About the job

  • Under the supervision of the CCCM Project Coordinator, the Senior Site Officer role requires the candidate to work with community member’s humanitarian partners and local authorities to ensure implementation of the ACTED Mobile response interventions. That includes; MCCCM, S/NFIs and HLP interventions in a particular area of operation, ensures local authorities understands project purpose with ACTED MCCCM policy, negotiate on behalf of MCCCM team should there be any need arise between community leaders, or local authorities.
  • This includes but it is not limited to undertaking Coordination & IM activities, Governance & Capacity Building, Communication & Community Engagement activities, Site Care and Maintenance activities, and mainstreaming Protection through all activities, as well as Team Management and FLATS.

Core Functions / Responsibilities
Your main duties and responsibilities will be:
ACTED’s Senior Site Officer will play an integral part of the camp management team of ensuring that all inhabitants of the camp are living a safe, secured, and dignified life.
Undertake Coordination & IM activities. This includes but is not limited to:

  • With support from Senior liaison officer, liaise with local authorities upon arrival to area of intervention
  • Create/establish work plan and update it on weekly basis
  • Oversee liaison and coordination with all humanitarian partners and stakeholders working in the site/s
  • Liaise and coordinate with local authorities, on a day-to-day basis, with Camp Manager/CCCM PC and liaison team as needed
  • Liaison with Sub sector leads (Shelter/NFI/CCCM, WASH, Education, Health and Protection)
  • Take lead in conducting multi sectorial assessment upon arrival to the area of interventionSupport Site Assistants to compile regular reporting from partners on their activities in the sites, Report gaps or duplication in service delivery and advocate through appropriate mechanism
  • Oversee team’s regular collection of information, ensuring accuracy of data and timeliness of internal and external reporting
  • Collaborate with Information Management Officer on identification of information gaps and design/review of tools
  • Ensure information is shared back with partners and communities
  • Attending relevant coordination, sub sector and other ad hoc meetings as required by line manager
  • Compile and review data from the sites, submitting internal and external reports as required, and advocating or raising problems with Camp Manager and CCCM Project Coordinator as needed

Undertake Governance & Capacity Building activities. This includes but is not limited to:

  • Take lead in capacity building community leaders in CCCM, community governance and community mobilization, to enable committees to pass information to the camp population, advocate for the needs of the camp population, and influence humanitarian assistance delivery; ensure proper documentation of capacity building/training sessions
  • Establishing, support formation/restructuring of leadership structures. Provide support including SOPs, TORs, and relevant tools to facilitate functional structures. Ensure members are recruited transparently and inclusively with agreement of relevant stakeholders; ensure participation of women, youth, and marginalized groups
  • Ensuring relevant community and committee stakeholdersТ participation in camp level coordination meetings

Undertake Communication & Community Engagement activities. This includes but is not limited to:

  • Support organization of trainings to community committees, humanitarian agencies, and community members, on topics including on protection, fire response, and CCCM
  • Support team members to share information with community members through various mediums
  • Ensure appropriate communications and community engagement (CCE) strategy and workplan is in place for the site/s, in collaboration with the CCE Officer. This includes regular outreach to the community, information campaigns, Community Radio with accompanied listening groups and Community Documentary making with accompanied viewing groups. This also includes approving content for these activities.
  • Support establishment and implementation of Complaints and Feedback Mechanism (CFM) in each of the sites, including data management, referrals, and ensuring feedback is given

Undertake Site Care & Maintenance activities. This includes but is not limited to:

  • Identify physical risks and work with CCCM Technician to mitigate these risks as appropriate in a given mobile intervention

Mainstream Protection through all activities:

  • Consider gender, protection, and GBV concerns in all aspects of activities
  • Promote and adhere to ACTEDТs Prevention of Sexual Exploitation and Abuse policy
  • Support establishment of referral mechanisms, in collaboration with protection partners

Project management and reporting:

  • Devise weekly workplans and movement schedules for Mobile CCCM team
  • Timely reporting of problems and challenges in the sites to the Camp Manager/CCCM PC
  • Ensure project activities are delivered according to the technical quality and timelines as agreed with the CCCM PC
  • Timely and accurate submission of regular internal reporting as requested by the CCCM PC including PMF, weekly reports as well as contribute to drafting of external reports

Finance:

  • Support the CCCM PC in the review of CCCM-related project expenses and forecasting
  • Ensure accurate documentation for casual labour payments e.g. volunteers, daily labour etc.

Logistics:

  • Draft accurate order forms and Bill of Quantities for CCCM activities in a timely manner in collaboration with the CCCM Technician where relevant

HR:

  • Potential line management of Mobile Site Assistants
  • Track team attendance and leave accurately
  • Follow-up the work plans and day-to-day activities of the project staff
  • Identification of capacity-building needs and opportunities of CCCM teams, in coordination with line manager/CCCM PC/HR Department

Transparency:

  • Ensure all documentation for site level activities is appropriately completed, stored, and shared in both hard and soft copy. This includes but is not limited to: service mapping, 4Ws, site development plan, meeting attendance sheets, site maintenance completion certificates, safety audits, CCE activity tracking, HLP activity tracking, and COVID-19 activity tracking. Activity tracking docs to include number and demographic breakdown of beneficiaries reached.

Security:

  • Responsible for ensuring all movement of CCCM teams to IDP sites is approved by the security focal point and informed to CCCM PC
  • Responsible for ensuring all CCCM team members are briefed on all relevant security rules, procedures, and updates by the security focal point and they follow them accordingly
  • Timely reporting of security and safety incidents and risks to the CCCM PC and security focal point
  • Other tasks as needed to support CCCM team members, to inform CCCM activities and to ensure the success of the ACTED CCCM objectives

Essential qualifications and experience:

  • At least 3 years of experience in international and/or local NGO; ideally involved in the direct implementation of field level humanitarian assistance to refugees or IDPs in a camp environment
  • At least 1 years experience in a managerial position.
  • Excellent communication and external representation skills.
  • Excellent capacity to plan, prioritize, and multitask.
  • Excellent team-working skills.
  • Flexible, with the ability to use initiative and to cope with stressful situations.
  • Excellent English skills, both oral and written.
  • Good computer literacy, including smartphone use and MS Office (Word and Excel).
  • Knowledge of multi-sectoral humanitarian response, including Protection, WASH, Shelter, and emergency distribution is required
  • Experience in CCCM programming is required
  • Experience in Protection programming is of benefit
