provide risk-informed and gender-sensitive analysis and respond to emerging trends.

Partnership Building/Inter-Agency Coordination

  1. Promote effective inter-agency coordination at, and between, regional, national, and subnational levels for effective delivery of the MRP objectives and Action Plans through the MRP working groups (MRP Regional Coordination Committee, the MRP Migrant Protection Working Group, the MRP information Management Working Group) and other existing relevant coordination platforms such as the UN Networks of Migration, Regional Child Protection Network, Regional gender-based violence (GBV) working group, Mixed Migration Task Forces, National Coordination Mechanisms, etc) to facilitate collaboration, strategic partnerships, alliances and policies information-sharing, and decision-making on important issues and follow-up actions.
  2. Represent the MRP in relevant inter-agency working groups and participate in task forces within established inter-organizational bodies and networks towards developing common programming principles, joint advocacy approaches, and joint programmes.
  3. Promote and facilitate internal IOM cooperation and synergies across the relevant thematic areas and programmes in the emergency and post-crisis field and regularly update and collaborate with Regional Office (RO) team colleagues including Regional Thematic Specialists (RTSs) and Regional Project/Programme Managers (RO/PMs) on the progress of the MRP.
  4. In collaboration with the existing working groups and coordination platforms for the MRP, facilitate the development and implementation of a capacity-building programme support the MRP partners’ capacities and programme development in key thematic areas including, amongst others, mainstreaming migrants’ needs into humanitarian response plans, enhancing the protection response, strengthening the humanitarian development and peace nexus and strengthen collaboration, feedback, and information sharing and move towards improved outcomes.

Monitoring and Evaluation

  1. Provide guidance on the monitoring and evaluation (M&E) system and ensure that relevant information is available to update baselines and progress of the Plan, ensure that periodic monitoring requirements are conducted, proactively crosscheck information gathered with partners at the regional level for validation and disseminate information to MRP partners and conduct a mid-term review of the MRP, including surge capacity or staff exchanges based on the analysis of the situations.

Enhancing the Humanitarian Development Peace Nexus

  1. Work with governments and local partners to address the multiple vulnerabilities comprehensively, offer solutions for the drivers of migration through providing support and leveraging the multisectoral capacity of partners through existing strategic frameworks to work towards the humanitarian-development-peace nexus, maintaining a balance between the immediate, life-saving humanitarian assistance and longer-term responses directed towards resilience and durable solutions. Ensure regular updates on funding gaps and funds received, targets reached are uploaded onto the Global Humanitarian Overview (GHO) through the Office for the Coordination of Humanitarian Affairs (OCHA)’s Financial Tracking System (FTS) / IOM’s Global Crisis Response Plan (GCRP) websites and disseminate information to partners including current and prospective donors to inform fundraising efforts. Advocacy and Resource Mobilization
  3. Establish and implement a resource mobilization strategy for the MRP including maintaining close liaison with donors developing approaches to expand the MRP donor base, mapping, and analysis of funding trends, disseminating to MRP partners, supporting advocacy and fundraising efforts on behalf and in coordination with partners, including preparation of background papers, inter-agency publications, policy briefs and participation to relevant meetings to ensure visibility of the Plan.
  4. Undertake working-level negotiations with MRP partners through the existing coordination mechanisms in coordination with the relevant RTSs, to identify and follow up on potential opportunities for resource mobilization in support of MRP country and regional-level programmes and contribute to the preparation of joint proposals and work plans.

Grant Management

  1. Provide oversight on the management of implementing partner grant allocation processes ensuring necessary coordination with relevant counterparts in line with the Terms of Reference and/or allocation guidelines, support the capacity building of the recipient organizations, promoting coherence between humanitarian needs and response and conducting field visits to project sites.

Knowledge Management

  1. Provide guidance on the development and implementation of a communications and visibility and knowledge management strategies for the MRP, including publication of situation reports on the MRP activities, bulletins, feature stories, photographs/videos, websites, flash reports, and advocacy messages as well as other relevant and appropriate visibility materials regularly.

MRP Programme Coordination

  1. Provide direct supervision overall guidance on the project management functions to the Regional Programme Manager (Regional Migration Response Plan (MRP) for projects and activities of the MRP and coordinate with other project managers whose projects contribute to the MRP, with management at the Regional Office level including:

Coordination: Supervise the Regional Programme Manager (Regional Migration ResponsePlan (MRP) and coordinate with other Programme Managers to explore complementarities among regional and country-level activities relevant to the MRP to identify synergies and improve the coherence of interventions.
  3. Implementation coordination: Provide overall supervision of the Regional ProgrammeManager (Regional Migration Response Plan (MRP) and coordinate with other Programme Managers on the implementation and monitoring of activities at the country and regional level, through the network of IOM and MRP partners’ focal points and highlight any delays or challenges in implementation to swiftly identify solutions.
  4. Donor liaison: Coordinate with the Regional Programme Manager (Regional MigrationResponse Plan (MRP) to share regular informal updates with donors and engage them in the process of the MRP, as well as to fundraise as appropriate, including through project development.

Required Qualifications and Experience:

Education

  • Master’s Degree in Humanitarian Affairs, International Relations, Development Studies, Economics, Political Science, Social Sciences, International Cooperation, or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above fields with nine years of relevant professional experience

Experience

  • Experience working in an emergency context, in a coordination and project management function.
  • Experience working in the region or continent with UN or International Non-GovernmentalOrganizations.
  • Progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, project management, budget management, fundraising, or related area is required.
  • Humanitarian experience in the field (actual setting where a mission and/or project is being implemented) in emergencies (complex emergencies or natural disasters) is required.
  • Previous work experience in areas of project management and supervision, monitoring and evaluation, and administration is required.
  • Experience in the design of policies and guidelines about humanitarian assistance is desirable.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

This selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible to be appointed in a similar position for a period of 24 months.

The list of NMS countries above includes all IOM Member States which are non-represented in the Professional Category of staff members. For this staff category, candidates who are nationals of the duty station’s country and who do not have prior experience outside the duty station’s country as staff member in the Professional category cannot be considered eligible.

Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and security clearances. Subject to certain exemptions, vaccination against COVID-19 will in principle be required for individuals hired on or after 15 November 2021. This will be verified as part of the medical clearance process.
